➤ ESPN’s Dan Wetzel & Pete Thamel: “For the true crime fans who jumped on the story, there's no neat and tidy answer to the level of complicity at Michigan in Stalions' elaborate scheme. The report says: ‘Aspects of the record suggest that there may have been broader acceptance of the scheme throughout the program. At a minimum, there was a willful intent not to learn more about Stalions' methods. However, the true scope and scale of the scheme -- including the competitive advantage it conferred -- will never be known due to individuals' intentional destruction and withholding of materials and information.’ [...] Investigators didn't uncover who funded the operation for Stalions, how the information initially left Michigan's building and who engaged the private firm that ultimately brought the preponderance of evidence to the NCAA. (That allowed the Big Ten to ultimately issue the three-game sportsmanship violation for Harbaugh.)” More. (link)
➤ The Athletic’s Chris Vannini: “The NCAA’s report makes it clear that investigators were astounded at the lengths Michigan personnel went to in order to hide evidence or avoid cooperation. And in the end, there was only so much the NCAA could do, which included not even handing out the postseason ban it felt it should. Is the lesson here to cheat to win a title and just pay the fine later? It may not be that simple, again because Michigan’s national title win came without Stalions, but it’s not hard to understand fans who might take away from this that the rules matter very little. After all, that’s how Harbaugh felt.” (link)
➤ NBC Sports’ Nicole Auerbach: “...if the COI isn’t really able to vacate wins and hand out postseason bans like it used to, what penalties are even significant? What penalties would deter coaches from breaking rules in the future? Certainly not what we saw here with Michigan. Schools would gladly raise the money required to pay a fine if they can get away with pushing the boundaries past what’s allowed by the NCAA. [...] The era of heavy-handed NCAA penalties is over. It’s worth looking for shortcuts, playing in the gray area and even cheating outright. If you get caught, you’ll simply pay a fine for your bad behavior — just like they do in the pros. There’s no real alternative in this day and age, and because of that, there’s no real deterrent.” (link)

Arizona State AD Graham Rossini updates on a number of facilities projects. Mountain America Stadium has new premium field box seating in the north end zone adjacent to the Pat Tillman statue that the team fist bumps as it runs out from the locker room. There are also new concessions, plus grab-and-go and self-service stands will be instituted in an effort to speed up service, including a beverage stand powered by A.I. The Sun Devils’ season ticket renewal rate was 96%, while 7,500 new season tickets were sold and premium seating has sold out. As for a new indoor football facility, Rossini hopes to “make meaningful progress in the next 30 days on the specific location, the specific scope, the specific cost.” Finally, phase 1 of major work at Desert Financial Arena will begin in the summer 2026 after graduations are complete. The Orlando Sentinel’s Matt Murschel shares takeaways from his chat with UCF AD Terry Mohajir’s after the Countdown to Kickoff Luncheon. Mohajir: “Rev-share has gone well.” He believes more than 4,700 NIL deals have been approved by NIL Go, worth about $27M, including money from the EA Sports game. ➤ Louisiana unveils the $65M Our Lady of Lourdes Stadium west side project, which includes improvements of new premium experiences, enhanced seating in the west bowl and a “modernized” concession experience. The new west side features 34 suites, 40 loge boxes, 524 club seats, an indoor club, five new chairback sections in the lower west bowl, and enhanced amenities for all fans with a total capacity of over 30K. JMU Athletics continues to have some pretty interesting financial relationships with the university at large. Per record request, the Bridgeforth Stadium turf sponsorship deal with JMU SPCE is an amendment of an existing contract with JMU Sports Properties. It roughly doubles the payout to JMU athletics to $1.06 million over the next four years. For comparison's sake, UVA Health Systems paid $3.5 million over 7 years for advertising on the Atlantic Union Bank Center floor. JMU SPCE was already paying nearly $500K over 5 years for ribbon/video board ads, suite access, tailgate events, etc at football & hoops games.” (link)

James Moore & Co.’s Katie Davis and Ken Kurdziel on the most recent episode of the News & Brews Sports Biz podcast unpack how the One Big Beautiful Bill Act reshapes charitable giving and examine why international student-athletes present unique revenue-share risks. The law, they explain, now allows non-itemizers to deduct up to $1K ($2K if married) in cash gifts – which is “a win…since about 90% of filers do not itemize” – but adds a 0.5% AGI floor and caps the deduction rate at 35% for high earners, changes that Kurdziel says could drive “accelerating donations before December 31, 2025” along with more use of donor-advised funds (DAFs) and qualified charitable distributions. Ticket-linked gifts remain non-deductible, and DAFs cannot fund per-seat obligations. Turning to revenue share, Kurdziel warned that F-1 visa rules are unchanged and NIL-linked appearances or promotions may be “active income…[that] could jeopardize an athlete’s visa and potentially create a liability for the school.” He cautioned against reclassifying payments as royalties to skirt visa limits, noting that “the IRS is not the Department of Homeland Security,” and stressed that international athletes must be paid via Form 1042-S with 30% default withholding unless a valid W-8BEN is filed. Davis adds: “If you're using your collective or a third-party platform like Teamworks or PayPal or Scout or any of those other ones, make sure they understand these requirements too. And to be quite frank, they probably don't know what they don't know. So don't assume that they have their act together. Just because someone else is processing the payment, that doesn't mean the liability to you disappears. So just ask them, ‘How are you handling reporting and withholding for our international athletes? And any U.S. entity that's making a payment for an individual becomes a withholding agent under IRS rules. So the institution could be held responsible if the reporting is wrong.” Lots more. (link)

