The NCAA Administrative Committee approved the elimination of the spring football transfer portal window but left the exact length and timing of a single fall portal window undecided, according to Yahoo’s Ross Dellenger, who notes a “decision on details of the fall window is expected within the month.” The NCAA in a tweet further explains that the “Administrative Committee eliminates DI football's spring transfer window and fall transfer window's graduate student exception. In response to student-athlete feedback, football oversight committees will consider modifications to proposed single January window, including length of window and corresponding dates. The Administrative Committee expects to consider those modifications during the October meeting.” (link, link)

North Carolina Chancellor Lee Roberts tells Carolina Insider’s Greg Barnes that direct institutional support for the athletic department has “increased absolutely because of the increased cost of having a top-tier intercollegiate athletics program. It’s important to recognize sometimes that gets mischaracterized as support for football. Football pays for itself. It’s one of the few things we do around here that we ask it to pay for itself. But given the additional money that we need to invest in football in the current era, it’s harder for football to support all our other sports, and that’s what the transfer is for. We think a lot of our peers do something similar. … We intend at Carolina for the central support to be temporary, to be a bridge to long-term financial sustainability for all of our sports, and we’re proud of fielding the 28 sports that we field. We’ve had tremendous success across the board and in a wide range of sports. And we intend for that not only to continue but to raise the bar, and that requires supporting athletics at a new level.” Roberts on UNC’s future with the ACC: “So I know there’s been a recent round of coverage implying that something has changed with respect to our posture. Nothing has changed. I don’t know what generated this round of coverage. We’re proud to be members of the ACC. As you know, we’re charter members. We’ve been proud members since 1953. Amid speculation about UCLA AD Martin Jarmond’s role in the search for a new football coach, Chancellor Julio Frenk indicates in a statement to the Los Angeles Times’ Ben Bolch that “at a top university like UCLA, a successful football program plays a powerful role in building community and strengthening connections. I support Martin Jarmond's decision to replace the football coach. As the leader of our Athletics program, he will oversee the process of hiring a new head coach who will elevate UCLA Football to national prominence and uphold our commitment to ensuring the best experience for our student-athletes." Freshly minted UC San Diego AD Andy Fee covers several topics on the Tritoncast, including his belief that having a young Division I athletic department comes with opportunities. “The challenge is that you may not have the legacy that some schools who have been doing it for over a hundred years or more [have]. So I think building the brand out is going to be a really key piece of what we’re doing. Educating our supporters on what it is. Division III is different than Division II. Division II is different than Division I. And so we are a youthful Division I program. I think that in this new world, in the disruptor world of college athletics, actually it’s an advantage. But I do think that we’ll just have to continue to educate what it means to be competitive.” On the fundraising front, Fee acknowledges that “it’s going to take work, it’s going to take investment, but we have a community that’s very supportive. And one thing I talk about all the time is the word investment. Sometimes when we talk about raising money – we are not a charity. UC San Diego is not a charity. It is an investment. It’s an investment in people, it's an investment in ideas, and it’s an investment in culture. And I know partnering across the campus with the chancellor and other leadership, that we are definitely going to be able to resource the programs so that when we do enter the WCC and beyond that we’re competing for championships. … We don’t want to limp into the WCC, we want to run into that thing and be competing for championships.” Full podcast. Toledo AD Bryan Blair sits down with CSA Search & Consulting President Drew Turner on the latest edition of The Journey to cover an array of topics, ranging from his upbringing and professional development to his vision for the Rockets. Blair shares this overarching philosophy which he learned from his dad, who had an entrepreneurial mindset: “My problems are never somebody else’s responsibility. My circumstances don’t dictate the outcome. It’s my job to find the answer and solve for the problem. And sometimes the path isn’t straightforward. Sometimes you have to be more creative outside the box, but there’s always a way to get to the yes. It’s just a matter of are you willing to do the work that it takes to get to that yes or that end result?” Blair adds that “my success at this point is all those individuals in our department’s success. How do I make sure our student-athletes have the best experience possible? How do I make sure our coaches have the best experience possible, and are successful as possible? And same for our staff members. I tell people, I’m the fullback of the athletic department. My job is not to score touchdowns. My job is to take on that lead block for my SWA, who’s working really hard or my head basketball coach or football coach or a new golf coach. How do I make sure they’re successful? CBS’ Gary Parrish contextualizes Arkansas AD Hunter Yurachek’s comments about potentially operating in a “third lane” of compliance: “I hope you recognize how fascinating of a statement that is from a sitting AD. For decades, college administrators routinely stressed the importance of following the rules and, you know, ‘just doing things the right way.’ Whether they actually believed it or not, that's usually what they stressed. Now, a prominent athletic director at a place that's won national championships in both football and basketball is publicly stating it might be time for his school to do things even he isn't completely comfortable with. … Honestly, it's a reasonable point. But, more than that, it's a point that illustrates that the House settlement was never going to work the way the people who believed in it said it would. After having non-collectively bargained rules for decades that put limits on what athletes could earn only to watch coaches break those rules every year, it's hilarious that anybody thought implementing new non-collectively bargained rules that put limits on what athletes can earn would lead to anything other than coaches attempting to break these rules just the same.” (link)

