U.S. Senators Maria Cantwell (D-WA), Cory Booker (D-NJ), and Richard Blumenthal (D-CT) have introduced the Student Athlete Fairness and Enforcement (SAFE) Act, which aims "to codify athletes’ rights and protections in law, expand revenue for all schools, support women’s and Olympic sports and bring much-needed stability to the college sports system." The bill’s key provisions include: providing federal NIL rights, replacing patchwork state-by-state laws; establishing health and safety standards for heat exertion, brain injury, asthma; providing five years of post-eligibility medical coverage for sports-related injuries; protecting scholarships, a 10-year guarantee; providing NIL contracts that outline what athletes must do under the contract and how much they'll be paid; requiring agents cap their fees at 5% and to register with a state; allowing students to transfer twice without having to sit out for a year; and allowing students to transfer without having to sit out for a year if their sport is cut or reduced. The bill also proposes to amend the Sports Broadcasting Act (SBA) of 1961 to allow schools to negotiate media rights as a group to increase value without violating antitrust laws. It states schools must use increased media rights revenues to keep the same number of scholarships and roster sports for non-revenue generating and women's sports as provided during 2023-24 academic year. Yahoo’s Ross Dellenger shares more from the SAFE Act, noting that it “would not only amend the SBA, but would create a committee within the NCAA to help pool media rights, maximize revenues and fairly distribute those revenues to assure that schools maintain scholarship and roster levels for women’s and Olympic sports. The SAFE Act also requires broadcast networks make available their football and basketball games on a non-exclusive basis (i.e. no local content behind a paywall). The Act also requires broadcast networks and streaming platforms to reconvey media rights to schools if the entity is not materially using the rights to also broadcast women’s and Olympic sports. USA Today’s Matt Hayes reports that a person close to the White House indicated to him today that the Democrat-authored SAFE Act aligns more closely with President Trump's vision for college sports. Hayes adds: “It is nearly polar opposite from the (GOP-authored) SCORE bill, which seeks antitrust exemptions from the federal government to make and enforce rules on NIL, player movement and eligibility. Texas Tech Board of Regents Chair Cody Campbell also weighs in: “I am encouraged by seeing people stand up against greed, disrespect and disregard for the institution of college athletics and for the student athletes. This is in sharp contrast to the position we have seen taken by the conference commissioners, and from the NCAA as they have lobbied in favor of legislation like the SCORE Act.” (link)

The Football Oversight Committee has modified its recommendation for the single transfer portal window. Instead of a 10-day window from January 2-11, the committee is recommending a 15-day window that would run from January 2-16, according to CBS’ Matt Zenitz, who adds: “This still needs to be approved by the DI Administrative Committee in order to go into place. The DI Administrative Committee meets October 7-8.” (link)

Arkansas AD Hunter Yurachek spoke with the media yesterday about the decision to part ways with Football HC Sam Pittman and said of the buyout plan for Pittman and defensive staff members: “We’ll pay those out over the next three years, most likely from the reserves in the Razorback Foundation, but we have the resources to pay those buyouts. We don’t have any lump sum payments other than Coach Pittman’s retention bonus. Everything else will be paid out over the next three years for him, and the assistant coaches are all roughly a year and a half. But the assistant coaches have a duty to mitigate [search for other jobs] within their contracts as well. That will help bring the value of the buyouts down.” More from Yurachek on the Razorbacks’ financial picture: “I think there's some misinformation out there about how competitive we are going to be moving forward in the NIL space. We've had over $500K of agreements that have gone through the NIL Go system by way of our student-athletes, [at an average of] roughly $15K per agreement. The national average is about $5,800. We have an NIL strategist within our front office. Our team at Learfield is actively soliciting opportunities for our student-athletes to have NIL agreements. We're at full level of the cap from a revenue sharing standpoint. While it’s “unlikely” that the San Francisco Giants will hire Tennessee Baseball HC Tony Vitello to be the club’s new manager, D1Baseball’s Joe Healy argues the prospect isn’t so far-fetched. “For one, Buster Posey is calling the shots in San Francisco, and his affinity for the college game is obvious. He’s also already earned a reputation for being something of an unpredictable operator, chiefly with the way he handled the situation with (Bob) Melvin by firing him mere months after committing to hanging onto him for the 2026 season. If there’s an organization that would take a wild swing like this, it very well might be the Giants.” Furthermore, Healy observes the way the college game has changed over the years has made the college-to-MLB transition more tractable as player recruitment and retention are inextricably linked to NIL and revenue sharing. “Ultimately, that’s not all that different from the way the big leagues work. Players want to play in certain cities more than others, but they mostly want to play for the most money in a place that wants to win.” (link)

