SBJ’s Ben Portnoy has obtained the nearly 100-page governance structure recommendation compiled by the NCAA Division I Decision-Making Working group in June and notes the document also includes previously unreported feedback recorded by the NCAA’s research team centered on subjects related to potential changes. Of note: A May poll found that “while 83% of [Power 4] respondents were supportive or very supportive of weighted voting for autonomy conferences, less than 20% of respondents from the other Division I subdivisions indicated such support.” Of a possible roughly 2,000 respondents, 264 participated. … A second poll that received 164 respondents out of a possible roughly 2,000 conducted from May 22 to June 3 found over 80% of respondents from non-Power Four schools desired a higher voting threshold for proposed changes to legislated sport committee composition. Fifty-six percent believed that threshold should be 80%, while 70% of P4 respondents indicated a 60% threshold made more sense.” Regarding the setup itself, Portnoy observes: “There is some nuance to this structure. The recommendation is designed in a way that three-of-four Power Four conferences siding on an issue would make up less than 50% of the vote on a given committee. Those conferences that receive skewed voting power also varies. The Big East would receive a weighted vote as part of the men’s basketball oversight committee, per the recommendation. … No such distinction was made for the women’s basketball oversight committee. Yahoo’s Ross Dellenger reports that “a draft of the long-discussed presidential executive order intends to ‘preserve’ college athletics from ‘unprecedented threat’ and destruction, it says, by implementing new policies related to athlete compensation, antitrust protection, athlete employment, state law uniformity and Olympic sport participation.” The seven-page draft titled SAVING COLLEGE SPORTS outlines policy directives to cabinet members related to various aspects of college athletics, and Dellenger notes: “Those aspects primarily include directing the attorney general and [FTC] to: (1) provide college leaders with protection from antitrust law around the ‘long-term availability’ of scholarships and opportunities for athletes; (2) prevent ‘unqualified and unscrupulous agents’ from representing athletes; and (3) support uniformity by, presumably, preempting the varying name, image and likeness state laws. The draft also requests the assistant to the president for domestic policy work with the U.S. Olympic Team to provide ‘safeguards’ for NCAA Olympic sports; and directs the secretary of education and National Labor Relations Board to implement policy ‘clarifying that status’ of athletes, presumably as students and not employees.” (link)

House plaintiffs’ attorney Steve Berman’s response to the EO is blunt: “Plain and simple, college athletes don’t need Trump’s help, and he shouldn’t be aiding the NCAA at the expense of athletes. Mr. Trump boasts of his deal-making prowess. As a result of our case, college athletes are now free to make their own deals. For Trump to want to put his foot on their deal-making abilities is unwarranted and flouts his own philosophy on the supposed ‘art of the deal.’” Berman adds: “Step back, Mr. President. These fabulous athletes don’t need your help. Let them make their own deals. And the Supreme Court with your appointee, Justice Kavanagh, condemned the NCAA’s compensation rules as a violation of the antitrust laws, why give them immunity, Mr. President, in light of that ruling? … Because of our settlement and pressure on the NCAA over the past 20 years, college athletes are now achieving extraordinary deals, cementing their true value and worth in the lucrative world of college sports. They don’t need, want nor deserve Trump’s meddling.” (link)

The Athletic’s Stewart Mandel observes that some college athletics administrators view the House settlement as a chance to wrest back control from agents and boosters who’ve increasingly dictated the makeup of their rosters. Utah AD Mark Harlan, for instance, remarks: “Collectives in the form they’ve been going for the last three years, paying athletes directly with donor contributions, is going to be a thing of the past. ’True’ NIL is still being allowed, but just like in pro sports, where there is a hard (salary) cap. … It’s what we’ve always hoped with NIL, that it wasn’t going to be promised to a kid to come play for a school.” The head of one major collective noted that the College Sports Commission, in its recent guidance concerning what constitutes a valid business deal, “said the quiet part out loud: We hate collectives and pay-for-play, and our sole purpose is to restrict that money and regain control. Now they have provided direct evidence for the lawsuits that will start flying.” The dispute effectively boils down to one central question, writes Mandel: what exactly is true NIL? “In commissioners’ and athletic directors’ eyes, it’s cut-and-dried: traditional athlete endorsement deals. Caitlin Clark in a State Farm ad. Quinn Ewers in a Dr. Pepper spot. That type of funding might be limited in scope, however, as another collective head mentioned: “There are only a small amount of athletes that have real market value to command real commercial dollars. The vast majority are hurt by (the CSC) guidance. That will not play well in the court of law or the court of public opinion.” More from Mandel. (link)

