The NCAA Board of Governors has approved funding to create three additional units in both the Men's and Women's Basketball Performance Funds to reward performance in the semifinals and finals, as proposed by the Division I Board of Directors this week. If adopted by DI members at the 2026 NCAA Convention, each team participating in a championship game would receive one additional unit, and the national champions would receive the final unit. The board also approved NCAA-wide budget allocations to support National Collegiate Championships and sport committees in stunt and acrobatics and tumbling. ACC Commissioner Jim Phillips has been elected as the board’s new chair for a two-year term, succeeding Baylor President Linda Livingstone. Additionally, the board has announced Ohio State President Ted Carter and Kansas Chancellor Douglas Girod as new members along with former Concordia-St. Paul football student-athlete Davaris Cheeks, who will serve as the DII graduated student-athlete representative. Allison Feaster, former Harvard student-athlete and current VP of the Boston Celtics, has been reappointed to the board as an independent representative. (link)

Boise State, Colorado State and Utah State have accused the Mountain West of improperly withholding tens of millions of dollars – including money generated by Boise State’s College Football Playoff berth – and misleading them about a covert plan to speed up the addition of Grand Canyon as a member. The Athletic’s Matt Baker: “Those complaints are from an updated Colorado district court lawsuit filed against the Mountain West. The suit said the league and commissioner ‘intentionally and fraudulently’ deprived the schools of their membership rights and caused millions of dollars in harm while ‘impacting the rights and opportunities of Plaintiffs’ student-athletes for their last year in the Conference.’ The schools are now seeking damages in the latest complaint.” The Mountain West declined to comment, deferring to a statement from last week that read, in part: “We remain confident in our legal position, which we will vigorously defend.” (link)

The Mercury News’ Jon Wilner reports a “15-member working group of athletic directors, compliance officers and chief football administrators from the power conferences is quietly creating an entirely new calendar for [football]. The group has met formally a few times this summer, but its members exchange ideas on a daily basis with the goal of producing a revolutionary proposal by the end of August.” One source tells Wilner: “It’s everything. It’s the transfer window. It’s recruiting. It’s spring practice. And it’s everything tied to those issues.” A second source tells Wilner the working group won’t make an official recommendation on the sport’s new calendar but will instead, in Wilner’s words, “emerge from the weeds and present at least one, and potentially several models to power conference executives, who can then implement the changes. The multi-layered approach seemingly reflects exactly the Byzantine structure the ACC, Big 12, Big Ten and SEC hope to eliminate. Except in this case, it’s necessary. Overhauling the football calendar is immensely complex, akin to a game of seven-dimensional chess played inside a wormhole. The process would paralyze any committee that had other issues to solve.” The second source adds: “It’s hard to even identify the entry point with all the issues. Do you start with the portal or the season? Do you work backward or forward? Do you make one change at a time or a few things in conjunction with each other?” Furthermore, Wilner continues, the task is even more complex because the group is charged with “presenting models for approval without knowing whether the College Football Playoff will expand to 16 teams starting with the 2026 season – a change that would require opening-round games on the second Saturday of December, a week after conference championships,” and the day that is currently reserved for the Army-Navy game. Clemson AD Graham Neff describes how the ACC’s new field-storming policy will immediately impact the football team. The State’s Chapel Fowler notes the new rule, which fines schools $50K for a first violation, $100K for a second and $200K for each subsequent incident, “has an immediate effect on Clemson, where fans are allowed to access the field after every home game and do so in droves, regardless of who the Tigers play and whether they win or lose.” Neff notes the “Gathering at the Paw tradition is really, really special at Clemson, really unique and something that we want to continue. Now it’s gotta look different. We’re going to abide by and support the new ACC policy, and we need our fans’ help with that. … We’re trying to balance respecting the unique tradition and continuing the unique tradition that we have, while also respecting the policies that are at hand and just the safety and environment of what our postgame field looks like, particularly after charged games.” The athletic department plans to distribute guidance to fans in coming weeks about how they can Gather at the Paw while complying with ACC policy, and Fowler notes the “general thought is to have some sort of waiting period after the clock hits 0:00…and prominently display that countdown for fans on the video boards at Memorial Stadium.” (link)

