Imagine if the NCAA didn’t exist and a federally commissioned corporation governed collegiate athletics. In his latest column for On3, Ross Dellenger observes scenarios like that “are or were on the table” as proposed SCORE Act changes from Cody Campbell’s Savings College Sports non-profit as the legislation works its way through the House. A vote on the SCORE Act has been delayed, in part, by proposed edits to the bill that “strike at the heart of much of the disagreement among Republicans and Democrats over college sports legislation: Does the NCAA and conferences oversee the industry’s future, or is it an independent entity?” Among the proposed edits is the establishment of “the United States Collegiate Athletics Corporation (USCAC) as a ‘congressionally chartered’ corporation to govern the industry, replacing the NCAA. The USCAC would govern through a board of former athletes and school constituents and shall operate with ‘limited government oversight.’” While acknowledging “some level of government oversight,” Campbell notes the USCAC “would operate without federally appropriated funds and that board members would include conference representatives and athletes. But he leaves open the door for the board to be ‘completely independent and unaffiliated with schools or conferences.’” With amending the Sports Broadcasting Act to consolidate media rights at the center of his plan, Campbell remarks: “I don’t think the government should realign the conferences, but if you eliminate the economic incentives to have a trans-continental conference, the schools are going to do what makes sense. The conferences are incentivized to have a team in every time zone now. But pool all the media rights together and they don’t have that same incentive.” More. (link)

The North Carolina Board of Governors has approved the deferred compensation and buyout terms for incoming AD Steve Newmark. The dates, already laid out in Newmark’s contract, state that he will receive the deferred compensation on September 30 and December 31 of 2025; March 31, June 30, September 30 and December 31 for calendar years 2026-2029; and March 31 and June 30 for the calendar year 2030. All told, Newmark can receive $1M in deferred compensation. In the event of termination, Newmark’s contract states deferred compensation for that year “shall be prorated based on completed months of service during the contract year.” (link)

Asked how he motivates the Texas Tech fundraising base, TTU AD Kirby Hocutt tells Salt Lake Jakes Take: “There’s no secret there. It’s a couple of things. One is being passionate about what you do, and I believe in the role that college athletics plays even as we’ve seen it change in the revenue share era. I believe that what we’re doing each and every day within our football program is making young men stronger and is preparing them for success in life whether it's in professional football or the business world. We’ve been so fortunate that we have donors who have stepped up in unbelievable ways to invest into our program. I try not to overcomplicate the formula. It’s all about talent acquisition right? You’ve got to recruit a roster that’s high level to compete. You’ve got to have great coaches, which we have with Coach [Joey] McGuire. … Third, it’s the resources and facilities. You’ve got to ask your donor base to invest into your program, and with the facilities we have here at Texas Tech, the resources we give Coach McGuire to recruit and to travel and to develop young people from strength & conditioning to nutrition to professional development, taking care of their bodies, we have the very best equipment and personnel here. Beginning this weekend, the Big 12 will join the ACC in providing viewers the opportunity to watch replay reviews from the conference’s replay center for its broadcasts, per On3’s Brett McMurphy. The feature will be provided on all Big 12 games broadcast on Fox, ESPN and TNT, however, Friday’s Tulsa at Oklahoma State contest won’t offer replay review access because American Conference officials are officiating the game. For this year, the Big 12 will provide just replay center video, but plans to expand the set-up to offer both video and audio for all games next season. (link)

The Field of 68’s Jeff Goodman reports “six Wofford players have been deemed ineligible by the NCAA due to a communications issue involving off-campus housing that ultimately resulted in the firing of head coach Dwight Perry and associate head coach Tysor Anderson last week.“ Mark Peper, who represents four of those deemed ineligible, told Goodman that “all of the players fully support their request to have both Perry and Anderson reinstated” and “could elect to enter the portal if Perry and Anderson aren’t given their jobs back – which could put the program in danger of not being able to field a team this season.” Goodman continues: “Six players – including five juniors who transferred from other schools – were informed in the summer of 2025 they would be placed in upperclassmen dorms at Wofford. … Instead, they were placed in underclassmen dorms.” Peper: “That promise was not kept. Coach Anderson, who has always looked out for the players best interests, asked them if they wanted to keep their current dorm assignment or rent an apartment off campus and pay for it themselves. They chose the latter, and Coach Anderson properly informed administration of their plan to do so.” Peper added that “five days after classes began they were forced to break their lease to remain eligible. … The players were informed on Sept. 17 that the NCAA deemed them ineligible for using their meal plan while living off campus, which had never been discussed with them previously. Peper said the alleged ‘impermissible benefits’ they received ranged from $84 to $108.” (link)