NJ Advance Media’s Steve Politi and Brian Fonseca provide yet another update on Rutgers’ on-going AD search with the duo noting that reported front runner Brian Lafemina withdrew his name from consideration on Wednesday night. The Arctos Operating Partner/Springboard Advisors CEO is expected to remain in the private sector after he reportedly “rejected an offer that is believed to be a significant salary increase from his predecessor Pat Hobbs, who made just over $1 million in his final year before he abruptly resigned last August.” A spokeswoman noted the university wouldn’t comment on the status of a confidential search, while sources tell Politi and Fonseca that it’s also likely Rutgers will look at candidates outside of those already interviewed including Van Wagner College Division President Mike Palisi. Memphis AD/SVP Ed Scott reportedly signed his first long-form contract with the school on May 12, with the deal slated to run through June 30, 2029, according to The Commercial Appeal’s Jason Munz. Within the pact are several key updates to an original memorandum of understanding he signed upon being hired in June 2024, including a raise in base pay from $550K to $600K annually. There are also several provisions tied to prospective conference realignment moves, including a “clause stipulating an ‘attempt to mutually agree to an additional base pay increase’ if Memphis joins an ‘autonomy’ conference. The contract specifies the autonomy conferences as the SEC, Big Ten, Big 12, ACC ‘and/or their successor(s) or equivalent(s).’" Scott would also be paid a one-time, lump-sum $250K bonus for Memphis leaving to join an autonomy conference. “However, if the school joins a conference ‘that is not an 'autonomy' conference ... that increases University's annual conference payout by at least 25%,’ Scott will receive a $50,000 bonus ‘in recognition of his efforts in securing such invitation.’” (link)

With uncertainty surrounding the future of the College Football Playoff format, The Mercury News’ Jon Wilner reports that approximately 30 under contract Big 12 match-ups with the Big Ten and SEC over the next eight years could be in danger. Arizona State AD Graham Rossini remarks: “we should have clarity in a few months. A lot depends on what the SEC does.” According to Wilner, everything depends on what the SEC does, from the 2026 CFP model and beyond to Big 12 non-conference schedules, particularly as it relates to whether the SEC adds a ninth league game to match the Big Ten. With both the SEC and Big Ten in control of the playoff format from 2026-31, and currently in disagreement over which model to utilize, the possibility of the SEC adding another conference match-up could create chaos with Big 12 non-conference slates. Rossini: “If the SEC goes to nine, my hunch is they’ll want out of our games,” We’re taking a wait-and-see approach.” If the Big 12 were to lose such high-profile P4 match-ups, Wilner writes that pursuing at-large bids could become exponentially more daunting. “It’s a fraught position playing out along a treacherous path leading to an uncertain future. And it’s the reality for Big 12 schools as they cast an eye to Birmingham and prepare for ‘what the SEC does.’” (link)

Stephen F. Austin is arguing that its competitive cheerleading and dance teams should be counted toward its compliance with federal gender-equity laws despite neither sport being recognized by the NCAA as a championship or emerging women’s sport. Sportico’s Michael McCann and Daniel Libit note that SFA is currently being sued by six former beach volleyball and bowling student-athletes who contend their programs’ eliminations violate federal law and have “exacerbated” the university’s longstanding pattern of Title IX noncompliance. McCann and Libit add: “SFA’s defense mirrors a failed attempt by Quinnipiac University nearly 15 years ago, when it tried to replace its women’s volleyball team with a varsity competitive cheer squad to satisfy Title IX. In Biediger v. Quinnipiac, members of the women’s volleyball team sued after the school announced plans to eliminate its varsity sports teams for women’s volleyball, men’s golf and men’s outdoor track and field, while adding a new varsity sports team for women’s competitive cheer. Both a district court and the U.S. Court of Appeals for the Second Circuit reasoned that competitive cheer does not count as a sport for purposes of Title IX, as it failed to provide sufficient athletic opportunities.” Despite this and other precedents, SFA argues that its “cheer and dance teams can, and should, be counted in its participation numbers because they are 1) structured and administered consistent with other varsity sports at SFA, and 2) they prepare for and engage in competition in a manner consistent with other SFA varsity sports.” Plaintiffs are slated to file a response next week. Yahoo’s Ross Dellenger reports college sports leaders “are in active negotiations with plaintiff attorneys over, perhaps, the most significant piece of the House settlement: whether to permit traditional booster collective deals to athletes.” SEC Commissioner Greg Sankey described the talks as a “back and forth” that “happens in any bargaining situation” but “declined further comment about the nature of the negotiations and details on the NCAA and power conferences’ response to last week’s letter from (Jeffrey) Kessler,” per Dellenger. Also from Sankey: “There are ways for collectives to operate that have been contemplated. If there’s a decision that results from either negotiations with plaintiffs or a court that says differently, you have a much softer cap. That would be the description.” Furthermore, Sankey asked: “For how long have people been begging for guardrails? Well, now we have guardrails. Those broadly across the country that claim they wanted guardrails need to operate within the guardrails. If you allow what’s happened to continue to escalate, there would be a very small number of programs that would be competitive with each other and we’d not have a national sport or a national championship.” (link)

