House Majority Leader Steve Scalise (R-LA) and other House Republicans, along with NCAA and conference lobbyists, have been “pushing hard to ensure they have enough votes to pass” the SCORE Act, according to Front Office Sports’ Amanda Christovich, who notes it’s unclear at this point whether the bill would pass the lower chamber of Congress. One congressional aide tells Christovich that “not just Scalise, but the entire lobbying apparatus…is working overdrive.” While the bill could theoretically pass along party lines (Republicans have a six-seat majority), some GOP members including Representative Chip Roy (R-TX) and Representative Wesley Hunt (R-TX), criticized the SCORE Act on social media Sunday night, appearing to follow the lead of Texas Tech Board of Regents Chair Cody Campbell. Meanwhile, Congressman Lance Gooden (R-TX), one of the bill’s co-sponsors, adds: “This bill needs work. Looking forward to thoughtful debate and a finished product we can all be proud of.” Christovich also notes that “two Democrats who signed onto the original bill as cosponsors in July, Representative Janelle Bynum (D-OR) and Rep. Shomari Figures (D-AL), would presumably vote for it. Since then, three other Democrats have signed on as well. One place the pro-SCORE Act lobby is looking for votes, one source tells FOS: the Congressional Black Caucus. Two conferences representing historically black colleges and universities—the Mid-Eastern Athletic Conference and the Southwestern Athletic Conference—have been lobbying CBC members to vote yes, the source says.” (link)

Former Florida QB Tim Tebow has teamed up with Orlando-based Magnolia Hill Partners to launch Momentous Sports, an investment platform designed to acquire stakes in professional teams and related real estate projects. The group is targeting $100M for its first fund this fall, according to Sportico’s Eric Jackson, who notes that Tebow will be joined by NFL Hall of Fame QB John Elway, former NFL quarterback Blake Bortles and Chick-fil-A CEO Andrew Cathy, among others. Jackson also points out that Momentous “isn’t ruling out work with college athletic departments as they become more professionalized, and is open to stadium districts in Europe and Central America.” (link)

USA Today’s Steve Berkowitz reports Ohio State President Ted Carter “left open the possibility of changes to Big Ten Conference schools’ revenue-sharing arrangements and his own institution’s approach to how its athletics department is funded.” Speaking from the context of Clemson and Florida State’s recent ACC disputes over revenue sharing, Carter remarked: “I don't want to get into the type of conversations that are happening inside the Big Ten. I would just tell you that we're a proud member of the Big Ten, and that's where we're going to stay. We have…our own bylaws for how we do the distributions. When new members join the conference, they don't always come in at the same share, as you know. So … that's the way our media rights deals are set up. That's how we're set up for now.” Asked by Berkowitz where things might be four or five years in the future, as league TV contracts start ending, and if that should translate into something different in revenue-share terms, Carter added: “We don't have any answers. I will say that there's only a couple of schools that really represent the biggest brands in the Big Ten, and you can see that by the TV viewership. I mean, look what we just went through with the Texas game (Ohio State’s football season opener). ... You know, 16.(6) million people watching that game over the whole game. And it peaked at 18.6M. It's the most watched opening game in history, third-largest game ever watched in a regular season (on Fox). So, that's what happens when you put the Ohio State brand out there.” [...] It doesn't matter what Ted Carter thinks. John Canzano.com’s eponymous publisher writes that Saint Mary’s currently sits in limbo while wondering if it can “muster a $25M upgrade to its 3,500-seat home basketball arena and parlay that into an invitation to the Pac-12.” With the Gaels playing the waiting game to see if a league bid is in their future, Canzano inquires: “What comes first — an invitation to the Pac-12? Or the financial pledges for the arena? Are these things contingent on each other? These are questions being asked by the gift givers.” Asked about the intensity of conversations between Saint Mary’s President Roger Thompson, Pac-12 Commissioner Teresa Gould and other Pac-12 campus administrators on the potential of Saint Mary’s joining the league, Canzano writes that Thompson steered the conversation toward the program additions of Men’s & Women’s Swimming and Men’s & Women’s Water Polo. Thompson: “I think we have a lot to offer athletically and academically and these programs are only going to enhance what we’re doing in general.” (link)

