Texas Tech Board of Trustees Chair Cody Campbell pens a USA Today opinion column in which he encourages Congress to meet President Trump’s mandate by modernizing the Sports Broadcasting Act, dismantling the NCAA’s outdated model and building a “governing body where student-athletes aren’t pawns but partners.” Campbell: “We know Congress will need a comprehensive solution that not only addresses the splashy items, such as NIL and the transfer portal, but also tackles massive issues of the need for a new independent body to oversee collegiate athletics, address cavernous revenue shortfalls all college programs are facing, and … provide student-athletes with a meaningful voice in how rules are made and enforced. … We need a new governing body to accomplish this goal. It cannot be the NCAA, which, for years, fought tooth and nail against any rule that would benefit student-athletes and protect the most vulnerable schools and sports. The NCAA is now lobbying Congress and the public for the ability to override the multitude of court cases they have lost … so that it can re-take control of rule-making and crack down on the athletes and the schools. [...] The NCAA’s version of the SCORE Act ensures that the powerful colleges stay powerful and relegates the lesser-advantaged schools to permanent irrelevance [and doesn’t] address the fact that there will not be enough money to pay for sports, like track, swimming, volleyball, soccer and softball. … The SCORE Act does not explicitly grant the NCAA direct power, but the implications are clear – they will regain control if this bill becomes law. Language should be added to the bill that allows the entire college sports system to come together and form a new governing body that represents everyone.” More. (link)

On the recent push to amend the Sports Broadcasting Act of 1961, AL.com’s Matt Stahl observes SEC Commissioner Greg Sankey doesn’t sound like his league is “all-in” on the effort. Sankey: “The decision we’ve made, I think should be honored. I’m happy to have conversations. But it doesn’t seem that the numbers are consistent with reality. It doesn’t seem that the suggestion that you can just make this happen honors existing agreements. So there’s a lot more to that than just some magic button. As I’ve said over and over, we’re dealing with complexities in college sports that they have to be understood, and those complexities make some of these simple solutions much more difficult than they seem.“ Stahl adds that with each league having its own TV deals, partners would have to agree to break those pacts which networks have no incentive to do. Sankey also pointed out that rights have previously been pooled, remarking: “It’s like Doc Brown, Marty McFly in the DeLorean, Back to the Future. There’s been this forgetfulness that the NCAA had all the rights. And eventually schools said ‘Wait, that doesn’t work.’ Tried it under the College Football Association, not everybody participated in that group, and then people spun off.” (link)

Higher Ed Dive’s Naaz Modan reports the U.S. Energy Department has cancelled plans to issue a rule, meant to level the playing field between women and men in athletics, that would have removed a regulatory requirement for colleges and schools receiving funding from the agency by no longer requiring them to provide women or girls a chance to try out for contactless men’s or boys’ sports teams in cases where no equivalent sports team exists for them. Back in May, the Trump administration “quietly proposed rescinding this requirement, along with a handful of other regulatory changes, by issuing a ‘direct final rule.’ That process is usually reserved for uncontroversial regulations that are not expected to receive pushback, allowing an agency to issue new policies without incorporating changes based on public feedback. On Sept. 10, however, the Energy Department said it was withdrawing the proposed change entirely after it received over 21,000 comments — many of them opposing the changes. … A handful of other changes remain — albeit delayed — on the Energy Department’s docket that would impact colleges and schools receiving the agency’s grants.” Per Modan, the Energy Department “said in its notice of the proposal’s withdrawal that it is allowed to propose a rule in the future ‘that may be substantially identical or similar to those previously proposed.’” (link)

West Virginia’s Board of Governors has voted unanimously for a resolution in support of WVU Athletics, directing athletics leadership to be in regular collaboration with the BOG to develop and present a financial operational plan that not only strengthens athletics but also the University's paramount core academic mission. AD Wren Baker: “WVU Athletics is at a pivotal moment as we enter a new era of college sports, and with the steadfast support of our Board of Governors through this resolution, we will be positioned to meet that moment from a place of strength. “There hasn’t been a new league launched in over 25 years. I actually think the timing is perfect. The fact that we’re doing it at a point in time when everything around us is changing in the industry affords us an opportunity. It’s easier when you’re starting over and building a new league versus being a historic league that has done things the same way for a long time. [...] We know we have a strong product. The metrics show that we’re a top-five league. The marketplace has supported that. The question now is how to build it in a way that is current with the modern ecosystem of college sports. Ivy League athletic departments are ramping up efforts to prove they’ve played no role in compensating their student-athletes, marking a sharp distinction from powerhouse college programs currently paying millions. Bloomberg’s Janet Lorin notes that per Dartmouth AD Mike Harrity, “athletic departments are signing attestations of independence for any name, image and likeness deals for players making $2K or more” after the eight Ivies opted out of the House settlement but remain bound by new rules meant to prevent NIL agreements from being used as pay to play. Harrity on Bloomberg Radio remarked: “We attest as athletic directors that we are not in any way, directly or indirectly, asking a donor or alum to give money to somebody as a recruit inducement, or if they want to go into the transfer portal as a retention inducement.” (link)