➤ Creighton launches Fly Together, a nearly $300M donor-funded initiative to reshape a 12-block recreational and athletic corridor on the east side of campus, anchored by the largest gift in school history, a $100M commitment from the Heider Family Foundation. Encompassing 11 new or upgraded facilities and outdoor spaces covering approximately 700K sq. ft., additions and enhancements are set to include a new Student Fitness Center; upgrades to the Rasmussen Fitness & Sports Center; the creation of the Jaywalk, a new pedestrian thoroughfare that will connect Creighton to the Builder's District; a new Sports Performance Center for Creighton’s 300 student-athletes; improvements to current athletics buildings and an accompanying team facility to complement new baseball and softball fields. ➤ Virginia is the recipient of two anonymous seven-figure commitments to establish endowed scholarships in support of the men’s lacrosse program. The first of these gifts made by a program alumnus established the Virginia Men’s Lacrosse Alumni Bicentennial Scholarship Fund. This $1M commitment, when coupled with UVA’s Bicentennial Scholarship Fund 50% match, was made to fully endow an out-of-state scholarship. Since the establishment of this fund earlier this year, seven other men’s lacrosse alumni have made multi-year commitments to grow this endowment. Inspired by the establishment of the first scholarship, another anonymous donor made the largest commitment in the history of the program with the creation of the Men’s Lacrosse Family Legacy Scholarship Fund, which is designed to preserve the program’s legacy and secure its future. SIx additional families have already made multi-year commitments in support. (link)

Overall, $1M of the gift is committed to the athletics department with $750K going to the Men’s Basketball Excellence Fund and $250K to the My All Unrestricted Fund for Softball, while the other $500K will be utilized to create the Grant Williams Scholarship Endowment within the Haslam College of Business. The NCAA announces an additional men’s and women’s team will have the opportunity to compete in the 2025 Division I Men’s & Women’s Cross Country Championships. With fields previously comprised of 31 teams, the DI Men’s & Women’s Track & Field and Cross Country Oversight Committee members feel “adding a 32nd team will elevate the championship competition and student-athlete experience, while being comfortably accommodated on the championship courses where the competitions are held.” The alteration is the first since 1998 and will increase the field size per gender from 255 to 262 total runners. Having built a database of sports fan segments encompassing more than 400 million individuals and households, from youth sports parents to pickleball viewers, tied to purchasing data that marketers can use when targeting their messaging, Sports Innovation Lab has integrated its personnel at Genius, with a joint offering already in market that builds upon Genius’ existing data and access to exclusive advertising inventory. Scheduling Specifics…
➤ The SEC plans to reveal its nine-game 2026 league slate for all conference football teams next Tuesday in primetime on the SEC Network, according to CBS Sports’ Brandon Marcello. All 16 SEC teams will have three permanent rivals on the schedule that will be reviewed every four years, leaving the possibility of further scheduling changes beyond 2030. Each team will also rotate through six other league opponents each season, providing the chance for each school to face every SEC team at least once every two years. Per Marcello, “most athletic directors across the SEC have not yet been told which teams will be assigned as ‘annual’ opponents. Oklahoma and Texas have been assured that the Red River Rivalry will continue every year, as well as traditional rivalries such as Alabama-Auburn and Ole Miss-Mississippi State. Arkansas and Missouri have also been assigned as ‘annual’ opponents.” (link)
➤ The Inside Zone’s Matt Fortuna reports “the 2025-26 Big Ten Men’s Basketball Tournament will include all 18 teams, one year after including 15. This will add a day, March 10, to the tournament in Chicago. The women’s tournament in Indianapolis will stay at 15.” (link)
➤ The Post and Courier’s Scott Hamilton reports Arizona State and Kansas are slated to play at Wembley Stadium in London on Sept. 19, 2026, as part of a multi-year deal for an event called the Union Jack Classic. Per Hamilton, “a source close to the Union Jack Classic said discussions were held with multiple conferences and teams, but described the Big 12 as ‘enthusiastic’ while organizers continued proposing the concept. That person also said talks are underway to potentially feature Big 12 matchups in the next two Union Jack Classics.” The match-up would be just the second American college football game ever played in London after Richmond beat Boston University in a FCS contest back on Oct. 16, 1988. ESPN’s Pete Thamel adds: “The deal still requires a waiver to move a previously scheduled game against Middle Tennessee to Week 0 and some finalization of deal points. It would be the sport’s third overseas game next year. One of the drivers of Kansas giving up the home game, per sources, is that they are still at reduced capacity amid their stadium re-construction.” (link)

