Imagine if the NCAA didn’t exist and a federally commissioned corporation governed collegiate athletics. In his latest column for On3, Ross Dellenger observes scenarios like that “are or were on the table” as proposed SCORE Act changes from Cody Campbell’s Savings College Sports non-profit as the legislation works its way through the House. A vote on the SCORE Act has been delayed, in part, by proposed edits to the bill that “strike at the heart of much of the disagreement among Republicans and Democrats over college sports legislation: Does the NCAA and conferences oversee the industry’s future, or is it an independent entity?” Among the proposed edits is the establishment of “the United States Collegiate Athletics Corporation (USCAC) as a ‘congressionally chartered’ corporation to govern the industry, replacing the NCAA. The USCAC would govern through a board of former athletes and school constituents and shall operate with ‘limited government oversight.’” While acknowledging “some level of government oversight,” Campbell notes the USCAC “would operate without federally appropriated funds and that board members would include conference representatives and athletes. But he leaves open the door for the board to be ‘completely independent and unaffiliated with schools or conferences.’” With amending the Sports Broadcasting Act to consolidate media rights at the center of his plan, Campbell remarks: “I don’t think the government should realign the conferences, but if you eliminate the economic incentives to have a trans-continental conference, the schools are going to do what makes sense. The conferences are incentivized to have a team in every time zone now. But pool all the media rights together and they don’t have that same incentive.” More. (link)

Wesleyan Football HC Dan DiCenzo joined In the D3FB Huddle to dive into the NESCAC roster limits, as he had to cut 14 student-athletes ahead of last weekend’s season opener. DiCenzo: “The biggest thing I have an issue with is not so much cuts. If there are cuts in sports, there are cuts. But we’re the only sport in the NESCAC that has a mandated cut by the league, so that doesn’t make sense to me. Why it doesn’t make sense is if you look at the 30 sports in the NESCAC, football is in the bottom five of roster disparity. […] If it was, ‘Hey, we’re cutting in 30 sports. It’s a financial reason. It’s a league-wide thing.’ Then that’s the rule. When it’s just football, there’s not much other way for our student-athletes to look at it than that they’re treating us differently. Again, these guys feel like, why are we the only sport? And I don’t have any good answer for them and everything I’ve heard, I have not had a good answer.” (link)

The Athletic’s Ralph Russo, Justin Williams and Chris Vannini share some behind-the-scenes details of what’s holding up the SCORE Act from a floor vote in the House and note that Group of 6 commissioners met about two weeks ago “to try to get aligned on various issues.” After the meeting, a letter was drafted advocating for the SCORE Act to address amending the Sports Broadcasting Act and circulated among those conferences. Russo, et al: “The purpose was to continue the discussion, consolidate ideas among the group and then bring them to the P4 for further discussion. Multiple people involved with those conferences say the letter did not have enough support to be signed and sent to lawmakers. No big deal, right? Nope. The letter broke contain, first ending up with [SEC Commissioner Greg] Sankey, who fired off a scolding email to the G6 commissioners about not working well with others. That email somehow found its way to [U.S. Congressman Michael] Baumgartner (R-WA), who blasted it out on social media. That brought a behind-the-scenes spat into the open, helping SCORE Act opponents cultivate a perception of dissent in the ranks of the very leaders who have been pleading with Congress for help.” Neither changes to a bill nor lawmaker deliberations at this stage are unusual, and Russo, et al. note: “The fact that the SCORE Act hasn’t been brought to the floor isn’t necessarily a reason for those who support it to panic, but after so much work has gone into pushing for legislation, the pressure is on to keep the momentum going.” (link)

College Sports Communicators Executive Director Jason Yaman visited with Sports Illustrated’s Bryan Fischer to discuss Yaman's role, his approach and vision for CSC and serving an industry that incorporates all levels of athletics. On communicating with members, ADs and others about the importance of what communicators do, Yaman remarked: “I think at the higher level, kind of to your point about the ADs, the commissioners, [it’s about] the value of the work … the value of this convention, right? Regardless of what’s going on in college athletics, we need to be here as a collective talking about it. The shifts … When I got started, everybody had to figure out how to run a website. Then it was how do we get our radio broadcast to go through the website. Then it was video, and then 15 years ago, it was social media and graphics. Now it’s AI. It’s a long way of saying, from my perspective, having been at it for almost 25 years, there’s always going to be a change somewhere down the line. I can’t tell you when. I can’t tell you what it’s going to be, but I can tell you that, every three to five years, I’ve seen something change. Now, for us with CSC, a lot of it’s AI generated. A lot of our partners and vendors are people that are now specialized in that. I’m a believer that it’s coming, if it’s not here already. Let’s get our arms around it. Let's be the experts in it. Let's kind of carve that out as our territory in this industry.” More from Yaman. (link)

According to the American Council on Education (ACE) Pulse Point Survey, 74% of college presidents say they’re “extremely concerned” about the current administration’s impact on higher education. In addition, 65% of senior leaders were either moderately or extremely concerned about immigration restrictions and visa revocations, while 77% expressed similar concerns about state and federal policy involvement in academic freedom and institutional autonomy. The report’s authors observe: “These survey findings make clear that many of the most pressing concerns for senior leaders heading into the new academic year stem from actions taken or proposed by the current administration,” adding that policies that undermine research, curtail global engagement, and threaten the sector’s foundations “draw focus away from the core mission of postsecondary education.” The latest survey was conducted from July 28-August 8 and queried senior leaders about their top concerns for the 2025–26 academic year, the impact of recent executive and legislative actions and their plans for adopting AI in teaching and learning.