Boise State AD Jeramiah Dickey joins the Kevin Miller Show to reflect on the changing landscape of college athletics, the Broncos’ unique value proposition, and the resource gap the Broncos navigate to stay nationally competitive. He also discusses maintaining roster stability amid NIL pressures, upgrading facilities, and rallying community and campus support. On engaging Congress at the federal level: “It’s surreal. … I had blinders to how much I would have to be meeting with those that serve our community – the politicians, the legislators, whatever you want to call them. That’s the first of many steps of getting in front of [Congressman Russ Fulcher (R-ID)], shaking his hand, thanking him, and educating him on NIL. He has a place, he has a voice, and he’s very highly respected. Getting them back to campus, giving them tours of our facilities, making them feel a part of it – it’s not rocket science. In the past maybe there wasn’t the opportunity, but now there is, and I’m really grateful for that.” Meanwhile, the Broncos continue to take the initiative on fundraising, as Dickey explains: “I had my head football coach essentially going through a phone book this spring and calling every business that he possibly could in Idaho to try to get additional support. It takes the team. Everyone’s a fundraiser. Everyone’s an extension of me and this institution. … I understand asking for money is uncomfortable, but tee it up for me, tee it up for our BA team, our major gift team – it’s going to take all of us pulling the rope in the same direction.” More from Dickey. Le Moyne AD Phil Brown joins College.town’s Kristen Eargle for the latest episode of The Career Hustle to discuss his career path, his first year on the job with the Dolphins, the importance of building a culture and lots more, including his pursuit of an advanced degree: “I didn’t take the traditional GA route, but I would say that for folks trying to get into the business, that is still a very viable route…to do a GA role, get your advanced degree. For me, I reflect on what is one of the key elements of what we’re trying to accomplish in college athletics, which [is] education. I think for myself, my staff, student-athletes, that we’re all trying to chase a goal, and that goal comes through education. It can be generationally changing for some people. And so I just never really stepped back from the learning aspect. I thought it was important to keep going…and just kind of adding to my knowledge base. How can I take that level of information…sometimes theory, sometimes practice and apply it to what we’re doing?” Brown on building a team: “I have to take you to a meal. I have to be able to eat with you. And I think what that means is we have to be able to carry on a conversation. … Anyone that I bring in, we’re going to sit, we’re going to have conversations… and we’re going to make sure that they can bring solutions so that we can solve them together. Hero Sports’ Sam Herder checks in with Missouri Valley Football Conference head coaches to get their feedback on the House settlement, revenue-sharing and whether both will create more parity within the FCS. South Dakota HC Travis Johansen believes “it does level the playing field a little bit, depending on who you are. I think for years, to generate revenue within programs – and maybe not affecting us as much – you have to be able to sell out your stadiums, have bigger venues, your brand had to push that quite a bit. Third-party NIL wasn’t going to be a part of moving programs necessarily. But at this point, there’s a way to generate revenue that can come from a lot of different ways, and I think if you have access to people and revenue like that, it’s going to inevitably help programs if you decide to go that route with it.” Ultimately, Illinois State HC Brock Spack contends it all comes down to resources: “I wish I had the crystal ball, but all I know is once you open Pandora’s box and you start paying players, you’re not going back. We all have to get with the program or get out of the profession. … I think the way they set it up with designated student-athletes made it easier for us to move into the next phase of 105 [football roster spots]. I guess we’ll see. Resources are tough out there right now. But if you’re going to be a really good football program, you’ve got to have resources. I don’t care what level you’re in, that’s never not going to be the case.” More. (link)

The USGA is close to re-upping its rights deal with NBC, according to Puck’s John Ourand, who notes the agreement would keep the U.S. Open and U.S. Women’s Open on the broadcast network, USA Network, and Golf Channel. Ourand also points out this marks Versant’s first sports rights deal and it is “expected to get close to the $93M annual average that Fox paid 12 years ago. Notably, sources said that Netflix put forward a serious bid for the rights, which fits with the streamer’s strategy of getting more involved in sports – particularly eventized tentpoles, like a major championship. Netflix, of course, has a hit golf-focused reality series, Full Swing, and produced a one-off golf tournament, The Netflix Cup, a couple of years ago from Vegas. ESPN, CBS, and Warner Bros. Discovery also kicked the tires on a USGA deal, but apparently none at the level of Netflix.” (link)

The task force will meet once a month through December with the exception of November, and will submit a report of its findings and recommendations to the House Committee on Education by January 23, 2026. Palumbo will earn a starting base salary of $400K, which will increase by $10K each year. Should MSU terminate the contract without cause, it will owe Palumbo all remaining base salary left on his term. Should Palumbo terminate at any point, he will owe MSU the following: $200K between July 21, 2025, and June 30, 2026; $100K between July 1, 2026, and June 30, 2027 and $0 after that. (link)