The NCAA Administrative Committee approved the elimination of the spring football transfer portal window but left the exact length and timing of a single fall portal window undecided, according to Yahoo’s Ross Dellenger, who notes a “decision on details of the fall window is expected within the month.” The NCAA in a tweet further explains that the “Administrative Committee eliminates DI football's spring transfer window and fall transfer window's graduate student exception. In response to student-athlete feedback, football oversight committees will consider modifications to proposed single January window, including length of window and corresponding dates. The Administrative Committee expects to consider those modifications during the October meeting.” (link, link)

North Carolina Chancellor Lee Roberts tells Carolina Insider’s Greg Barnes that direct institutional support for the athletic department has “increased absolutely because of the increased cost of having a top-tier intercollegiate athletics program. It’s important to recognize sometimes that gets mischaracterized as support for football. Football pays for itself. It’s one of the few things we do around here that we ask it to pay for itself. But given the additional money that we need to invest in football in the current era, it’s harder for football to support all our other sports, and that’s what the transfer is for. We think a lot of our peers do something similar. … We intend at Carolina for the central support to be temporary, to be a bridge to long-term financial sustainability for all of our sports, and we’re proud of fielding the 28 sports that we field. We’ve had tremendous success across the board and in a wide range of sports. And we intend for that not only to continue but to raise the bar, and that requires supporting athletics at a new level.” Roberts on UNC’s future with the ACC: “So I know there’s been a recent round of coverage implying that something has changed with respect to our posture. Nothing has changed. I don’t know what generated this round of coverage. We’re proud to be members of the ACC. As you know, we’re charter members. We’ve been proud members since 1953. Amid speculation about UCLA AD Martin Jarmond’s role in the search for a new football coach, Chancellor Julio Frenk indicates in a statement to the Los Angeles Times’ Ben Bolch that “at a top university like UCLA, a successful football program plays a powerful role in building community and strengthening connections. I support Martin Jarmond's decision to replace the football coach. As the leader of our Athletics program, he will oversee the process of hiring a new head coach who will elevate UCLA Football to national prominence and uphold our commitment to ensuring the best experience for our student-athletes." Freshly minted UC San Diego AD Andy Fee covers several topics on the Tritoncast, including his belief that having a young Division I athletic department comes with opportunities. “The challenge is that you may not have the legacy that some schools who have been doing it for over a hundred years or more [have]. So I think building the brand out is going to be a really key piece of what we’re doing. Educating our supporters on what it is. Division III is different than Division II. Division II is different than Division I. And so we are a youthful Division I program. I think that in this new world, in the disruptor world of college athletics, actually it’s an advantage. But I do think that we’ll just have to continue to educate what it means to be competitive.” On the fundraising front, Fee acknowledges that “it’s going to take work, it’s going to take investment, but we have a community that’s very supportive. And one thing I talk about all the time is the word investment. Sometimes when we talk about raising money – we are not a charity. UC San Diego is not a charity. It is an investment. It’s an investment in people, it's an investment in ideas, and it’s an investment in culture. And I know partnering across the campus with the chancellor and other leadership, that we are definitely going to be able to resource the programs so that when we do enter the WCC and beyond that we’re competing for championships. … We don’t want to limp into the WCC, we want to run into that thing and be competing for championships.” Full podcast. Toledo AD Bryan Blair sits down with CSA Search & Consulting President Drew Turner on the latest edition of The Journey to cover an array of topics, ranging from his upbringing and professional development to his vision for the Rockets. Blair shares this overarching philosophy which he learned from his dad, who had an entrepreneurial mindset: “My problems are never somebody else’s responsibility. My circumstances don’t dictate the outcome. It’s my job to find the answer and solve for the problem. And sometimes the path isn’t straightforward. Sometimes you have to be more creative outside the box, but there’s always a way to get to the yes. It’s just a matter of are you willing to do the work that it takes to get to that yes or that end result?” Blair adds that “my success at this point is all those individuals in our department’s success. How do I make sure our student-athletes have the best experience possible? How do I make sure our coaches have the best experience possible, and are successful as possible? And same for our staff members. I tell people, I’m the fullback of the athletic department. My job is not to score touchdowns. My job is to take on that lead block for my SWA, who’s working really hard or my head basketball coach or football coach or a new golf coach. How do I make sure they’re successful? CBS’ Gary Parrish contextualizes Arkansas AD Hunter Yurachek’s comments about potentially operating in a “third lane” of compliance: “I hope you recognize how fascinating of a statement that is from a sitting AD. For decades, college administrators routinely stressed the importance of following the rules and, you know, ‘just doing things the right way.’ Whether they actually believed it or not, that's usually what they stressed. Now, a prominent athletic director at a place that's won national championships in both football and basketball is publicly stating it might be time for his school to do things even he isn't completely comfortable with. … Honestly, it's a reasonable point. But, more than that, it's a point that illustrates that the House settlement was never going to work the way the people who believed in it said it would. After having non-collectively bargained rules for decades that put limits on what athletes could earn only to watch coaches break those rules every year, it's hilarious that anybody thought implementing new non-collectively bargained rules that put limits on what athletes can earn would lead to anything other than coaches attempting to break these rules just the same.” (link)

