Yahoo’s Ross Dellenger reports college sports leaders “are in active negotiations with plaintiff attorneys over, perhaps, the most significant piece of the House settlement: whether to permit traditional booster collective deals to athletes.” SEC Commissioner Greg Sankey described the talks as a “back and forth” that “happens in any bargaining situation” but “declined further comment about the nature of the negotiations and details on the NCAA and power conferences’ response to last week’s letter from (Jeffrey) Kessler,” per Dellenger. Also from Sankey: “There are ways for collectives to operate that have been contemplated. If there’s a decision that results from either negotiations with plaintiffs or a court that says differently, you have a much softer cap. That would be the description.” Furthermore, Sankey asked: “For how long have people been begging for guardrails? Well, now we have guardrails. Those broadly across the country that claim they wanted guardrails need to operate within the guardrails. If you allow what’s happened to continue to escalate, there would be a very small number of programs that would be competitive with each other and we’d not have a national sport or a national championship.” (link)

SEC Commissioner Greg Sankey also reiterates his position that the league should move to a nine-game football schedule, telling ESPN’s Heather Dinich: "I think we should be working towards that. My life doesn't end if we don't. There's this absolutist notion that he's going to dictate what's going to happen. I think we should have an adult conversation. We should be able to make a decision. I think nine games would promote great interest through the year, but it would be hard to coach. I've had candid conversations with coaches. I've told them that." Sankey also says that while his "membership is interested in moving to 16," he hasn't picked a format and hasn't abandoned the possibility of a 14-team playoff. "It's an option. It was put into consideration in January of '24 when we were going through the effort to sign the agreement. It's still there." While it seems the league's scheduling decision is inextricably linked with the College Football Playoff debate, Sankey notes the deadline is largely dictated by the next TV agreement with ESPN. "It says you have to determine the '26 format by Nov. 30. There's actually a '26 format. It's 12 teams and five conference champions. We can change it if we change it by that date, but that's the only date that I know exists, and everything else in between seems up to the parties making the decision." (link)

College Football Playoff Executive Director Rich Clark says of the urgency to nail down a format going forward: “There’s urgency because first, we have a deadline of December 1, really, that is for some contractual reasons, so that we can get things moving for the next season, right? So December 1 is sort of the line that we have drawn, but the conferences have a lot of decisions that they have to make internally, and so I think, for the commissioners’ sake, and for the conferences’ sake, they want to get to an answer sooner than that. So, in my mind, and this is not a hard and fast deadline, but we need to have an answer this fall, probably in the September time frame, to have determined, maybe October.” Could the CFP potentially expand past 16 teams? Clark: “So in my mind, and again, this is just me talking, given the schedule of the regular season right now, 16 is the limit. Like, we run out of weekends to play games, and there’s just no more room to have a playoff. And we don’t want to extend into February for the College Football Playoff. Our students have to go to school. Our athletes are still college students, and that matters, right? So I don’t think that we could go past 16 unless something happened with the broader college football schedule, we changed the regular season schedule, or something like that, and there’s been no talk of that.” (link)

Washington AD Pat Chun offers some context for the Big Ten’s College Football Playoff format proposal: “Without questioning the integrity of anyone on the committee, it’s impossible not to have conflicts of interest. That’s the starting point.” The Mercury News’ Jon Wilner notes that Chun “repeatedly framed his comments as one man’s opinion but drilled down on the root of the selection conundrum: How can the committee accurately and fairly select at-large teams from a wildly disparate pool of candidates?” Chun: “No two schools in the same conference have the same strength-of-schedule, and no two conferences have the same strength-of-schedule because there’s no balance. Two conferences (Big Ten and Big 12) play nine games and two conferences (SEC and ACC) play eight.” Chun then referenced Oregon AD Rob Mullens and Michigan AD Warde Manuel, who have both chaired the selection committee, saying: “If you listen to Rob and Manuel talk, they’ll tell you that there is no metric that can clearly differentiate the fourth-place team in one league from the fifth-place team in another league. Instead of having 11 at-larges picked by humans, it makes sense to me to have automatic qualifiers (AQs) with humans only picking three.” Because the AQ model would allow for play-in games on championship weekend, Chun adds: “It makes the season more meaningful for more teams. Instead of the top two or three being alive, if you’re in the top six or seven late in the season, you’re alive and there’s more excitement.” Chun also points out that “we are the only sports entity that uses humans to pick the postseason — the only one.” (link)