The Daily News-Record’s Shane Mettlen weighs in on what Louisiana Monroe AD John Hartwell’s sudden resignation could mean for the school and the Sun Belt moving forward. Despite lagging tens of millions of dollars behind many of its league peers with the smallest FBS budget at $19.1 million, Mettlen writes that Hartwell had embraced the challenges with the Warhawks and had things moving steadily in the right direction. However, some Sun Belt ADs reportedly heard that ULM President Carrie Castille had asked for huge athletics budget cuts and a revised budget. Per Mettlen, if ULM was serious about continuing its forward momentum, finding a way to work with Hartwell to at least maintain the department’s current support level was vital, and that slashing an “already barebones budget” would make producing a viable Sun Belt program difficult further weakening the “conference’s bottom dweller” and the league in the process. Following Hartwell’s resignation, Castille commented in a press release that her “commitment to ULM Athletics and the Sun Belt Conference is unwavering.” People in the ULM community that believed the school wouldn’t drop down to FCS suddenly aren’t so sure, however, with one Sun Belt AD telling Mettlen that “ULM was a shell of an FBS program and he was having a hard time picturing the Warhawks at that level a few years from now.” (link)

CBS’ Brandon Marcello continues his examination of the future of college sports by zooming in on mid-majors’ place. For some, the anxiety is only growing, especially since the Power 4 now wields 65% of the voting power. Former Big 12 Commissioner Bob Bowlsby posits that “[mid-majors] have no shot of finding $5M to throw at football, much less $20.5M.” That said, MAC Commissioner Jon Steinbrecher notes that "everybody fixates really, really quickly on the differences in resources. And I keep going back to the fact there's always been differences in resources. Now we've added some different layers to it, obviously, with the additional benefits that can be provided beyond grant of aid, and certainly NIL, but I don't know how much of it is really changing." Private equity is often brought up as a possible solution to close the resource gap, and American Commissioner Tim Pernetti tells Marcello: "Everybody's impression of this is it's about money. Certainly, it's about access to capital, but I'm looking for the right partner, because the capital is great, but if you don't have a partner that actually can get in the boat with you and help you grow the business, the capital is less meaningful.” Mountain West Commissioner Gloria Nevarez shares her overall perspective: "We want to be able to let the top of the ecosystem thrive, but what I hope doesn't happen is we lose the bottom. I think there's a way, and I'm talking about the entirety – 300+ schools, top to bottom, not just the 10 FBS conferences – that we can exist in a world where there's still access for everyone, but that the bottom doesn't hold the top back." Horizon League Commissioner Julie Roe Lach sits down for The Commissioner’s Corner as part of the Golden Hour to touch on a number of topics including her upcoming visits with the league’s student-athletes, an update on media rights and the league’s basketball championships, how league governance works alongside stakeholders, takeaways from her time spent with Women Leaders and a membership update on Northern Illinois joining the conference. On the subject of media rights: “We have some important, and I think innovative negotiations underway. ESPN has been such a longtime, fantastic media rights partner for us. Our current contract ends at the end of this upcoming year, in June of 26, so, naturally, that window’s opened and we’re having some really substantive, thoughtful conversations. We’re exploring a lot of different issues relative to our agreement in terms of looking at our basketball championship dates, but more importantly, the number of games on ESPN+, linear windows, just things that really matter because at the end of the day, we’re trying to drive exposure for our student-athletes on our campuses. So, with that as really the guiding principles, conversations are going well. … I’m excited about the direction we’re heading.” More from Roe Lach. (link)

Virginia Tech AD Whit Babcock tells The Virginian-Pilot’s David Teel that “we absolutely need to refine the message and refocus and re-center back to the Hokie Club” as the next iteration of college sports takes shape. “That’s our bread and butter. That’s the best way for any Hokie fan, alumni, donor to get involved.” As for what role the collectives will play, Babcock explains: “In past years, we’ve had so much mixed messaging. While Triumph and the Hokie Way will still exist, if there is true fair range and compensation in NIL, those dollar figures should become a little more reasonable than they have been. But this $20.5M is a pretty big number.” Teel notes the Hokies are adding 45 grants-in-aid this academic year at a cost of $2M, increasing the total athletics scholarship bill to more than $22M. Further, all 22 Hokies programs except volleyball and women’s tennis are receiving rev share and/or enhanced scholarship funding. The rev share is limited to football, men’s basketball and women’s basketball, but Babcock hopes to provide more scholarships in future years for every Olympic sports program. “We need broad-based money (from the Hokie Club) that we can use for everything. … Unrestricted dollars are an athletic director’s best friend.” (link)