Meanwhile, Saint Mary’s announces the addition of Men’s & Women’s Swimming and Men’s & Women’s Water Polo to its varsity sports roster. Program development is already underway this fall, including the hiring of coaches, identifying training facilities, and recruiting student-athletes, with intercollegiate competition set to begin in 2026-27. USF is “all the rage in the sport” of football after last Saturday’s upset win over Florida, according to Yahoo Sports’ Ross Dellenger, who notes that the triumph provided a profile-boosting moment for a school that just four years ago was passed over for a Big 12 bid during the flurry of realignment that roiled college athletics. USF Board of Trustees Chair Will Weatherford: “This is probably the best Sunday we’ve had in a while. [Football HC] Alex [Golesh] inherited the worst program in America. We’ve invested more in our football program the last three years than the previous 20-25. We’ve gone all-in.” With many athletic departments looking to their schools for a financial infusion to assist with revenue sharing, Weatherford says that at USF, it’s all about investing or being relegated: “You’ll have Tier 1 and Tier 2. We are not going to let ourselves slip down and be left behind again. We’ve made our choice not knowing where the [demarcation] line is going to be. [...] We are in the first inning of what we are going to do. We’ve made a bet and that bet is we’re going to compete at the highest levels. What happened Saturday is a sign of things to come.” More. The NCAA Committee on Infractions releases the findings from an NCAA enforcement investigation that uncovered violations by three student-athletes who competed in men’s basketball at Fresno State and San Jose State. As part of a coordinated effort, Mykell Robinson, Steven Vasquez and Jalen Weaver bet on their own games, one another's games and/or provided information that enabled others to do so during the 2024-25 regular season. Two of the student-athletes then manipulated their performances to ensure that certain bets were won. As a result, they violated ethical conduct rules, triggering permanent ineligibility, and were released from their respective teams. The Committee on Infractions does not currently assess penalties for student-athletes who violated NCAA rules but did approve the findings, confirming that the violations occurred. Student-athletes who are found to have violated NCAA rules are ineligible and can only be reinstated with the assistance of an NCAA school. Fresno State and San Jose State will face no penalties for their student-athletes’ conduct. (link)

Omaha raised a record $6.13M from 2,661 donors during the 2024-25 academic year. Corporate sponsorships through Omaha Sports Properties also reached record highs in FY25 with 13 new partners adding to a record 74 corporate sponsors to account for a new high in total revenue. Additionally, the Mavericks captured more than 80M views through traditional media resulting in more than $10M in advertising value. (link)

Mississippi Valley State has cancelled the remainder of its 2025 Women’s Soccer campaign due to “unforeseen health and safety concerns within the program.” Per a school release, the decision, effective immediately, was made in consultation with university leadership and medical staff and in accordance with NCAA guidelines. CHI Health Center Omaha, the home of Creighton Men’s Basketball, selects Daktronics to design, manufacture and install 37 LED displays throughout the venue ahead of the 2025 fall sports seasons. Included will be a five-display centerhung configuration, the first to feature 2.5-millimeter pixel spacing on every display, measuring roughly 20 feet high by 100 feet around and four underbelly displays each measuring nearly six feet high by 16.5 feet wide. At the south end of the arena, an end wall video display measures 14 feet high by 36 feet wide. Each side of the arena features its own ribbon display, a long and narrow display mounted to the seating fascia, with the north ribbon measuring 2.5 feet high by 180 feet wide and the south ribbon measuring 2.5 feet high by 164 feet wide. Illinois AD Josh Whitman says the $100M donation from longtime benefactor Larry Gies is pledged over the next several years, and the Illini will use it to support the football program with a focus on the stadium. Specifically, Whitman says it helps fund a video board package, a new sound system and new lights. The department has engaged an architecture firm for future renovations. (link)

Kentucky AD Mitch Barnhart explains the idea for a new basketball practice facility is part of a larger vision that includes an entertainment district and UK HealthCare Sports Medicine ambulatory spaces and sports-related research areas. “I think people are supremely focused on [the basketball facility] because obviously that is the headline piece, but the reason that we’re in conversation is because we’re talking about an incredible multi-use district that gives us a chance to anchor a variety of thoughts and processes into one concept. I don’t know that this [gym] happens singularly if we do it by itself — or if we do anything by itself. But to have an opportunity to wrap things around it and create an energy about it of different things is a wonderful thing to think about. [...] We’re going to go see what the possibilities are. People are going to bring us concepts as it relates to all of those pieces. And I want to put them all together. The concept is twofold. One is, does it help all of our teams accentuate the ability to practice and compete? And two, does it create a space for us to be able to do some things that create ongoing revenue for us? … We’re not sure if it’s going to even be affordable for us to do this. So lots of things to think about, but we’re working our way through it, and we think that it’s exciting. I’m hopeful in about four to six months, we’ll get some really quality information to be able to make some decisions and see if we can go forward. And then, clearly, you’ve got to be able to fund it.” (link)

Mississippi State AD Zac Selmon talks with SBJ’s Ben Portnoy about bringing back the interlocking MSU logo and explains: “Before I got to Mississippi State, I didn’t know the history of all the logos and the marks. Clearly the ‘M-State’ is still the primary marker for the university, but because of the excitement and the history…we knew we wanted to continue to generate excitement. ... The main important thing is everything we’re doing is trying to showcase the strength and the great stuff that’s going on at Mississippi State. We’re not trying to change the primary mark, but you look around athletic programs across the country, and there are some different marks that people use. [We] wanted to make sure that we had options.” Selmon goes on to remark that “we want to make sure that we constantly tell the story of Mississippi State, and a lot of times, people haven’t heard of all the great things that are going on. We’ve really been intentional about using marks to relate to the wide group of people that we’re working with, but also, the main goal is to – not from a level of arrogance by any means – really just to showcase all the great stuff that is going on in Starkville as a conversation starter. We’ve got a variety of throwback looks that we’ve done. We’ve got some future looking stuff that we’ve tried to do as well. It’s just the constant pursuit [of] telling the unbelievable things that are going on at Mississippi State.” (link)

