USA Today’s Steve Berkowitz details political pushback to the proposed SCORE Act from Sen. Maria Cantwell (D-Wash.), outlining “significant concerns” in a letter to House leaders. “The SCORE Act will only cause more chaos and damage to the college athletics system. We urge you to pull this flawed bill from the mark up until the defects are fixed.” Cantwell warns that the Act would put even more power in the biggest conferences and “hands the NCAA unfettered ability to set rules that would make the rich schools richer.” She wrote that there will be greater distance between the wealthiest schools and the rest, and will “inevitably lead to the loss of men’s and women’s Olympic sports as schools are implicitly forced to devote even more resources to the college football arms race.” In closing, she writes: “We urge everyone to think long-term and big picture about the future of college athletics that we want to achieve.” (link)

More SCORE Act news: The NFLPA released a joint statement from the players’ associations for the NFL, MLB, NHL, NBA and MLS, urging House Committee members to “reject any antitrust exemption or legal liability shield from legislation regulating college athletics.” They argued that any antitrust exemption would “permit the NCAA and its members to collude to harm athletes.” The statement says antitrust exemptions are rarely granted and should not be here: “The NCAA should not have a blank check to impose their will on the financial future of over 500,000 college athletes.” (link)

CollegeAD has a bit more on the contract terms for new Maryland AD Jim Smith. In addition to his $1.5M compensation annually ($1.2M base + $300K supplemental), Smith can earn up to another $45K in various bonus opportunities. He’ll receive a $50K moving stipend & if the Terps make a move to replace Smith without cause, Smith would be due 18 months of his base pay or the rest of the contract length, whichever time period is shorter. More notes from SEC Commissioner Greg Sankey’s opening comments at SEC Media Days in Atlanta – he closed by saying “Let me be clear. From my perspective, college athletics is not broken … It is under stress. It is strained.” Sankey made a point on the podium to thank the National Football Foundation for lowering the minimum winning percentage required for a coach to enter the College Football Hall of Fame from .600 to .595, a move that was made to allow the late Mike Leach (.596) to be inducted. “We appreciate an adjustment made by (the NFF) to change the qualifying criteria for head coaches that makes Mike and others eligible for election into this College Football Hall of Fame,” Sankey said, recalling a personal conversation with Leach about “why powdered wigs went away and neckties remained.” Amid now-constant change in all aspects of college athletics, Sankey said this: “As the world changes throughout college sports, we have to hold on to some values that are at the center of what we do on our academic campuses. We need to invite young people into higher education with the goal of moving them from adolescence to adulthood. We need to require unapologetically a person to make meaningful progress towards a degree, and if they don’t make that meaningful progress, then simply understand they won’t be able to participate in the athletics experience.” (link)

The VRBO Fiesta Bowl will host a national semifinal game this coming January, and with that huge platform comes another challenge: a quick turnaround. “We’ll have seven days to be able to know the teams that are going to compete in our semifinal," Fiesta Bowl Executive Director and CEO Erik Moses tells Sports Illustrated’s Bryan Fischer during the 2025 NACDA Convention. “You hope that those fan bases will travel, because we’ll have a very short period of time to get that promotional machine moving and up and running. We’re hoping that the promotion of the tournament itself carries all of the games, right? It’s the excitement around the fact that this is now a tournament in pursuit of a national championship.” How does Moses work to keep the Fiesta Bowl properly positioned in a system changing constantly? “Things are moving so quickly, you just have to keep having conversations, keep being in the room or as close to the room as you can be, about things that are going on.” (link)

Ole Miss Football HC Lane Kiffin was asked yesterday in Atlanta what he thinks about revenue sharing thus far & the need for a salary cap: “I think that's what we attempted. Doesn't seem like that's working very well. So yeah, I mean, stating the obvious. That was the intention of what was going on because there were so many complaints when NIL started about, okay, everybody has different advantages, and different payrolls. Saw those a couple years ago. I was up here at one of these joking about a luxury tax based on A&M's spending or whatever it was. So that was supposed to be being fixed, and now it's not. Again, we've tried to follow the guidelines because that's what we were told we needed to do. I'm not saying they're wrong for doing it; I'm not calling anybody out. If the system isn't solid enough to prevent that, then we really don't have a system. So you're not operating on a salary cap, so…” (link)