Athletes.org received over $3M in loans through Co-Founder Jim Cavale’s for-profit company, Athletes Innovations, over its first two years of operations, according to Sportico’s Daniel Libit, who notes that AO “applied for tax-exempt status in June 2023 and waited nearly two years before receiving formal IRS recognition as a 501(c)(4) in May 2025.” According to AO’s first publicly available tax returns, the organization spent $2.14M in 2024, including $711,251 on employee compensation and benefits (none of which was direct compensation to Cavale); $352,611 on advertising and promotions; $296,303 on information technology; $190,141 on travel; and $102,883 on “other consulting.” Also of note from Libit: "Cavale, a former college baseball player, launched INFLCR, the athlete brand-building platform, in 2016 upon selling his stake in a regional fitness-gym chain. INFLCR worked with around 170 college team clients before being acquired by Teamworks in 2019 for $6 million, according to a merger agreement reviewed by Sportico. Cavale’s share of the deal amounted to roughly $4.1 million." (link)

OneTeam Partners and Athlete’s Thread have inked a partnership to expand OneTeam’s college licensing platform with custom NIL merchandise, distributed through Fanatics. Fanatics will extend its co-exclusive relationship with OneTeam to cover the expanded merchandise. In addition to offering revenue sharing through OneTeam’s group program, Athlete’s Thread will extend its affiliate marketing platform to all participating college athletes, allowing them to directly market and profit from their individual NIL apparel. Avenue Capital Group has closed its sports fund, Avenue Sports Fund, with over $1B of capital commitments. The fund focuses on investment opportunities and providing equity capital to sports-related companies such as teams and leagues. It has already invested in a wide range of properties, including The Bay Golf Club in golf league TGL, immersive tech and media company Cosm, the Baltimore Orioles, English soccer club Ipswich Town FC and the United States SailGP Team. It also focuses on women’s sports in upstart and established leagues. The firm is led by former Milwaukee Bucks owner Marc Lasry, who has publicly discussed potential investments into college athletics on a number of occasions. (link)

Yahoo’s Ross Dellenger reports “the 10 non-FBS conferences lobbying to amend the SCORE Act sent Congress a letter in support of its passing. The 10 reached an agreement with power leagues during meetings in Chicago last week over changes in the bill.” From the letter: “Our coalition of ten conferences representing one-third of NCAA Division I, more than 100 universities and over 40K student-athletes write in support of the SCORE Act (H.R. 4312) and its passage in the House. [...] We have consistently supported the key tenets of the SCORE ACT while also seeking important protections for all of Division I. Our coalition is encouraged by the Autonomy Four’s recent commitment to protecting Division I membership standards for all institutions long into the future by requiring a higher threshold to approve future changes. [...] We value the contributions from the student-athletes in the decision-making process, which includes our support for current and recently former student-athletes to have a minimum number of votes on certain intercollegiate athletic associations’ rulemaking bodies.” Full letter. Missouri Valley Conference Commissioner Jeff Jackson talks to The Field of 68’s Jeff Goodman & Rob Dauster, saying “the quicker the better” on NCAA Tournament expansion: “There are so many quality teams. Does anybody think that if Drake didn’t win our tournament [last year] that they didn’t deserve a place in the Field? And I’m not saying that they would not have been able to get into the first 68, but I certainly would go to bed at night feeling a lot more comfortable if there were eight more slots.” More from Jackson: “We probably have a field that’s a little bit too narrow considering how many schools make legitimate investments in the sport of basketball. SEC Network host/analyst Paul Finebaum is “considering” leaving ESPN to run for the U.S. Senate in Alabama as a Republican, per Outkick’s Dan Zaksheske, who notes that Finebaum was reluctant to consider the possibility because recently retired Auburn Men’s Basketball HC Bruce Pearl had expressed interest in the seat. Finebaum: “I was… hesitant at first because I was very aware of Bruce’s interest and [I'm a] huge fan of Bruce… I didn’t take it too seriously. I ended up talking to someone… who made it clear that there was a desire for me to be involved. And this person… was compelling and compassionate in the approach to me, and I started thinking about this. [...] [It would be] impossible to tell [President Trump] no. There's no way I could. I would tell him yes. The biggest issue is the direction of ‘Where are we going [as a country]?’ And I don't like some of that. When I watch a newscast, I know how biased it is because I do this for a living. And that's incredibly disturbing. But I keep all this to myself. I feel this is a cathartic conversation for me because I'm saying some things that I really did not intend to say when I walked in this room.” (link)