The NCAA Committee on Infractions released its decision in the Michigan Football sign-stealing case. Penalties: four years of probation, financial penalties that include a $50K fine, plus 10% of the football program’s budget, a fine equivalent to the anticipated loss of all postseason competition revenue sharing associated with the 2025 and 2026 football seasons, a fine equivalent to the cost of 10% of the scholarships awarded in Michigan's football program for the 2025-26 academic year, a 25% reduction in official visits during the 2025-26 campaign and a 14-week prohibition on football program recruiting communications. From an individual standpoint, former staff member Conor Stalions received an eight-year show cause order, restricting him from all athletically-related activities over that period, former HC Jim Harbaugh was levied a 10-year show-cause order set to begin on Aug. 7, 2028, at the conclusion of a four-year show-cause order from a previous case, former Director of Player Personnel Denard Robinson earned a three-year show-cause order, while Moore reaped a two-year show-cause order as well as a suspension of three total games, that will see Moore serve a self-imposed two-game suspension in 2025-26 before sitting out the first contest of the 2026-27 campaign. Yahoo Sports’ Ross Dellenger has more on the full financial penalties Michigan is expected to incur: “Michigan's total cumulative fines…are expected to reach as much as $35 million - or roughly quadruple the previous historic high (Tennessee $8-9M).” Dellenger goes on to provide penalty approximation amounts of $7.2M (10% of FB budget), $27M ($6M CFP in 2025 + $21M CFP in 2026) and $700K+ (10% of all FB scholarships awarded). More from Dellenger who highlights the following tidbits from the NCAA’s report relating to Connor Stalions, the individual at the center of Michigan’s sign-stealing investigation. From a footnote discussing the hiding of evidence from investigators by destroying his phone, “Stalions estimated that he got rid of his phone approximately one week after news broke in the media. Based on that timeline, Stalions would have still been employed at Michigan at the time he destroyed his phone. If Stalions’ estimate is accurate, any assertion by the institution that Stalions was working towards providing his phone is incorrect.” Dellenger also points out that according to the report, Stalions’ counsel was “hostile” during the June committee hearing and that “their approach was not reflective of civil decorum required and expected by the COI and membership.” (link, link)

Michigan announces it will appeal today’s decision. In part from the university: “...in a number of instances the decision makes fundamental errors in interpreting NCAA bylaws; and it includes a number of conclusions that are directly contrary to the evidence – or lack of evidence – in the record. We will appeal this decision to ensure a fair result, and we will consider all other options.” Wolverines AD Warde Manuel: “It is never our intent to be in a position where we are accused of any rules violations. I fully support Coach Sherrone Moore, our student-athletes and staff as they prepare for the season ahead. I appreciate Coach Moore’s continued commitment to ensuring his program operates in compliance with applicable rules. I acknowledge the Committee on Infractions’ decision to not penalize our current student-athletes by eliminating postseason opportunities; however, a postseason ban should never have been a consideration in this case. I fully support the university’s decision to pursue an appeal. Coach Moore and I will not have any further comment.” (link)

Youngstown State President Bill Johnson is using his experience as a former U.S. Congressman to guide a coalition of 10 mid-major conferences as they lobby on Capitol Hill. Johnson tells SBJ’s Ben Portnoy: “There’s an old saying in the legislative branch: ‘If you’re not at the table, you’re on the menu.’ Setting up this coalition of non-Power Four schools to make sure that Congress understands how important it is to create a fair and level playing field, and a sustainable path forward for all student athletes, is vitally important.” Portnoy explains that the coalition, which includes the Atlantic 10, Big Sky, Big West, Horizon, Metro Atlantic Athletic, Ohio Valley, Southern, Summit, Western Athletic and West Coast conferences, initially grew out of discussions between Johnson and Horizon League Commissioner Julie Roe Lach, and Lach notes: “I sought his counsel to just say, ‘What’s your take in terms of the need for us to ensure that our voices are being heard and we’re influencing whatever role Congress ultimately takes in this college sports landscape?’ And he very quickly said, ‘We absolutely need to ensure that not just our voices are heard, but that we’re represented in real time.’” WCC Commissioner Stu Jackson: “We’re not trying to be adversarial. We’re actually trying to be collaborative, and, dare I say, cooperative with the Power Four and their wishes. We understand their problems are a lot different than the problems of mid-major conferences like ours. It’s just, we want to level the playing field by having some assurance that it won’t compromise revenue distribution to conferences and institutions like ours, and that we continue to have access to NCAA championships.” (link)