More from SEC Media Days as South Carolina Football HC Shane Beamer took to the mic on Monday. On whether he expects other coaches and programs to do what’s best for college football and not just work in their own interest when CSC enforcement is handed down: “Yeah, I would hope so. Every coach standing up here this week and across the country would say obviously they want their program to be successful, but I think we all want college football and college athletics to be successful without a doubt, doing what's right for the betterment of the sport. … If there are rules in place that we all agree on and someone doesn't do what they're supposed to be doing, 20 years ago with NCAA rules or now with rev share and the clearinghouse and all that, there needs to be teeth to the enforcement otherwise nothing will change and we'll be right back to where we were.” On recruiting and retention: “You want to make sure you're bringing the right people into your program. It's harder than ever to do that. The amount of time that we as coaches are allowed on the road recruiting, it's limited. Particularly for a transfer portal guy, guy goes in the portal, … you got about six hours to get him scheduled and get him on official visit because other people are. So doing as much research as you can on guys, and then probably in a lot of ways, and I am talking portal specifically now, when a guy comes in on a visit, I've never coached in the NFL, but it's probably very much like a free agent visit in the NFL where you're trying to find out as much as you can about this while he's on your campus. It's recruiting, don't get me wrong, but it's making sure he's a fit, … guys have to choose to come to South Carolina or whatever school for the right reasons. There is a money aspect involved now that hasn't been there before. … If that's the only reason [they’re coming], they're probably going to be in the portal or looking to go in the portal every year. … I think if you just rely on bringing the right people into your program, being willing to walk away from guys that don't fit -- …. We've walked away from guys, being willing to do that. Now more than ever in college football I think culture is more important than it's ever been. You screw that up, it can torpedo your entire team pretty quickly.” (link)

Mississippi State announced its athletic department and its Bulldog Club raised $84.6M in the fiscal year that ended June 30, more than doubling the previous record. Notably there were 10 donations of $1M or more, more than in the last 10 years combined. Louisiana and its Ragin’ Cajuns Athletic Foundation launched the Cajuns Edge Fund, a “bold new initiative that positions the University of Louisiana at the forefront of a historic transformation in college athletics.” While Louisiana will not distribute the full $20.5M allowed in revenue-sharing, the new fund will help the school implement a “budget-neutral revenue share model.” This will allow fans, donors and area businesses to contribute to revenue-sharing while receiving tax-deductible benefits and exclusive membership perks. Rhode Island has a $42M renovation of Meade Stadium planned for after the 2025 football season, an 18-month project that will force the Rams to play elsewhere in 2026, the Providence Journal’s Avery Hill writes. As part of the upgrade, the football stadium will get a new 5,000-seat east stands, as well as a new press box. The school declined to say where it is considering playing football in 2026, but the Journal mentioned Centreville Bank Stadium, home to the Rhode Island FC soccer club in Pawtucket. (link)

Indiana’s nickname remains “Hoosiers,” of course, but Hoosier the Bison will return this fall after a 56-year absence as the university’s “official mascot,” making its return at Indiana’s Aug. 30 home football opener against Old Dominion. This won’t be a live animal but a costumed one – bison have been used as a symbol of Indiana since before it was a state, and Hoosier the Bison was a school mascot from 1965-69. (link)

The Sun Belt has officially invited Louisiana Tech to join the league, per ESPN's Pete Thamel, who notes: "Louisiana Tech's entry date into the conference isn't certain, with the earliest the school could join the league being 2026. SEC Commissioner Greg Sankey kicked off this year’s football media soiree in Atlanta & touched upon a number of key issues impacting the industry. Most notably: “As it related to the (House) settlement, I thought it appropriate to use a bit of a metaphor for running a marathon. I have run and finished 41 marathons in my lifetime. It's been a while, but I do remember the importance of getting it off to the right kind of start. That doesn't mean you feel great in the first two miles, nor does it mean, transitioning that metaphor, that everything works perfectly in the first two weeks of settlement implementation. There's been plenty of naysayers in the last 14 days, but the settlement went into effect July 1st, and we're here July 14th while working through historic and transformational change. We're in the middle of change, and in the middle of anything significant, it will get messy. That doesn't mean you leave. In a marathon it doesn't mean you step off the course because myself, as poorly as I may have felt sometimes after two or three miles, recall that those moments might actually produce the best efforts. The burden of making a new system work is certainly on commissioners and conference offices, but the responsibility is shared with our campuses and our campus leaders, and that's recognized in this league. We still have to work through the implementation, but the burden is shared by presidents and chancellors, athletics directors and coaches. It's also shared by those around our programs. [...] Last week we saw the bipartisan introduction of the SCORE Act in the House of Representatives. That's an important moment. I think what's happening in college athletics is a nonpartisan issue, but using the typical nomenclature, to have members of both of our major political parties willing to step out and introduce the SCORE Act is a positive step. [...] …in general we are supportive of expanding both the men's and the women's basketball tournaments. Nothing in college basketball is static. Tournament expansion is certainly worth exploring. As last season showed, the Southeastern Conference is going to be fine whether the bracket expands or not. [...] We from the College Sports Commission think we're operating sufficient with the settlement terms. We'll have the right kind of communication with the authors of the letter and communicate and educate on why we think we have the right perspective to begin with. [...] I had a conversation with some of our membership about outside financing ideas as late as last week. We have been probably 2 1/2, 3 years into visits with banks, with private equity, with venture capital. I mean, you could go down the range. Private capital, that's another phrase that's been used. That's not been the right direction for us. We've not seen the concept that works. That doesn't mean we won't consider opportunities. If there are opportunities for mutual benefit, those would pique our interest. But the notion of just jumping to something because there's a pot of money there seems an uninformed direction, and simply taking propositions where there's not the kind of clarity around what if you don't meet your high end predictions, what's left then? I think those are things that continue to weigh heavily on our mind.” Lots more. (link)