An ACC spokesperson has confirmed a Georgia Tech defender should have received a penalty for being offside at the snap with 1:48 left in the Yellow Jackets’ 30-29 (OT) victory over Wake Forest, reports the Winston-Salem Journal’s John Dell. When reached for comment, Wake Forest AD John Currie didn’t want to discuss the specific play but appreciated the league’s swift response to the officials’ error, remarking: “I appreciate the proactive steps Commissioner Jim Phillips and supervisor of officials have taken to establishing the ACC as a leader in transparency for officiating. The speed of the game and complexity of the rules means that officiating mistakes are inevitable, just as they are for coaches, players and AD's for that matter. I believe we should continue to identify opportunities to utilize technology to ensure outcome impacting technical violations can be corrected, without disrupting the flow of the game. … Whether it's giving coaches one challenge per game or having a hot button in the last two minutes of a contest, there are solutions we should explore.” (link)

A Michigan federal judge has dismissed an antitrust lawsuit brought by former Michigan Football student-athletes Denard Robinson, Braylon Edwards, Michael Martin and Shawn Crable, contending they’re owed more than $50M from the NCAA, Big Ten and Big Ten Network over continued use of their NIL. Per Sportico’s Michael McCann, the basic problem with the case is “the former players waited too long to sue. Antitrust claims have a statute of limitations of four years, and these players haven’t played in college for decades. The math is straightforward. While judges can toll statutes of limitations, in effect suspending the statute to allow litigation, none in the [Thurl] Bailey, [Mario] Chalmers, [Terrelle] Pryor and Robinson cases found sufficient reason to do so. [...] The players, who can appeal [U.S. District Judge Terrence G.] Berg’s order to the U.S. Court of Appeals for the Sixth Circuit, seek for their case to become a class action on behalf of college athletes who played prior to June 15, 2016, and whose NIL has been used in videos and other materials without their consent. [...] The four players failed to ‘specifically allege’ that the NCAA, Big Ten and Big Ten Network ‘engaged in fraudulent concealment or otherwise secreted or concealed’ how they’d use the players’ NIL. Not only was there no conspiracy to hide, Berg explained, but the players admit they signed NCAA forms detailing how their publicity rights could be used. Berg therefore concluded the players acknowledge ‘NIL rules were well-known to them.’” More. (link)

The introduction of NIL money and the NCAA lifting its ban on Canadian Hockey League (CHL) players in November 2024 have led to what appears to be a “mass exodus” of players from the league to Division I programs, according to the AP’s John Wawrow, who observes “the influx of CHL talent should elevate college hockey to an even higher standard.” Air Force Men’s Hockey HC Frank Serratore: “We're witnessing a paradigm shift the size of which college hockey's never seen. Like it's massive. I tell you what, DI hockey players have always been members of an exclusive club. And that club is about to become even more exclusive. Many rosters are going to be unrecognizable from a year ago. I've spoken to a lot of coaches who feel their fourth lines this year are going to be as good or better than their second lines.” Per Wawrow, “the floodgates have opened, with College Hockey Insider reporting nearly 325 CHL players committing to U.S. colleges for this season and beyond. [...] Ideally, prospects have the opportunity to enjoy the best of both worlds. The $27.3M New Balance Track & Field and Soccer Complex project features 300K sq. ft. of new athletics infrastructure, including a new access road and parking lot, new LED lights, press boxes and a seating capacity of 525 for soccer and 264 for track & field. Upgrades to the Shawn Walsh Hockey Center include new locker rooms, modern lighting, a new film room with seating for 42, improved branding and player entrance and new coach and support staff offices. The latest edition of the 2025 FBS Attendance Trends database has been released. Appalachian State (116.40%) leads a contingent of 34 schools that have achieved a stadium capacity percentage at 100% or higher through Week 5 of the 2025 campaign. Comparing average attendance change YoY from 2024 to 2025, New Mexico (72.11%) Bowling Green (59.03%) and UTSA (57.17%) hold down the top three spots for largest percentage increase. CBS Sports’ Matt Norlander reports “college basketball's Players Era Festival has agreed to contracts with Louisville, Miami, Missouri, Ohio State and Virginia. Florida also recently joined, which means the Vegas-based NIL event now has 24 of its targeted 32 schools for a mega-event in November of 2026. The contracts for Louisville, Miami, etc., are four-year deals. Negotiations with more teams are nearing the finish line as well, per sources. Michigan Stadium now holds the all-time U.S. ticketed concert attendance record after country artist Zach Bryan drew 112,408 people to his show last Saturday night. The total topped the old mark of 110,905 established by George Strait at a 2024 tour date in Texas. As the first concert in the Big House’s 98-year history, the show moved about $5M in merchandise which show promoter AEG also contends is a U.S. record. (link)