A panel of judges for the U.S. Third Circuit Court of Appeals on Wednesday grilled the attorney for Rutgers football student-athlete Jett Elad as Elad continues his eligibility case against the NCAA. Judge Stephanos Bibas specifically questioned Elad’s market analysis and viability of his antitrust claims, and Bloomberg Law’s Katie Arcieri reports: “Kevin H. Marino, attorney for Elad, said he didn’t have the more detailed analysis the panel sought. But he said the NCAA is clearly a monopsony – the only buyer in the market – and that name, image, and likeness payments are not evenly distributed among players. Judge Thomas L. Ambro pressed Marino on alleged anticompetitive effects, also asking what evidence exists that the [junior college] rule ‘drives down compensation’ for DI athletes. Rakesh Kilaru, attorney for NCAA at Wilkinson Stekloff LLP, leaned into the judge’s concerns over the lack of detailed analysis on a relevant market.” Kilaru: “You don’t see any analysis of NIL data. You need to see some sort of negative output on price.” Overall, Arcieri observes the judges “seemed receptive…to the NCAA’s defense of its junior-college eligibility rules, a day after judges in a different appeals court took the organization to task over the same rules.” (link)

College Hockey Insider’s Mike McMahon examines how men’s hockey players who have played professionally are getting eligibility clearance from the NCAA. He notes that “when I first heard about Connor McClennon and Hudson Thornton being cleared to play at Bemidji State last month, I assumed it had to be a clerical error by the NCAA. … Bemidji State [HC] Tom Serratore told the Bemidji Pioneer last month that his two players went through the same process: they applied through the NCAA Eligibility Center, and were approved.” McMahon obtained a copy of a questionnaire completed by one of the players. In it, the player disclosed that he signed a contract worth $52,500 plus a $7,500 bonus. How is a player who signed a $60K contract eligible to play in the NCAA? “According to several DI coaches, the NCAA uses a proprietary formula — one coaches don’t have access to — that accounts for everything from housing costs to living expenses in the market where the team plays.” One coach tells McMahon: “I’ve been told by people I trust that the number is about $70K. Depending on where you played, if you made under $70K you at least have a chance to be eligible, and it’s worth going through the process to see what you can find out. The worst that can happen is they say ‘no.’” More. (link)

As one of the first major proponents of legalized sports betting, NBA Commissioner Adam Silver says gambling issues the NBA and other leagues are currently facing were in some ways foreseeable, observing: “The issues have been predictable. I thought [the Professional and Amateur Sports Protection Act (PASPA) of 1992] should be replaced with a legalized federal framework consistent from state to state, in partnership with the sports leagues protecting integrative rights.” Per Front Office Sports’ Alex Schiffer, that’s not what happened as the “overturning of PASPA left it up to the states to make their own sports gambling laws without the involvement of professional sports leagues.” Despite its issues, Silver still believes the current system is better than the old one. Silver: “At times I feel like we’re operating with one hand tied behind our back because of the regulatory structure right now. … The comparison can’t be legalized sports betting to no betting. It’s legalized sports betting to illegal sports betting, which … [was] a huge multi-hundred-billion-dollar industry at the time. And so then the question becomes, if people are determined to bet on sports, would you rather have a transparent regulated framework or an underground illegal one?” (link)