Freshly minted Georgia Tech AD Ryan Alpert covered several topics during his introductory press conference, including how the Yellow Jackets will approach the rev-share era. Alpert noted that at Tennessee, “we had a seat at the table of all the conversations of what was happening nationally. So I think I've got a great understanding of where the landscape sits today. But part of, as we look downfield, it's not just how we're running our operations day-to-day here, but being connected through my network, through the league, through [President Angel] Cabrera and his colleagues, monitoring everything that's going on, consuming a bunch of information, but then ultimately putting Georgia Tech in a position to succeed and what the world looks like next year, three years, five years, and will be positioned. And I think it goes back to the core principle of alignment. We have a goal, an institutional goal. … I think you'll hear me talk about this a lot - we can only control our controllables. So if we win at the highest level and put our teams and our student athletes in position to do that, everything else normally works out." Alpert also talked about competing in Atlanta’s saturated sports market: “From an entertainment value, we have to make sure that our entertainment value is on par with our peers. There’s a consumer dollar. If you take your family of four somewhere, if you go to a Georgia Tech game — whether it’s football, basketball, baseball — the entertainment value has to be there. Fan experience is really important to me. Branding is really important, and how you see your brand through fan experience is a critical component to success.” (link, link)

CollegeAD shares the details of Rhode Island AD Thorr Bjorn’s two-year extension, which runs through June 30, 2030. The contract includes a 5% annual increase in Bjorn's base salary, which will total $367,130. Supplemental income bonuses for student-athlete GPA and men’s basketball accomplishments have not changed since the original contract, but Bjorn can earn an additional $10K each year if the annual gross revenue from ticket sales, private fundraising, corporate sponsorships, and private events exceeds $3M. Buyout terms have also stayed the same as in the original contract. Should the University terminate the contract, they will pay Bjorn his remaining base salary and any bonuses he has already received. (link)

The NCAA won its appeal on a 2-1 decision of the eligibility lawsuit brought by Wisconsin Football student-athlete Nyzier Fourqurean who sought to have his seasons of competition in DII not count towards his DI eligibility. The majority opinion noting Fourqurean “failed to show some likelihood that the (NCAA's) Five-Year Rule constitutes an unreasonable restraint of trade. […] We do not exclude the possibility that on a fuller record, Fourqurean will succeed in establishing his claim. We also recognize that the 2025-26 college football season begins soon. In this context, we encourage the parties and the district court to expediate the coming litigation.” A statement from the NCAA: “The NCAA and its member schools strive to provide world-class athletics and academic experiences for student-athletes that foster lifelong well-being. The member-approved rules, including years of eligibility, are designed to help ensure competition is safe and fair - aligning collegiate academic and athletic careers to provide high-level opportunities and benefits to hundreds of thousands of student-athletes.” (link)

Meanwhile, UCLA wide receiver Kaedin Robinson has filed a lawsuit against the NCAA in the U.S. District Court for the Central District of California arguing that the NCAA’s eligibility rule is “unlawful” because it has “substantial anticompetitive effects” on junior college players. Robinson was initially thought to have another season of eligibility remaining due to the NCAA issuing a blanket waiver to junior college players following Vanderbilt QB Diego Pavia’s injunction. On3’s Pete Nakos reports Robinson is requesting immediate and permanent injunctive relief against the NCAA to play this season. The lawsuit also states he was offered an NIL contract by UCLA worth $450K. (link)