“Diversify or die.” That’s the mission bowl games, and the organizations behind them, face to ensure survival in the new College Football Playoff world, per SBJ’s Ben Portnoy. Peach Bowl President/CEO Gary Stokan: “I do think you’ll see the evolution of bowls merge more into reaching out and doing more in the sports marketing world. If you have an event staff and a sales staff and a marketing staff, there’s no reason why you shouldn’t do that.” Portnoy points to organizations that have grown in size and, thus, are more capable of lending their expertise to adding new events & uncertainty with the future of the CFP. Las Vegas Bowl Executive Director John Saccenti: “It’s incredibly frustrating. … You don’t want pledges to be affected, and you don’t want other opportunities to present themselves. It just puts you in a bad, bad position when you can’t get that commitment locked in. Everybody believes that the bowls do have a place, but we’ve got to stabilize our business a little bit — and it starts with having some clarity on what things are going to look like.” Stokan adds: “Who knows what a 12-, 14-, 16-team playoff starts to do to some of the other bowls. CBS Sports’ Matt Norlander notes after last spring’s pre-revenue sharing spending spree, a nationwide “game of chicken” is currently playing out across men’s college basketball with Class of 2026 high school senior recruiting. Norlander observes that “seventeen-year-olds are going on official visits to schools nationwide and hoping for big pitches and bigger money, only to get half-answers and wait-and-sees from coaching staffs. … We're two weeks from October and just six of the top 50 players in the country have committed. Expand that out to the top 100 prospects and it's a mere 20 names, with November's signing period less than two months out.” Norlander cites three reasons for this: “With the exception of 10-or-so five-star freshmen, older players acquired via the portal are considered better assets than first-year guys. … The mandates of revenue sharing have inarguably ebbed the market, which is creating friction between players (and their agents) and the coaches and general managers trying to find common ground on value in 2025 vs. what it's been the past two or three cycles” and “the high school class of 2026 is, on the whole, considered much weaker than the ones from the past few years.” One Big 12 GM told Norlander: “Why would any top-50 guy commit anyway? It kills your leverage. I think every school is in that boat. We have a guy, we may cancel his visit. He's at the bottom end of our budget and we may cancel because he's not worth it.” More. (link)

Per NCAA Sports Sponsorship and Participation Rates Report data, the number of student-athletes participating in NCAA championship sports in 2024-25 climbed to an all-time high of 554,298, marking an increase of 15,268 YoY from 2023-24. Additionally, for the first time since 1982, Division I participant counts in NCAA sports rose above 200K (202,353 for championship sports; 204,255 when combining with emerging sports), while Division III had a championship sport participant count of 210,878 and Division II championship sport participants totaled 141,067. Sponsorship and participation in emerging sports increased by more than 20% in 2024-25 as 6,992 athletes participated across three divisions. Schools across all three divisions sponsored 19,928 teams in NCAA championship sports, marking an all-time high and 62 more than 2023-24. More. (link)

The Louisville Arena Authority (LAA) has hired Forward Associates to study fan experience at Louisville’s KFC Yum! Center with its job being to assess the fan-facing aspects of the venue with priorities including “unlocking year-round event-hosting potential and enhancing all levels of the fan experience, from GA to premium. Underutilized space will be under the microscope, and foot traffic patterns will be critiqued to find better flow and engagement. Incorporating more of Louisville’s local identity -- bourbon, southern hospitality, and horses, to name a few cultural markers -- will be a target, too.” SBJ’s Bret McCormick notes the project doesn’t have a fixed budget or design and that the “vision-setting phase” will continue through the end of 2025 with a goal of identifying “some quick wins to immediately upgrade the venue’s fan experience, some things that can be done in the next two to four years, as well as some longer-term dreams.” (link)

