ESPN’s Pete Thamel broke the news of USF hiring Tampa Bay Sports Commission Executive Director Rob Higgins to become the Bulls’ new CEO of Athletics. Thamel: “USF was blunt in wanting to make a hire in line with the modernization and professionalization of college sports. Higgins emerged as the top candidate because he’s well-connected at both the professional and collegiate levels.” (link)

Illinois alumnus and Madison Industries Founder/CEO Larry Gies has pledged a $100M gift to the Illinois Division of Intercollegiate Athletics (DIA), marking the largest contribution in DIA history and one of the largest single gifts ever received by a collegiate athletics program. In honor of his continued philanthropic support, Illinois’ Memorial Stadium will now be known as Gies Memorial Stadium. AD Josh Whitman: “I want to thank him for his belief in Illinois Athletics and the ability of our program to change the lives of our student-athletes, to advance the mission of our broader university, and to uplift the many people and communities connected to our program, both directly and indirectly. On3’s Pete Nakos reports that the House of Representatives could vote on the SCORE Act as early as next week, while adding that amendments could also be coming to the legislation via the Rules Committee. With obstacles to passage still remaining on Capitol Hill, Nakos notes that “seven Democrats are needed to overcome the filibuster and reach the 60-vote margin for any bill passage in the U.S. Senate, which appears unlikely at this point. The legislation would also establish a one-time transfer rule. The SCORE Act has faced pushback from players’ associations, including the NFLPA, MLBPA, NHLPA and MLSPA. Four state attorneys general – Florida, New York, Ohio and Tennessee – also sent a letter to Congress this week urging the SCORE Act to be rejected.” From the letter: “Simply put, the SCORE Act consolidates too much power in the hands of the NCAA. The NCAA is a cartel that has consistently abused its monopolistic control even in the absence of a legislative blank check to do so.” (link)

Noting that “EA College Football's first edition offered athletes $600 and a copy of the game, no royalties included,” Front Office Sports reports that now, “EA Sports is offering $1,500 and still no royalties—and OneTeam, the group that facilitates the NIL deals, is backing away telling FOS it is ‘not enough.’" (link)

Kentucky Sports Radio’s Jack Pilgrim reports the Kentucky Board of Trustees is set to meet this week to “potentially approve the pre-design and programming phases of a new multi-use facility, anchored by a basketball practice facility.” Location and cost of the on-campus facility haven’t been finalized, but Pilgrim notes that it “is expected to include a UK HealthCare Sports Medicine ambulatory space and sports-related research space.” Just over $1M in expenses will be authorized to do a study and pre-design to come up with the new basketball facility programming elements. The Men’s Basketball team would “move into the new multi-use facility while conversations are ongoing regarding logistics for the women’s basketball program, which could opt to take over historic Memorial Coliseum and the Joe Craft Center alongside the volleyball team for a women’s sports-dedicated complex that just completed an $85 million renovation.” (link)

Gensler Co-CEO Jordan Goldstein: “I think it sends a message to our clients about the ability to really serve on every level and on a much broader geographic scale. The Big 12 has suspended an officiating crew that worked last weekend’s Kansas-Missouri rivalry match-up for “allowing Missouri to punt after scoring a touchdown rather than attempting a traditional kickoff.” According to The Athletic’s Scott Dochterman, “for punting on the kickoff, officials should have assessed Missouri a five-yard penalty for an illegal kick.” A Big 12 statement notes that the “play violated Rule 2, Section 16, Article 6 of NCAA Football rules, which reads: ‘A kickoff is a free kick that starts each half and follows each try or successful field goal attempt (Exception: In extra periods). It must be a place kick or a drop kick.’” As a result, the Big 12 officiating crew assigned to the cross-league contest “was reprimanded and removed from its upcoming scheduled game on Friday.” Big 12 Chief Football and Competition Officer Scott Draper: “We believe we have one of the best officiating programs in college football. When the Conference’s high standard for officiating is not met, the Big 12 will take action.” (link)

The International Tennis Integrity Agency (ITIA) works with RealResponse to launch a secure direct messaging service platform available exclusively to players, officials, coaches, agents, support staff and other individuals within the sport via WhatsApp to seek advice, report a corrupt approach, or share information directly with the ITIA for further investigation. ITIA staff members from across departments will be able to respond to messages from users, including Education and Anti-Doping teams providing guidance to players seeking assurances or information about the rules, and Intelligence & Investigations responding to reports of potential integrity breaches. Minute Media has reportedly reached a deal to acquire VideoVerse and its AI-powered highlight product, Magnifi, according to SBJ’s Joe Lemire, who notes that terms of the agreement were undisclosed, but that Minute Media President Rich Routman “described it as a ‘very meaningful deal’ for a competitive asset.” Magnifi enables real-time video clipping that is used by FIFA, UEFA and Wimbledon, among others. Routman: “The addition of Magnifi allows us to be also involved in the creation part of [recently-acquired video platform STN Video]. So hopefully, between the technology that we can bring to these leagues and federations, our ability to distribute content in a meaningful way, and then obviously the commercial engine that we already have, we can become a much more holistic partner to these teams, leagues and federations than we are today.” (link)