A panel of judges for the U.S. Third Circuit Court of Appeals on Wednesday grilled the attorney for Rutgers football student-athlete Jett Elad as Elad continues his eligibility case against the NCAA. Judge Stephanos Bibas specifically questioned Elad’s market analysis and viability of his antitrust claims, and Bloomberg Law’s Katie Arcieri reports: “Kevin H. Marino, attorney for Elad, said he didn’t have the more detailed analysis the panel sought. But he said the NCAA is clearly a monopsony – the only buyer in the market – and that name, image, and likeness payments are not evenly distributed among players. Judge Thomas L. Ambro pressed Marino on alleged anticompetitive effects, also asking what evidence exists that the [junior college] rule ‘drives down compensation’ for DI athletes. Rakesh Kilaru, attorney for NCAA at Wilkinson Stekloff LLP, leaned into the judge’s concerns over the lack of detailed analysis on a relevant market.” Kilaru: “You don’t see any analysis of NIL data. You need to see some sort of negative output on price.” Overall, Arcieri observes the judges “seemed receptive…to the NCAA’s defense of its junior-college eligibility rules, a day after judges in a different appeals court took the organization to task over the same rules.” (link)

College Hockey Insider’s Mike McMahon examines how men’s hockey players who have played professionally are getting eligibility clearance from the NCAA. He notes that “when I first heard about Connor McClennon and Hudson Thornton being cleared to play at Bemidji State last month, I assumed it had to be a clerical error by the NCAA. … Bemidji State [HC] Tom Serratore told the Bemidji Pioneer last month that his two players went through the same process: they applied through the NCAA Eligibility Center, and were approved.” McMahon obtained a copy of a questionnaire completed by one of the players. In it, the player disclosed that he signed a contract worth $52,500 plus a $7,500 bonus. How is a player who signed a $60K contract eligible to play in the NCAA? “According to several DI coaches, the NCAA uses a proprietary formula — one coaches don’t have access to — that accounts for everything from housing costs to living expenses in the market where the team plays.” One coach tells McMahon: “I’ve been told by people I trust that the number is about $70K. Depending on where you played, if you made under $70K you at least have a chance to be eligible, and it’s worth going through the process to see what you can find out. The worst that can happen is they say ‘no.’” More. (link)

As one of the first major proponents of legalized sports betting, NBA Commissioner Adam Silver says gambling issues the NBA and other leagues are currently facing were in some ways foreseeable, observing: “The issues have been predictable. I thought [the Professional and Amateur Sports Protection Act (PASPA) of 1992] should be replaced with a legalized federal framework consistent from state to state, in partnership with the sports leagues protecting integrative rights.” Per Front Office Sports’ Alex Schiffer, that’s not what happened as the “overturning of PASPA left it up to the states to make their own sports gambling laws without the involvement of professional sports leagues.” Despite its issues, Silver still believes the current system is better than the old one. Silver: “At times I feel like we’re operating with one hand tied behind our back because of the regulatory structure right now. … The comparison can’t be legalized sports betting to no betting. It’s legalized sports betting to illegal sports betting, which … [was] a huge multi-hundred-billion-dollar industry at the time. And so then the question becomes, if people are determined to bet on sports, would you rather have a transparent regulated framework or an underground illegal one?” (link)

Legends EVP/CRO Chad Estis: “One of the things when we view the world through our lens, we're looking at the synergies between the multiple services we offer, so bolstering this, adding Chris' leadership, more capabilities in the college space, fits in across the whole company. Speaking at the CNBC Sport and Boardroom’s Game Plan Conference on Tuesday, Big East Commissioner Val Ackerman, ACC Commissioner Jim Phillips and Big 12 Commissioner Brett Yormark addressed how their leagues are adjusting to revenue sharing, with each emphasizing the need to generate more revenue. Phillips noted that “revenues have never been greater. Expenses for our schools also continue to go up. Is it sustainable, is really the question. … In the league office, we continue to try to find new revenue streams that are available to us that will help offset some of those expenses [of paying student-athletes].” Ackerman echoed that uncertainty, highlighting the struggles over allocating dollars between the sports and between men’s and women’s programs: “Football is driving the revenue story. Men’s basketball is second … So the question is, should half of that revenue be shared, no matter what, no matter who’s generating it? I believe, frankly, it’s going to end up in the courts unless Congress gets involved.” Yormark, meanwhile, dismissed the notion that college sports are in a “financial crisis,” saying warnings were “overly provocative.” On the potential of outside investment, Phillips and Ackerman say their conferences are each fielding proposals from Wall Street. Yormark notes: “We’re not going to sell a stake in this conference. But do we partner with someone strategically that provides different types of resources, capital, strategic resources? That potentially could happen.” (link)