Education & Sports Law Group Partner Janet Judge joins the SportsWise Podcast with Tulane Sports Law Director Gabe Feldman to talk about potential Title IX issues, President Trump’s executive order and several other topics. Judge explains that as it pertains to Trump’s EO, there is “some language in there [that] depending on what amount of revenue a particular school generates…schools should be offering the maximum number of roster spots allowed under the roster cap and the maximum number of scholarships. … For any particular school and anyone who has been taking time to make sure they understand the requirements of Title IX, that could create some real Title IX challenges for schools because the roster caps themselves are just target caps that are out there. But when they're implemented in a particular school, given the variety of sports that a particular school might offer, they might end up offering a very lopsided participation opportunity landscape for those particular student athletes.” As it relates to dollars coming in from collectives or donors, Judge says that “once those dollars are given to the institution, they become institutional dollars, even if [donors] attach a directive. … Think about if somebody’s coming into the chemistry department and saying, ‘I’m going to direct it to white students or to males’ … We wouldn’t allow an outside individual to direct benefits or support that impact protected classifications. Athletics is necessarily segregated on the basis of sex, but the overall application of those dollars… should be equitable.” Lots more. (link)

Rhode Island AD Thorr Bjorn and South Dakota AD Jon Schemmel joined Sports Illustrated’s Bryan Fischer from the 2025 NACDA Convention to break down the House settlement, including discussions with their respective university leadership, coaches and donors leading up to the settlement, as well as, the strategy for funding Division I sports in this era. When it comes to generating new revenue, Bjorn explains URI was lucky to have some donors step up to “provide some support like we haven’t had before.” Bjorn also notes the university gave the athletic department permission to reallocate some resources. The Rams are also looking into ways to provide fans with subscription-based content "that we've done a little bit through our collective, but we just haven’t moved that needle yet. So, we have to put a lot of thought into those types of things. And then all of a sudden, scheduling – can we start scheduling guarantee games that make sense for something like that? It has to make strategic sense, too. So, everything’s on the table.” Schemmel explains USD has overhauled its external operation, relaunched the Yote Fund and are making sure donors are empowered to give where they want to while still receiving priority points. “I think 80% of our external staff is new in the last year. So, we’re not doing much the same. Certainly trying to elevate our in-game experiences just to bring more people in. I’m still a big believer, kind of old school, the number one way to sell more tickets and bring in more revenue is to win. Donor investment typically is what leads to that because you’re not going to sell more tickets selling the idea we’re going to be good in three years, at least not very many.” Lots more on Collegiate Sports Connect. This followed Tuberville’s announcement in late May that he was opting against seeking a second term to run for AL governor.” Jacobs adds: “Sources close to Pearl tell me he is unlikely to enter the contest, though they stress that the Auburn coach has not officially decided against running yet. The CW President Brad Schwartz admits he was rooting for USF to upset Florida in football last week since his network is set to broadcast the Bulls’ matchup against Miami (FL) on Saturday. “There was massive rooting,” he tells SBJ’s Ben Portnoy, adding: “I’m not exaggerating, we talked about this as soon as they beat Boise. We were like, ‘Can you imagine if they beat Florida?’ We knew we had this game.” The game marks The CW’s first between ranked teams, and Schwartz notes the network is putting “maybe 90% of our promo inventory this week” toward the matchup. “We’re only two years into this. I hate to use the old cliche, but we’re just getting started. I always like to say, ‘Broadcast television still has the widest reach of any platform in the United States.’ It’s not a spin. It’s not an exaggeration. We have bigger reach than any cable channel. Broadcast still is the biggest reach. The product that actually takes the best advantage of that reach and the product that can bring the most amount of simultaneous viewers together at the same time is sports. The Oklahoma Board of Regents approved improvements to the outfield at L. Dale Mitchell Baseball Park, marking a major milestone in the OU Baseball Stadium Renovation Project. The first project will include updates to the outfield wall, batter’s eye, bullpens, exterior fence and spectator areas beyond the outfield wall. Project 1's enabling work, which is set to be completed by the 2026 season, will make possible the next project, which includes team facilities, seating bowl upgrades and fan enhancements. The board is expected to consider Project 2 in fall 2025. Together, Projects 1 and 2 represent the baseball stadium renovation found within the OU campus master plan. Have a look at the renderings. The USF Board of Trustees voted to advance plans to transform the university’s former 138-acre golf course into a mixed-use destination. Referred to as the Fletcher District, the project includes housing, restaurants, retail, a hotel and conference center, an academic research facility and recreation space. (link)