The Field of 68’s Jeff Goodman clarifies the recently announced deal with On3, noting that it is for the former “to provide ALL written content for” the latter, adding: “This will not change anything we do as it pertains to After Dark, our other shows, our opening day event, media days and other live events. But this On3 partnership was something that Rob Dauster and I couldn’t pass up. We both came into the business as writers and can’t wait to get back to our roots. St. John’s AD Ed Kull covers several topics on the St. John’s Red Storm Podcast, including governance, NIL, Madison Square Garden strategy, fundraising and more. Kull notes that “I've said this and I really mean it: We are professional sports. Just got off a call with a corporation that we're trying to get involved to do a naming at our place and this morning had breakfast with a donor in terms of how we can get more money to help our rev share, MSG and the Big East schedule, as you know, is about to come out or hopefully come out. … How many [Madison Square] Garden games can we get? We’re working on a new deal with MSG. So everything is about dollars and cents and as much as that may not be the amateurism of the purism of college athletics, it definitely is the focus of where we are. And definitely the focus of my job and what I was hired to do.” Kull acknowledges that undertaking a men’s basketball season ticket reseating is always difficult, and some people believe you should do it “when the team is not doing well, not when a team is doing well. I kind of think you're damned if you do, damned if you don't because you try to make that change when the team's not doing well, then people are upset in terms of the quality of product. And if you do it when a team's doing well, they think you’re doing it only because the team is doing well. The reality is we're doing it because of rev share. We're doing it because of the new financial implications of professional sports that we are in and the paying of men's and women's basketball players.” Kull also notes that season tickets are at an all-time high. LSU AD Scott Woodward joined The Paul Finebaum Show and says when it comes to escalating coaching contracts he likes to “use metaphors – or we can call 'em cliches. It’s like getting a leading man or a leading lady for a role in Hollywood. You don't have a lot of negotiation going on. You're going to pay their price and you're going to get 'em. And there's eight teams that can compete with who we compete to get the very best in coaches, and the talent agents and the coaches know that. And they're very hard, demanding jobs. And you pay a premium. … Anyone can go hire a lower-tier coach or a lower-tier coordinator for a little money, but are you going to have success? I mean, it's all market-driven and that's what we play to.” Woodward also comments on the ROI of hiring top-tier coaches. “You’ve seen it at a lot of schools, and the most obvious one was the GOAT Nick Saban and what he did for the University of Alabama and the whole state. You can't put a number on it. It was priceless what he did in changing that place. And everyone's hoping to have that kind of influence or just a little bit less. And they do. And these programs obviously do. And our admissions are going up and their rates are going up and the number of people applying are going up. And it all is a reflection on how good our football team is.” (link)

Tennessee AD Danny White apologizes to fans for the congested Neyland Stadium ingress before Saturday’s matchup with Georgia: "VolNation, I owe so many of you an apology. The experience getting into Neyland yesterday was not acceptable. The expanded south concourse and gate 9/Truly Plaza are intended to make ingress much better, and they will, but our plan was obviously not effective. It wasn’t for lack of effort, our staff and campus partners have been working hard on this all offseason. It is proven to be difficult to predict traffic flow with new gates given our tight footprint. That’s not an excuse, we missed the mark. That’s on me. I want you all to know that we are immediately looking at adjustments to our plan. Just as importantly, we will communicate with y’all this week about your best path into the stadium depending on your seat location. Thank you to those that have made me aware of the situation on this platform. I did see it myself at Gate 20. It gutted me to see our loyal fans so frustrated. I’m very sorry. We will fix it.” (link)

Michigan State AD J Batt expected to have long lines and other concessions concerns at Spartan Stadium resolved ahead of this past Saturday’s win over Youngstown State, explaining that “we worked with Levy, our concessions provider, to improve that. We made great progress. We always say that, when you’re on a team, you make the biggest jump from Week 1 to Week 2. I think we had that experience across the board. Levy brought a lot more resources to the second game, and we’re excited to continue that level going forward.” Fans were vocal with complaints following the season-opener against Western Michigan as well as the Spartans’ 42-40 OT win against Boston College the next week. The Saint Joseph's men's basketball team has been informed that its participation in the Players Era Showcase has been withdrawn due to stipulations within the contract agreement. Hawks AD Jill Bodensteiner: "While we are obviously disappointed for our team and our fans to be removed from the Players Era Showcase, we knew from the beginning that our invitation and participation was contingent on Billy Lange being our head coach and proceeded with that risk. We are moving on our contingency plan and are excited to announce those games soon." (link)

Virginia Tech has parted ways with Football HC Brent Pry, and Tech Sideline’s Andy Bitter reports the next HC “will be hired by a committee with a chair who’s yet to be determined,” and Hokies AD Whit Babcock “will assist and support the search but will not lead.” (link, link); According to CBS’ Robby Kalland, the “buyout provision in Pry's contract states that he's owed 70% of the base salary remaining on his contract, except for the final year of his deal, where Virginia Tech would only owe him 50% of his base salary. That means if he were to be fired after the 2025 season, Virginia Tech would owe him $6M – $3.5M for 2026 and $2.5M for 2027 – which they would pay in equal monthly installments through the end of 2027.” (link)