Utah State's AD search committee met last week to put together the pool of candidates the Aggies would like to interview, according to CollegeAD, which adds: “Sources say the committee recommended at least eight candidates move forward to interviews that got underway starting today. … Once this round is complete, the next steps would be inviting a smaller group to meet for in-person conversations. As we understand it, the pool consists of at least four sitting athletic directors, as well as Power 4 senior staffers.” (link)

Who owns the College Sports Commission? That’s the answer Grayson Law Firm Founder Clay Grayson seeks to find out, and he points to this passage from the CSC website’s terms of service: “All of the members of CSC are tax-exempt organizations under Section 501(c)(3) of the Internal Revenue Code, but CSC itself is not a tax-exempt organization. However, because of the tax-exempt status of its members, CSC will operate as a tax-exempt entity in furtherance of its member organizations’ exempt purposes.” Grayson explains: “That means this LLC is likely taxed as a partnership or a corporation. No matter what you might say, this LLC is for-profit. What other facts can we pull from this clue? We know the owners are ‘tax-exempt’ under section 501(c)(3). I’m going to postulate that our prime suspects are the power conferences’ nonprofit, tax-exempt, 501(c)(3) organizations — the ACC, Big Ten, Big 12, Pac-12 and the SEC. But why don’t they just say so on the site…or anywhere else online, for that matter? Maybe it’s not the P5? Who can know?” Grayson has other questions, such as: “Will the owners disclose the LLC’s tax return or expenditures, including payments to attorneys and staff? Heck, will the owners of the LLC disclose the identity of the owners of the LLC? As a for-profit, can the LLC engage in political speech? Would the owners sell interests in the LLC to others? Are CSC’s board minutes open to the public? How far can this for-profit joint venture regulate and interpret NCAA rules into an enforcement framework? Is there no transparent conflict of interest management in CSC? How can that be with an enforcement body?” Ultimately, Grayson concludes, for now, that it “seems to me NCAA enforcement has been privatized. I’ll leave it to you to consider what that means for the future. And if you have any leads on this mystery as to who owns the CSC, I’d be interested in talking.” (link)

Paciolan CRO Christian Lewis sat down with AthleticDirectorU’s Tai M. Brown to discuss new FTC rules, data advancements, COVID look-back & more. From a data standpoint, Lewis explains: “We have spent incredible amounts of time and resources to make sure that, one, we have the infrastructure in place to be able to capture all of that data [from individuals transferring tickets, for example], but more importantly, how do we act on it? Right? And that is where I would say the next wave of innovation has really taken place. So I'll use my ticket transfer example again. Alright. We now know you have two, two tickets to a game. You might be trying to transfer them to me. Maybe I saw the text come through and I was, I was busy doing something else. And I didn't hit the button or the link to say accept. You don't know whether I have or have not. But we know that because the data tells us what has or hasn't taken place. So instead of those two tickets kind of being stuck in limbo, and now I show up in an event thinking I had my tickets, but it's really stuck in a text message somewhere. … We now can look and see, you know what, let's look 24 hours before an event. Let's look 48 hours before an event. Let's identify every transfer that is pending that hasn't been accepted. And let's use that data point to actually take action.” Full interview on ADU. (link)

Northern Iowa AD Megan Franklin shares a look at the progress UNI is making on renovations to the UNI-Dome. The Panthers are currently in the fundraising process to finish Phase Two and Franklin says they need to raise $7.5M more to finish those projects that will include additional restrooms in the Northwest and Southwest corners as well as terraces that will overlook the playing surface. Iowa will launch a comprehensive renovation project for Finkbine Golf Course once the 2025 golf season concludes. The project will focus on modernizing the layout, improving playability for all skill levels, and incorporating sustainable turf technologies, aimed at reducing water usage and maintenance costs. The SEC will assess Mississippi State a fine of $500K for violating the league’s revised access to competition area policy following the Bulldogs’ football victory over Arizona State on Saturday. College sports now account for 40% of ESPN’s total sports ad revenue, and “advertiser demand has soared across ESPN platforms,” according to SBJ’s Austin Karp. Disney Advertising SVP for Revenue and Yield Management, Sports and Entertainment Jim Minnich tells Karp: “We’re about 90%+ sold for the regular season and about 85% sold for CFP already. We’ve actually had folks come in and try to add money as well in certain pockets, certain windows. ... Football is really humming right now for us positively.” Minnich also notes there have been around 34 new advertisers for football season, up roughly 15% YoY, and says there are around five new categories, with toy stores and online currency/crypto among those returning strong. “Female-targeted brands have continued to come with high reach vehicles in college football.” For the most part, advertisers aren’t targeting specific windows, and Minnich explains: “They’re not just cherry-picking. They’re looking to honestly try and capture any of the storylines that are happening per day. You never know when a storyline hits, right? Who would’ve thought that Florida State would’ve dominated Alabama.” ESPN SVP of College Sports Programming and Acquisitions Nick Dawson says the company is investing more effort into Friday nights, “particularly with the ACC and Big 12,” adding: “[We] really felt like there was an opportunity as we start our new NBA deal. We don’t have Friday night windows in October/November with NBA on ESPN like we did in the past. So we felt like we could be way more consistent there from a college football perspective and really worked with the ACC and Big 12 at the beginning of their scheduling process to really embrace that with us.” (link)