North Carolina AD Bubba Cunningham sits down with the Carolina Insider to touch on a number of topics including revenue sharing, remarking: “Ours is broken down 65% to Football, 35% to Men’s Basketball and a little bit to the others. I know that’s 100 right there, so we don’t quite go over 100%, but that’s roughly where it is. And then, Baseball is next and Women’s Basketball is fourth, and so I thought the fairest thing to do was give the revenue sharing to those sports that had generated it. So, we gave $13M to football for this year, $7M for Men’s Basketball, $250K to Baseball and $250K to Women’s Basketball. Baseball, that’s about what they generated. … Women’s Basketball that was more than they really earned, but [HC] Courtney [Banghart] had done an incredible job of fundraising, so her payroll, if you will, is over $1M this year for the Women’s Basketball team, so that’s very competitive with some of the top programs in the country. I feel like we tried to match who generated the money, and we tried to match ‘what is our competition and where are they?’ We’re gonna re-adjust after this year and see where we need to go in the future, but that’s how we made the allocation this year. … We’re going to have fewer student-athletes this year because of roster caps, but we’re going to have more scholarships. Thankfully, with tuition remission the state provides us, we can provide more scholarships to our Olympic sports programs than ever before and that’s going to help sustain them. So, the commercial activity goes to those who generate it, the educational benefits are gonna go to the sports that have been previously subsidized. I think that was the fair way for Carolina to do it and remain competitive nationally.” Much more. (link)

The Athletic’s Chris Vannini reports on a slew of notable departures from New Mexico to other schools over the past year including “their athletic director, head football coach, star quarterback, top two running backs, top four receivers, top tackler, head men’s basketball coach, conference player of the year point guard, starting shooting guard and more.” First-year AD Fernando Lovo: “You have to be honest and transparent. Unfortunately, this is the world we live in right now. But we can’t let that overshadow what we’ve accomplished recently. The pride and the passion is still there.” While New Mexico’s predicament isn’t unique among the Group of 5, having that many departures happen all at once highlights the struggle schools are facing now that court rulings permitting unlimited transfers in the NIL era are decimating such programs. UNM’s budget is the second-lowest in the Mountain West, sitting around $47M, and according to Vannini, Group of 5 schools are only expected to pay out as much a few million in rev sharing with Lovo only remarking that the Lobos would share a “meaningful percentage” of revenues. Quinnipiac AD Greg Amodio chats with The Roar, discussing a number of subjects including his thoughts on significant changes since July 1 specific to the Bobcats’ department pertaining to the House settlement. Amodio: “When we looked at the House settlement and whether we were going to be in a situation where we wanted to opt in or not, I think the biggest thing for us was with the new roster limits moving up, specifically in hockey, the roster limits being 26 for men’s and women’s hockey …and now you can offer as many roster spots as you have. … In order for us to maintain our national competitive profile in men’s and women’s hockey, we really felt it was necessary for us to be able to offer those assets, so we’re moving in a direction. We’re not fully at 26, but we’re moving in that direction. So, that’ll put us in a good spot there. With the roster caps, we had maybe just one spot here, one spot there. We didn’t have to do massive roster cap reconstruction in the department, so that made it a lot easier for us compared to some of our peers who really had to do a lot of hard work. We weren’t taking opportunities away from student-athletes. We were just managing some things around in terms of our roster numbers.” More. (link)

The deal, brokered through Pioli’s company 51 Consulting LLC, was signed back in January and made public in June with a statement of work attached to the agreement highlighting “that Pioli would consult with Iowa athletic director Beth Goetz on matters ‘related to the new collegiate model of revenue sharing with student-athletes.’” The term of the deal reportedly began last November and stretches through the conclusion of October 2025. The Mountain West announces the addition of public player availability reporting for league football games beginning with the 2025 campaign. Two days prior to each MW football contest, programs will identify players who will be listed as either “questionable” or “out” and designations will subsequently be updated three hours prior to game time. Reports will include only players’ names and participation status and may not reveal any injury details. The policy, which standardizes the submission of football student-athlete availability info to protect privacy, reduce outside pressure for inside info, ensure transparency and promote competitive integrity, also addresses public confidence in fair play and integrity risks associated with sports betting. League teams aren’t required to submit availability reports for non-conference contests, but may choose to do so. (link)

New Mexico State and former Men’s Basketball HC Greg Heiar have reached a settlement over a wrongful termination lawsuit filed following his firing from the school back in 2023, according to ESPN’s Myron Medcalf. Heiar had “accused the school of making him a ‘sacrificial lamb’ for a litany of issues, including a hazing investigation, a self-defense shooting involving a player and academic problems.” In Feb. 2023, the school dismissed first-year HC Heiar and cancelled the remainder of the 2022-23 season after hazing investigation details were revealed. Kennyhertz Perry attorney Mit Winter comments that “on the same day that a Texas state court granted (Indiana Football student-athlete) Louis Moore’s request for a TRO to enjoin the NCAA’s five-year eligibility rule, a Michigan state court granted (Eastern Michigan Football student-athlete) Blake Bustard’s request to preliminarily enjoin the same rule.