The AP’s Aaron Beard reports the ACC’s new revenue distribution model will distribute 60% of TV revenues based on a “rolling five-year viewership formula, with the remaining 40% dispersed equally among schools. Football represents 75% of that viewership payout and men’s basketball 25% as the top revenue-driving sports. Additionally, a person with knowledge of the plan told The Associated Press that the current year carries 35% of the value in the five-year formula; the previous four years combine at lower weights for the remaining 65%.” As for how that changes the strategy for athletic departments, Clemson AD Graham Neff notes: “It incentivizes investment in those sports just for competitive success, but it provides great value back to our media partner in ESPN. If now all decision-makers like ADs and coaches are more frontal lobe about scheduling and prominent matchups and TV slots and days, in theory that’s more strategy and providing more value as a league to ESPN.” Duke Football HC Manny Diaz also weighs in: “I think everyone understands now that we don’t say this is a business under our breath anymore. We recognize this is a legit business. So to me, whatever’s good for the business of Duke football or Duke athletics or college football in general, everybody’s got to be on board to do those things.” (link)

More from Oregon State AD Scott Barnes, who tells JohnCanzano.com’s eponymous publisher that “ultimately what we need to do is continue to build this conference into what we believe it can be, and that’s part of the Power 5, not Power 4. Ultimately, in the meantime, continue to invest in the priority areas. We’ve got to rearrange the deck chairs a bit. We’ve got to put more of our resources into rev share for student-athlete benefits as we call them, and less into maybe some other areas that we would’ve invested in prior – things like perhaps major facilities projects or even endowments that aren’t linked to planned giving that are current use. So that current-use dollar is really key to us, and we’ve got to play some moneyball. … And then we’re never going to lose our way in terms of we are a development program and we will continue to do that. And the key there is if you’re developing, can you retain those student-athletes? And you’ll lose some, but you also keep some, and so between key investments in the transfer portal and retaining some of those student-athletes that we’ve developed, we will continue to climb the ladder.” (link)

College Sports Communicators Executive Director Jason Yaman visited with Sports Illustrated’s Bryan Fischer to discuss Yaman's role, his approach and vision for CSC and serving an industry that incorporates all levels of athletics. On communicating with members, ADs and others about the importance of what communicators do, Yaman remarked: “I think at the higher level, kind of to your point about the ADs, the commissioners, [it’s about] the value of the work … the value of this convention, right? Regardless of what’s going on in college athletics, we need to be here as a collective talking about it. The shifts … When I got started, everybody had to figure out how to run a website. Then it was how do we get our radio broadcast to go through the website. Then it was video, and then 15 years ago, it was social media and graphics. Now it’s AI. It’s a long way of saying, from my perspective, having been at it for almost 25 years, there’s always going to be a change somewhere down the line. I can’t tell you when. I can’t tell you what it’s going to be, but I can tell you that, every three to five years, I’ve seen something change. Now, for us with CSC, a lot of it’s AI generated. A lot of our partners and vendors are people that are now specialized in that. I’m a believer that it’s coming, if it’s not here already. Let’s get our arms around it. Let's be the experts in it. The Federal Reserve on Wednesday lowered interest rates by 25 basis points to a range between 4% and 4.25%. The decision marks the first rate cut in nine months. Officials also removed a key phrase that had been used this year to tamp down expectations of rate cuts, further underscoring how reductions at upcoming and consecutive policy meetings have become more likely. With Rhode Island’s Meade Stadium slated to undergo major renovations at the end of the 2025 season, the school has announced it will play its 2026 home football campaign at Centreville Bank Stadium in Pawtucket. Home to USL Championship pro soccer team Rhode Island FC, the 10.5K-seat facility officially opened in May and will host its first football game on Oct. 3 with the 2025 Governor’s Cup match-up between URI and Brown. Plans for $750M in upgrades to Bridgestone Arena, the host site of the SEC Men’s Basketball Championship through 2030, have been presented by the NHL’s Nashville Predators per The Tennessean’s Alex Daugherty, who notes the funds will be invested in the Bridgestone Arena block, including 100,000 square feet of space that will be turned into shops, bars, restaurants and open space, as well as a rooftop bar that overlooks lower Broadway. Also included in the not yet finalized plans are an expanded Broadway plaza ticketed entrance with a separate entrance from the commercial space, two towers for hotel tenants, an event level expansion of 60K sq-ft. to add more space beyond the Lexus Lounge area and include more team locker room and training areas, expanded concourses, including the top-most 300 level, which will have a new rooftop option, and a new Skydeck level with press box. The renovations will also add to the facility’s capacity, with the goal to get to 18K seats for Predators games. Per Daugherty, “The goal is for core upgrades to be completed by 2030.” (link)