On July 1, Delaware’s state bond bill included $20M in funding for Delaware State’s 700K-sq-ft field house, which Hornets AD Tony Tucker says will “inject a lot of energy and goodwill into our campus.” The field house will include a 50-yard indoor turf field, team meeting rooms, player lounge areas and updated locker rooms for all sports, and Tucker says the goal is to finish construction in 18-24 months. In addition to the field house, the state included language supporting a future DSU convocation center that would host basketball, volleyball, wrestling, and major events. The project has a slated $90M price tag, and Tucker notes: “Our location could become a key venue for high school sports. We’re in the center of Delaware.” (link)

Inflation accelerated in June as President Trump’s tariffs started to leave a bigger imprint on the economy, keeping the Federal Reserve on track to hold interest rates steady when policymakers next meet this month. The Consumer Price Index rose 2.7% from a year earlier, the swiftest pace since February, data released by the Bureau of Labor Statistics showed on Tuesday. That is slightly higher than expected and up from an annual pace of 2.4% in May. (link)

NJ Advance Media’s Brian Fonseca writes that Rutgers is targeting Arctos Operating Partner/Springboard Advisors CEO Brian Lafemina for its AD position. While the former Scarlet Knights diving team member formally interviewed for the job back in early June, and has engaged in talks with university officials, Fonseca notes that he has yet to agree to a contract. Reportedly, Van Wagner College Division President and former Scarlet R Club Assoc. Director Mike Palisi is another candidate who was previously interviewed for the role. (link)

Executive Order Updates…
+ On reports/tweets from CBS News last night that President Donald Trump intends to sign an executive order to establish national NIL standards, Front Office Sports’ Amanda Christovich explains that “while it’s still unclear what the president’s order would contain, it’s unlikely to significantly conflict with current efforts in the House (vis-a-vis the SCORE Act). But an executive order wouldn’t have the power to grant some of the antitrust protections that the NCAA and power conferences have been asking for in Congress to govern the NIL era, sources previously told FOS. Instead, the order could establish a commission to investigate the issue and report back best practices, as Trump has done in the past.” (link)
+ 247Sports’ Mike Rodak notes that SEC Commissioner Greg Sankey had this to say on SEC This Morning: “There have been reports about a commission, executive order before. You actually have to see if something happens, and then if something happens, what is included. I don't have any inside information about what generated those reports late last evening.” (link)

On3’s Brett McMurphy reports that the Big Ten is refusing to back off its preferred College Football Playoff format, guaranteeing the league four automatic qualifiers, until the SEC decides to add a ninth conference match-up per season. As a result, a source notes, “We’re staying at 12 teams in 2026 unless something moves.” With the Big Ten currently playing just three non-conference games per year, instead of four like the SEC, the league feels it’s at a disadvantage with the selection committee potentially selecting 11 at-large teams. With a signed memorandum of understanding granting the Big Ten and SEC authority to determine the 2026 format, and a deadline for finalizing it by Dec. 1, the two leagues are attempting to reach any sort of agreement. CFP Executive Director Rich Clark “is confident” the commissioners will reach an agreement on the format whether that means expansion or holding at 12. McMurphy continues on noting Sankey says the SEC “needs to determine its league schedule for 2026 before the 2025 season begins in late August. And the SEC will not make any changes until it has assurances of major changes in the CFP selection committee process, specifically related to evaluating strength of schedule.” More from McMurphy. Mountain West Commissioner Gloria Nevarez kicks off the league’s football media days and says the conference is "adamantly opposed" to the 4-4-2-2 College Football Playoff proposal, explaining that "we believe all teams should have access, honor conference champions and allow those teams capturing lightning in a bottle to compete for the national championship." Nevarez also says, per The Athletic’s Chris Vannini, that the league is still on pause when it comes to adding schools but might circle back after the next TV deal is done. (link); Nevarez also joins the KSL Sports Zone and says she was “disappointed but not surprised” that mediation with the Pac-12 didn’t lead to a resolution. “Mediation is for bringing people to the middle and maybe it was too premature. I don’t know. … It’s a natural part of the litigation process to take that off-ramp for a minute and explore it. Sometimes it works, sometimes it doesn’t.” (link)