SEC Commissioner Greg Sankey also reiterates his position that the league should move to a nine-game football schedule, telling ESPN’s Heather Dinich: "I think we should be working towards that. My life doesn't end if we don't. There's this absolutist notion that he's going to dictate what's going to happen. I think we should have an adult conversation. We should be able to make a decision. I think nine games would promote great interest through the year, but it would be hard to coach. I've had candid conversations with coaches. I've told them that." Sankey also says that while his "membership is interested in moving to 16," he hasn't picked a format and hasn't abandoned the possibility of a 14-team playoff. "It's an option. It was put into consideration in January of '24 when we were going through the effort to sign the agreement. It's still there." While it seems the league's scheduling decision is inextricably linked with the College Football Playoff debate, Sankey notes the deadline is largely dictated by the next TV agreement with ESPN. "It says you have to determine the '26 format by Nov. 30. There's actually a '26 format. It's 12 teams and five conference champions. We can change it if we change it by that date, but that's the only date that I know exists, and everything else in between seems up to the parties making the decision." (link)

College Football Playoff Executive Director Rich Clark says of the urgency to nail down a format going forward: “There’s urgency because first, we have a deadline of December 1, really, that is for some contractual reasons, so that we can get things moving for the next season, right? So December 1 is sort of the line that we have drawn, but the conferences have a lot of decisions that they have to make internally, and so I think, for the commissioners’ sake, and for the conferences’ sake, they want to get to an answer sooner than that. So, in my mind, and this is not a hard and fast deadline, but we need to have an answer this fall, probably in the September time frame, to have determined, maybe October.” Could the CFP potentially expand past 16 teams? Clark: “So in my mind, and again, this is just me talking, given the schedule of the regular season right now, 16 is the limit. Like, we run out of weekends to play games, and there’s just no more room to have a playoff. And we don’t want to extend into February for the College Football Playoff. Our students have to go to school. Our athletes are still college students, and that matters, right? So I don’t think that we could go past 16 unless something happened with the broader college football schedule, we changed the regular season schedule, or something like that, and there’s been no talk of that.” (link)

Washington AD Pat Chun offers some context for the Big Ten’s College Football Playoff format proposal: “Without questioning the integrity of anyone on the committee, it’s impossible not to have conflicts of interest. That’s the starting point.” The Mercury News’ Jon Wilner notes that Chun “repeatedly framed his comments as one man’s opinion but drilled down on the root of the selection conundrum: How can the committee accurately and fairly select at-large teams from a wildly disparate pool of candidates?” Chun: “No two schools in the same conference have the same strength-of-schedule, and no two conferences have the same strength-of-schedule because there’s no balance. Two conferences (Big Ten and Big 12) play nine games and two conferences (SEC and ACC) play eight.” Chun then referenced Oregon AD Rob Mullens and Michigan AD Warde Manuel, who have both chaired the selection committee, saying: “If you listen to Rob and Manuel talk, they’ll tell you that there is no metric that can clearly differentiate the fourth-place team in one league from the fifth-place team in another league. Instead of having 11 at-larges picked by humans, it makes sense to me to have automatic qualifiers (AQs) with humans only picking three.” Because the AQ model would allow for play-in games on championship weekend, Chun adds: “It makes the season more meaningful for more teams. Instead of the top two or three being alive, if you’re in the top six or seven late in the season, you’re alive and there’s more excitement.” Chun also points out that “we are the only sports entity that uses humans to pick the postseason — the only one.” (link)

