SCORE Act Status…
➤ CBS Sports’ Brandon Marcello reports “the expectation is the SCORE Act will not be brought to the House floor for a vote next week. … Growing concern today that [the] votes weren't there to pass it, so legislators are returning to the drawing board on some items. A vote will likely not occur this month.” (link)
➤ Yahoo Sports’ Ross Dellenger adds that a key meeting of the Congressional Black Caucus transpired this morning, noting that “at the meeting, the CBC did not reach an agreement to support the SCORE Act, delaying any vote that was scheduled for next week.” (link)
➤ Dellenger observes for On3 that while the SCORE Act is on the “doorstep of introduction on the [House] floor, trouble is brewing for its biggest and most public supporters, like the NCAA national office and four power conferences. Detractors, both from within college athletics and outside of the industry, are mounting over a bill that, even supporters acknowledge, is far from perfect. Within the industry, many administrators in the non-power conferences fear that the SCORE Act grants the SEC, Big 12, ACC and Big Ten enough power that they may, eventually, reset Division I or FBS membership requirements or adjust championship access and revenue distribution to their benefit. Though they support most of the concepts in the bill, a coalition of 10 non-FBS conferences hired a lobbying firm and is in its third month of attempting to amend the bill’s language in at least two notable areas: (1) extend the current five-year moratorium on existing Division I membership standards; and (2) grandfather in the 40 non-FBS schools that currently sanction 14 or 15 sports (the bill requires schools to sanction the FBS minimum of at least 16 sports).” (link)

New England College AD Dave DeCew sits down with College.town’s Kristen Eargle to dive into the Pilgrims’ launch of football. After kicking off last week in front of over 2K fans, DeCew notes the college was dedicated to playing on-campus to try to capture the energy and excitement of doing so and credits HC Kevin Kelly with having open communication with the campus community about how he was planning to build the program. On the impact to NEC’s visibility: “It's hard to sometimes do metrics on things like that, but being in people's living rooms around this state, New England, and even beyond, the fact that this is happening has definitely given us more street credibility. It allows us to have more word-of-mouth positivity around, and I think for high school prospects and kids, whether they want to be involved with football or not, they see that this is something that creates some vibrancy and makes them want to be potentially a part of what our campus and our community are all about.” On the financial implications of bringing the sport online, DeCew leaned on others who have started football to understand the expectations and key donors to support the start-up costs, adding: “When you look at the numbers that we have on that team now and that are part of our campus, we're at a point now where we're already feeling like the enrollment numbers are sort of evening out what we're putting into it, and we only expect that to get better as we move forward. We know we have the coaching staff and the people in place that will continue to keep this growing.” More on BOSCA. (link)

➤ The U.S. Department of Education plans to end discretionary grant programs for a slew of minority-serving institutions, asserting that the programs amount to “discrimination” and are “unconstitutional” because they require colleges to enroll a certain percentage of students from a particular racial or ethnic background to qualify. Education Secretary Linda McMahon: “Discrimination based upon race or ethnicity has no place in the United States. To further our commitment to ending discrimination in all forms across federally supported programs, the Department will no longer award Minority-Serving Institution grants that discriminate by restricting eligibility to institutions that meet government-mandated racial quotas.” Seven grant programs are on the chopping block, including funds for Hispanic-serving institutions, Alaska Native and Native Hawaiian–serving institutions, predominantly Black institutions, Asian American, Native American and Pacific Islander–serving institutions and Native American–serving nontribal institutions.