UCLA has relieved Football HC DeShaun Foster of his duties. (link); The Los Angeles Times’ Ben Bolch reports Foster is owed a $6.43M buyout, “barring a new job that offsets that amount.” (link); Bolch continues, says Bruins AD Martin Jarmond and Executive Senior Assoc. AD for NIL Strategy & Initiatives Erin Adkins will be aided in the search “by a to-be-named-later committee composed of accomplished sports and business executives and UCLA greats.” (link); Jarmond in comments Sunday indicated that “the chancellor trusts me to lead the athletic department. This is a decision I made. I called the chancellor, I’ve been in conversation with him, and I ultimately made this decision and he supported it, which I’m very thankful for. We have constant communication and we’re in lockstep needing to have a successful football program. He gets that and he understands that and I’m grateful for his support.” Asked about conversations he’s had with Chancellor Julio Frenk about his own job performance and whether he’ll continue having oversight of football, Jarmond replied: “Chancellor Frenk and I have not had any conversations about what you just asked – that’s the first I’ve ever heard of that. Chancellor Frenk and I are aligned. He’s been supportive, in lockstep, and he understands that football is important to our athletic program and he’s been super supportive, so we haven’t had any kind of conversation to what you’re alluding to.” Lots more from Jarmond. Art Hains, the longtime voice of Missouri State athletics, called his final game when the Bears took on Hains’ alma mater, SMU, and says: “It’s just an unbelievable coincidence. My first broadcast on a commercial radio station of a college game was SMU [basketball] vs. Baylor in 1976 on KRLD. Now, my last game is going to be SMU vs. Missouri State where I’ve called for 45 years.” Hains has called more than 3,000 events in his career but doing so has become more difficult in the last three years since he was diagnosed with West Nile Virus in September 2022. Hains graduated from SMU in 1977 before moving to work as sports director for the radio station KGBX. He also took over radio broadcasts for Missouri State football and men’s basketball that same year, while adding baseball down the road. He left Springfield to return to Dallas for four years in the early 1980s for a job with KRLD during SMU’s Pony Express era but returned to Springfield in 1985, where he’s been the voice of the Bears’ program since. Hains: “I fell in love with Springfield quickly and have been invested in the coaches and players and programs and community and try to really be a part of the community, and I think we have. To have that continuity of 45 years in that position, it’s humbling that I’ve been able to do it that long.” We offer our best wishes to Hains. (link)

The University of Alabama System Board of Trustees unanimously approved Stage III of upgrades to UAB’s Bartow Arena. The $14.6M project is intended to feature four main components: entrance lobby expansion; club-level lounge and club-level seating for enhanced viewing experience; replacement of lower bowl retractable seating to elevate fan experience; and concourse improvements including lighting and updated restrooms. The North Alabama Board of Trustees has approved the naming of Coach Gary Elliott Court inside CB&S Bank Arena, honoring one of the five coaches to bring an NCAA national championship to UNA. Elliott was a member of the UNA athletic department for 25 years, including coaching stints with the baseball, women's basketball, men's basketball and men's golf programs. (link)

SBJ’s Bret McCormick discusses the growing trend in sports that places more emphasis on activities before (pregame concerts), during (in-game entertainment ideas) and after (drone shows or fireworks displays) games, as well as how to deliver those experiences. According to Miami Dolphins VP of Entertainment and Fan Experience Katherine Milliken, fans now expect to be entertained while attending a game that also serves as its own form of entertainment. Milliken: “The shift is: ‘I can watch this on five streaming platforms, and if there aren’t memories and content that I can share, it didn’t happen, it’s not worth it for me.’” Cuento Marketing VP of Experience Matt Coy adds: “The whole fan experience is being assessed. Teams are starting to look at how you compete for that entertainment dollar when there is so much out there.” One way for teams to compete is by localizing the experience, through food and beverage offerings or with musical acts that could only be experienced at a certain venue in a certain community. McCormick writes: “The ruthlessness with which fans can decide to do something else with their time has put even more pressure on operators to nail live sports experience basics. Prepaid parking and frictionless security screening have lessened the annoyance of two of the first hurdles fans encounter and are examples of ‘functional frictionless’ technologies that are steadily improving game days.” More elevated levels of in-venue guest service are another way for teams to compete as JHSports+ founder Jonathan Harris observes: “Teams are willing to spend money or embrace different strategies to get there. The fans should benefit from that.” (link)