Pittsburgh AD Allen Greene was asked directly this week if Pitt planned to use the full revenue-sharing cap and whether football would be allotted 75%. While he didn’t offer specifics, Greene remarked that the Panthers aim to be nationally competitive and that football would “get what it needs.” When asked about the split with other sports, he said: “We are taking a strategic approach, like everybody else in the country, to identify the sports who have opportunities to be nationally competitive, and invest in those. Then making sure that we're strategically planning to invest in our other sports in other ways that make sure they're competitive, as well.” Greene also commented on the ACC’s new formula for revenue distribution: “It definitely sparks a conversation about philosophy and about what's important. There's money, there's value, there's wins, and trying to strategize and thread needles on how to achieve, check boxes and all those things. There's definitely going to be some analysis. There already has been analysis on our scheduling years. We have to determine what we want to do and how we want to manage it.” (link)

The Fort Collins Coloradoan’s Kevin Lytle has the takeaways from Colorado State AD John Weber’s recent media scrum. Lytle, on the subject of revenue sharing, noted CSU won’t be hitting the cap and that Weber declined to share how much money CSU intends to spend this year on player payments. Weber: “The long-term goal for us is to maximize the rev-share cap. It’s going to take sponsorships, it’s going to take naming rights, it’s going to take ticket sales, it’s going to take engagement with our donors to figure out ways to make that happen. Our goal that we openly talk about is how do we become the first non-A4 to get to that rev-share cap? It’s going to take us a while to get there, but the opportunity, I think, is real and I’m excited to see us grow. … Collegiate athletics has always been a business, but I assure you the business focus on collegiate athletics has never been as high as it is now. That’s something that we talk about daily, relative to all the different ways we can generate additional revenue for this department.” (link)

Extra Points’ Matt Brown takes a look at how FBS newcomer Delaware prepped for the recent release of EA Sports College Football 26, noting that with their first-time inclusion in the game, the Blue Hens were presented with an opportunity to gain exposure with tens of thousands of people that held no previous tie to the university or its football program. Interim AD Jordan Skolnick: “When I first got here, people used to tell me about how Delaware was a sleeping giant, which I knew was supposed to be a compliment. But then it started to frustrate me, because we want the world to understand how special this place is. We want people to know about us. … We saw the game as an excellent engagement opportunity. We want to reach new and younger audiences.” Delaware’s big idea to take advantage? The Delaware Football Dynasty Challenge, a contest that “encouraged gamers from all over the country to launch a dynasty as the Blue Hens. All you had to do was share a video of you winning the national title as Delaware, and you would be entered in a contest to win a VIP gameday experience at Delaware Stadium, including on-field and club access for a home game of your choice, plus a Blue Hen Coaches Gear Prize Pack.” According to Skolnick, more than 200 people from over 40 different states have entered the contest, including far-from-Delaware locales such as Oregon, Idaho, Arizona and Arkansas. The program has also leaned into highlighting fans, student-athletes and other content creators experiences in the game while utilizing Delaware, with staffers noting how meaningful it’s been for Blue Hens players to be included in the game. Courthouse News Service’s Alan Riquelmy reports that members of the Fresno State women’s lacrosse team reached a Wednesday settlement with the school over a 2021 Title IX case stemming from accusations that Fresno State treated its players worse than other sports teams. The suit originally “argued that the college and its board of trustees denied it equal opportunities for athletic financial aid and treatment, including eliminating the team at the end of the 2020-21 academic year, along with its men’s tennis and wrestling teams” with Riquelmy highlighting that “the lacrosse team faced worse treatment once its elimination became certain. The team pointed to its exclusion from athletic facilities and its locker room. Members couldn’t enter the locker room to collect their personal items.” No settlement details were revealed and the plaintiffs are expected to file a motion for preliminary approval by the end of the month. ➤ The Southland Conference is set to announce a six-year media rights extension with ESPN through 2031, according to SBJ’s Ben Portnoy. As part of the enhanced deal, ESPN would commit to televise the men’s and women’s basketball championship games, one men’s basketball tournament semifinal, one regular-season men’s basketball game and at least one additional marquee football, basketball, softball or baseball match-up on linear networks in addition to the current slate of nationally televised games and hundreds of league events across ESPN platforms. From a football standpoint, ESPN would also feature Southland programs in two additional FCS Kickoff weekend games over the next six years and would commit to supporting production hardware requests from league members on a case-by-case basis. Financial terms of the deal weren’t disclosed, while Octagon assisted the league during negotiations. (link, link)