The Wall Street Journal’s Rachel Bachman notes that eventual NCAA Men’s Tournament expansion could hinge on one single facet – booze. With the NCAA needing to secure more funding surrounding any potential expansion, the event’s current TV contract with CBS and Turner locked in through 2032 and broadcast partners not required to pay for additional expansion teams, a person familiar with the situation says, ”the NCAA needs to wring significant amounts of money from selling official NCAA sponsorships in categories it has previously shunned: beer, wine and hard alcohol.” That comes with a twist, however, as the NCAA can’t sell those sponsorships, but would need to persuade tournament broadcasters to do so before upping their annual payment to the NCAA. Per Bachman, “the NCAA handed control of its sponsorship program to CBS and Turner. The unusual move means that if a bank or insurance company wants to become an official NCAA sponsor of any championship the NCAA operates, it doesn’t pay the NCAA. It pays the broadcasters of the NCAA men’s basketball tournament. Those rightsholders, CBS and Turner, keep that sponsorship revenue, which they use to offset their roughly $1 billion annual payment to the NCAA for the men’s basketball tournament.” Overall, NCAA sponsorships have become very lucrative, making up close to half of tournament revenue. That means if broadcasters merely broke even on their NCAA deal, sponsorship sales would net them close to $500M. More from Bachman. (link)

The committee is still making sure that this is the right decision, and they don't want to rush into anything without making sure they [don’t] screw it up. “Lawsuits are about to come,” a source tells On3’s Pete Nakos after the College Sports Commission and NIL Go issued firm guidance last Thursday on plans to handle booster-funded NIL deals, noting that they must meet a “valid business purpose.” In an immediate response to Thursday’s CSC issuance, House plaintiffs attorneys Jeffrey Kessler and Steve Berman responded to the NCAA in a two-page letter calling for the guidance to be retracted for “undermining the settlement terms,” while also threatening to bring the issue before appointed settlement magistrate Judge Nathanael Cousins. With the NIL clearinghouse facing lengthy delays, multiple NIL collectives are threatening to bring lawsuits against the CSC and NIL Go. One NIL collective operator opined: “It’s a total s–t show. I don’t know if they changed the latency — the first day it was open, we got two or three deals through. One of them was an $8,000 deal for a softball player. Since those first 48 hours, I don’t think anything we’ve put in has come out the other side. They’re going to get sued. I’ve got three different attorneys wanting to represent us. You can’t ban a classification of business. And you certainly can’t offer an alternative and not have it function. There is a very clear antitrust claim for what they did last Thursday.” With head coaches now asking questions about the delays, Nakos cites sources speculating that “some schools will start paying players under the table – a fear many have openly discussed in recent months as the House settlement was finalized.” Another NIL collective leader commented: “We were already talking to an attorney. And then Friday, Kessler and Berman came out and reprimanded the NCAA and CSC about the guidance. Who are [the NCAA and CSC] to determine what a valid business purpose is? If they really want this thing to work, they need to approve more than they deny. They need to give everybody some grace and not be iron-fisted. Not to say the quiet part out loud that we’re trying to kill collectives. They just provided the opening statement for the first lawsuit against them. That you’re going to treat people differently. Or people are going to start paying under the table, or kids aren’t going to submit deals.” (link)

LSU Football HC Brian Kelly also took to the podium on Monday at SEC Media Days touching on a number of topics including NIL & revenue sharing, the benefits of playing in-state schools, the CFP format & selection process, his working relationship with staff and what his expectations are for moving forward with collegiate governance. On what he hopes to see from collegiate governance: “Transparency and consistency. Those two words are probably the most important thing as we continue to move forward. Now, the other thing we would like is federal government involvement. … If we start with transparency and start with the clear communication necessary and consistency and approach … it's got to start with coaches. It's got to start with us. I mean, we have to be the stewards of this. There has to be a moral high ground. Ethics in this. … I was at a speaking engagement a few weeks back, and every question about the NIL was trying to find a way around it, trying to find a way to bring in revenue in some other way. Sooner or later we have to take the stand that transparency, consistency, ethics, and morality are at the core of this.
