President Donald Trump is considering an executive order that would require federal authorities to clarify whether college athletes can be considered employees of their schools, according to ESPN’s Dan Murphy and Pete Thamel, who report: “The draft calls on the Secretary of Labor and the National Labor Relations Board to ‘determine and implement the appropriate measures with respect to clarifying the status of collegiate athletes.’ The draft states the employment status of college athletes should ‘maximize the educational benefits and opportunities’ schools can provide through their athletic departments. … The draft also calls on other federal authorities – such as the Federal Trade Commission, Attorney General and Secretary of Education – to take steps toward creating policies that would support the future of college sports and the training those programs provide for future U.S. Olympians.” Thamel and Murphy also report that “sources cautioned to ESPN that Trump might not go through with the executive order, which appears to be more supportive of college athletics rather than prescribing any specific transformational changes.” (link); Yahoo’s Ross Dellenger provides the full draft of the potential presidential executive order obtained earlier this week, reporting that “there remains uncertainty on whether the order will be introduced or how much the draft would change.” (link)

The NCAA won its appeal on a 2-1 decision of the eligibility lawsuit brought by Wisconsin (DI) Football student-athlete Nyzier Fourqurean who sought to have his seasons of competition in DII not count towards his DI eligibility. The majority opinion noting Fourqurean “failed to show some likelihood that the (NCAA's) Five-Year Rule constitutes an unreasonable restraint of trade. […] We do not exclude the possibility that on a fuller record, Fourqurean will succeed in establishing his claim. We also recognize that the 2025-26 college football season begins soon. In this context, we encourage the parties and the district court to expediate the coming litigation.” A statement from the NCAA: “The NCAA and its member schools strive to provide world-class athletics and academic experiences for student-athletes that foster lifelong well-being. The member-approved rules, including years of eligibility, are designed to help ensure competition is safe and fair - aligning collegiate academic and athletic careers to provide high-level opportunities and benefits to hundreds of thousands of student-athletes.” (link)

SIAC Media Day…
+ During his commissioner’s address, SIAC Commissioner Anthony Holloman discussed the league’s visibility and exposure and the impact of the changes in DI, notably the House settlement, stating, “The House Settlement. The transfer portal. NIL payments. And you might say, what does that have to do with Division II? The reality of it is a trickle-down effect. We’re not immune. We lost players to Division I programs like Purdue University, Duke University, North Carolina A&T, Alabama A&M just to name a few.” The conference is set to have 22 football games on ESPN networks, including multiple primetime weekday matchups. The league will also have seven games on HBCUGo and one game on NFL Network. HBCU Gameday’s Steven J. Gaither adds: “At every point in his remarks, Holloman returned to one consistent message—student-athletes are driving the SIAC’s growth and visibility. […] As HBCU football commands more national attention, the SIAC continues to prove it belongs in the spotlight—on the field, on television, and in the hearts of its communities.” (link)
+ “The number one thing in today’s game is to recruit your own roster.” That’s Allen Football HC Cedric Pearl, as a number of HCs spoke candidly about the implications of changes around the industry impacting how they recruit and retain student-athletes. Pearl adds: “We understand the power of the dollar. Power of the dollar, for a lot of young men, changes lives, changes family situations. Anybody that gives an opportunity to go to another university and better themselves and make a little money at the same time—we’re all for that. That’s just today’s game and where it’s going. So you either get on board, or you get ran over.” HBCU Gameday’s Steven J. Gaither gets more from Tuskegee HC Aaron James: “It’s a different team every year. Because, like I said, the transfer portal going on, you are not able to rebuild—you actually build your team. It’s a rebuilding roster every year. […] Every year, they’re looking for that ladder. Other schools, they’re looking at us like we’re the JuCo of the leagues now. If we have an All-American, all-conference guy, those guys are going to be going up.” (link)

SBJ’s Ben Portnoy has obtained the nearly 100-page governance structure recommendation compiled by the NCAA Division I Decision-Making Working group in June and notes the document also includes previously unreported feedback recorded by the NCAA’s research team centered on subjects related to potential changes. Of note: A May poll found that “while 83% of [Power 4] respondents were supportive or very supportive of weighted voting for autonomy conferences, less than 20% of respondents from the other Division I subdivisions indicated such support.” Of a possible roughly 2,000 respondents, 264 participated. … A second poll that received 164 respondents out of a possible roughly 2,000 conducted from May 22 to June 3 found over 80% of respondents from non-Power Four schools desired a higher voting threshold for proposed changes to legislated sport committee composition. Fifty-six percent believed that threshold should be 80%, while 70% of P4 respondents indicated a 60% threshold made more sense.” Regarding the setup itself, Portnoy observes: “There is some nuance to this structure. The recommendation is designed in a way that three-of-four Power Four conferences siding on an issue would make up less than 50% of the vote on a given committee. Those conferences that receive skewed voting power also varies. The Big East would receive a weighted vote as part of the men’s basketball oversight committee, per the recommendation. … No such distinction was made for the women’s basketball oversight committee. Inflation accelerated in June as President Trump’s tariffs started to leave a bigger imprint on the economy, keeping the Federal Reserve on track to hold interest rates steady when policymakers next meet this month. The Consumer Price Index rose 2.7% from a year earlier, the swiftest pace since February, data released by the Bureau of Labor Statistics showed on Tuesday. That is slightly higher than expected and up from an annual pace of 2.4% in May. (link)