Freshly minted Georgia Tech AD Ryan Alpert covered several topics during his introductory press conference, including how the Yellow Jackets will approach the rev-share era. Alpert noted that at Tennessee, “we had a seat at the table of all the conversations of what was happening nationally. So I think I've got a great understanding of where the landscape sits today. But part of, as we look downfield, it's not just how we're running our operations day-to-day here, but being connected through my network, through the league, through [President Angel] Cabrera and his colleagues, monitoring everything that's going on, consuming a bunch of information, but then ultimately putting Georgia Tech in a position to succeed and what the world looks like next year, three years, five years, and will be positioned. And I think it goes back to the core principle of alignment. We have a goal, an institutional goal. … I think you'll hear me talk about this a lot - we can only control our controllables. So if we win at the highest level and put our teams and our student athletes in position to do that, everything else normally works out." Alpert also talked about competing in Atlanta’s saturated sports market: “From an entertainment value, we have to make sure that our entertainment value is on par with our peers. There’s a consumer dollar. If you take your family of four somewhere, if you go to a Georgia Tech game — whether it’s football, basketball, baseball — the entertainment value has to be there. Fan experience is really important to me. Branding is really important, and how you see your brand through fan experience is a critical component to success.” (link, link)

CollegeAD shares the details of Rhode Island AD Thorr Bjorn’s two-year extension, which runs through June 30, 2030. The contract includes a 5% annual increase in Bjorn's base salary, which will total $367,130. Supplemental income bonuses for student-athlete GPA and men’s basketball accomplishments have not changed since the original contract, but Bjorn can earn an additional $10K each year if the annual gross revenue from ticket sales, private fundraising, corporate sponsorships, and private events exceeds $3M. Buyout terms have also stayed the same as in the original contract. Should the University terminate the contract, they will pay Bjorn his remaining base salary and any bonuses he has already received. (link)

The NCAA won its appeal on a 2-1 decision of the eligibility lawsuit brought by Wisconsin Football student-athlete Nyzier Fourqurean who sought to have his seasons of competition in DII not count towards his DI eligibility. The majority opinion noting Fourqurean “failed to show some likelihood that the (NCAA's) Five-Year Rule constitutes an unreasonable restraint of trade. […] We do not exclude the possibility that on a fuller record, Fourqurean will succeed in establishing his claim. We also recognize that the 2025-26 college football season begins soon. In this context, we encourage the parties and the district court to expediate the coming litigation.” A statement from the NCAA: “The NCAA and its member schools strive to provide world-class athletics and academic experiences for student-athletes that foster lifelong well-being. The member-approved rules, including years of eligibility, are designed to help ensure competition is safe and fair - aligning collegiate academic and athletic careers to provide high-level opportunities and benefits to hundreds of thousands of student-athletes.” (link)

Meanwhile, UCLA wide receiver Kaedin Robinson has filed a lawsuit against the NCAA in the U.S. District Court for the Central District of California arguing that the NCAA’s eligibility rule is “unlawful” because it has “substantial anticompetitive effects” on junior college players. Robinson was initially thought to have another season of eligibility remaining due to the NCAA issuing a blanket waiver to junior college players following Vanderbilt QB Diego Pavia’s injunction. On3’s Pete Nakos reports Robinson is requesting immediate and permanent injunctive relief against the NCAA to play this season. The lawsuit also states he was offered an NIL contract by UCLA worth $450K. (link)

On July 1, Delaware’s state bond bill included $20M in funding for Delaware State’s 700K-sq-ft field house, which Hornets AD Tony Tucker says will “inject a lot of energy and goodwill into our campus.” The field house will include a 50-yard indoor turf field, team meeting rooms, player lounge areas and updated locker rooms for all sports, and Tucker says the goal is to finish construction in 18-24 months. In addition to the field house, the state included language supporting a future DSU convocation center that would host basketball, volleyball, wrestling, and major events. The project has a slated $90M price tag, and Tucker notes: “Our location could become a key venue for high school sports. We’re in the center of Delaware.” (link)

Inflation accelerated in June as President Trump’s tariffs started to leave a bigger imprint on the economy, keeping the Federal Reserve on track to hold interest rates steady when policymakers next meet this month. The Consumer Price Index rose 2.7% from a year earlier, the swiftest pace since February, data released by the Bureau of Labor Statistics showed on Tuesday. That is slightly higher than expected and up from an annual pace of 2.4% in May. (link)