In spite of Tuesday’s joint filing from the Pac-12 and Mountain West where weeks of mediation did not result in a settlement, JohnCanzano.com’s eponymous publisher reports a “settlement is still the most likely outcome. These cases don’t typically go to trial. The Pac-12’s attorneys (Keker, Van Nest & Peters) appear confident they have a viable case. They’d know, too. The law firm is well-versed in antitrust cases and represents the MLB Players’ Association and a line of other large entities. … The Mountain West will lose significant leverage if its motion to dismiss the lawsuit is denied during the Sept. 9 hearing. The Pac-12 knows that. Neither side currently appears interested in asking the court for more time.” Business attorney Alan Thayer tells Canzano: “They can certainly continue settlement negotiations with or without another stay. A decision on the motion may help equalize the expectations of the parties so that a settlement is finally reached.” Meanwhile, Canzano adds: “The Mountain West still doesn’t have a media rights deal to help glue it together beyond 2025. That’s a factor. There’s a significant amount of pressure at work here. This is an existential crisis for (Commissioner Gloria) Nevarez’s conference. If the MW can get the court to dismiss the Pac-12’s case at the Sept. 9 hearing, it would be a major victory and a big step toward survival. The Pac-12 has nine members, eight of which play football. The conference is still looking, per sources, for at least one more football-playing member to help with scheduling.” (link)

North Texas AD Jared Mosley confirms UNT is reducing athletic department staff in the wake of the House settlement: “As we’ve planned and prepared for the changes posed by the NCAA House Settlement, a reorganization and restructuring of various units across our department was necessary to ensure long-term sustainability and advancement of Mean Green Athletics. This strategic reorganization did include both the elimination of positions as well as a decision to not replace several vacant positions across the department.” While the scope of the layoffs has yet to be disclosed, the Denton Record-Chronicle’s Brett Vito reports: “Garrett Loges, who served as UNT’s assistant director of football creative, posted on his X account that his position has been eliminated due to budget cuts. Loges oversaw the production of video content for social media and managed interns. Taylor Bryan, UNT’s senior associate athletic director for brand advancement, recently left the school to join the staff at Auburn. UNT is not expected to bring in a new employee to fill that role.” (link)

The CAA has named Old Dominion Executive Asst. to the AD Erin Goodman as Senior Assoc. Commissioner for Compliance, Governance & Sport Administration. Goodman will serve as the primary contact for all compliance and governance matters within the CAA. Memphis has been hit with two years of probation, a $30K fine, a vacation of records and a reduction of 1% of the combined men’s basketball and softball budgets after the NCAA Committee on Infractions uncovered academic integrity violations. During the investigation, former academic counselor Leslie Brooks was determined to have compensated two softball student-athletes to complete coursework and provide test or quiz answers to a men’s basketball student-athlete, resulting in three student-athletes combining to compete in 20 contests while ineligible. As a result, Brooks also received a 10-year show-cause order, prohibiting her from participating in any athletically-related activities over that time frame. (link)

+ Front Office Sports’ Ryan Glasspiegel reports Fox Sports is nearing a deal with Barstool Sports and Founder Dave Portnoy that would see Barstool content fill airtime on FS1, after the network canceled three daytime shows earlier this week, and Portnoy to appear on Big Noon Kickoff. Glasspiegel adds: “Barstool content is expected to fill some of this FS1 airtime, likely via a licensing agreement. Details were not immediately available about which Barstool personalities will be included for this deal, or whether this would mean a new show or existing franchises, such as Pardon My Take, get repopulated onto the network.” (link)
