Notre Dame AD Swarbrick will step down in Q1 2024 and transition to Special Asst. to the President after 15 years leading the Fighting Irish. He will be succeeded by NBC Sports Group Chair/Irish alum Bevacqua, per Sports Illustrated's Forde. Swarbrick: “I feel great about where we are. There’s a sense that it’s the appropriate time. It’s important for Father John to make the selection of the next AD, because I don’t know how much longer he’s going to go.” Bevacqua: “Such a large part of college athletics now, and the success of any athletic program, is baked into the media landscape. Obviously, having a very direct knowledge of where the media landscape is in the U.S., the power of linear television and where that’s heading, the paradigm shift of the direct-to-consumer streaming environment—you kind of add up those elements and I feel like I have the background and the professional experiences to come into this at a good pace. And then you couple that with the comfort of having this wonderful transition period with Jack, I’m going to be pretty well positioned to pick up the torch from Jack.” (link); Also notable from Bevacqua: “I’m a fan of independence, for sure. Mr. Baker Goes to Washington…
+ NCAA President Baker commented during the Arizona’s Future of College Sports Summit that “there’s a fair amount of interest in leadership in both [chambers of Congress]” about NIL reform. However, Baker said the process will continue to be “slow and painstaking.” While sitting on a panel with Knight Commission CEO Perko, Baker indicated it is going to take time and trust that college sports will navigate this period successfully. “I need a whole bunch of people to actually come to the conclusion that I know what I’m doing. And a whole bunch of other things that belong directly to me before I start engaging with (the CFP) on (the revenue distribution model).” (link)
+ For an NIL bill to take effect, Baker believes Congress would have to pass it by the end of the year, before the general election cycle becomes lawmakers’ primary focus. (link)
+ On California’s College Athlete Protection Act: “I don’t think that bill is the answer.” Baker also notes it was a “big mistake for the NCAA not to build a framework around NIL when it had the chance.” Meanwhile, Arizona President Robbins says he believes if the California bill passes, other states will follow. + When asked about the NCAA MBB Tournament’s TV deal, which is locked in for another 12 years: “I’m not going to show one card in what our plans are when involving media rights. … I don’t want to send any message to the market other than we believe all of these opportunities are worth a great deal." In his next 100 days, Baker says he is focused on getting "much more efficient and effective in how we actually act on decisions" at the NCAA. Baker on NIL: “Congress has the ability to do state preemption. The NCAA might be able to do that but it is way more complicated and that is a big part of the reason why Congress has more legitimate authority to create a level playing field." (link)
+ Baker also thinks there’s a “major opportunity to get into the sports betting space and recognize and understand between social media and 31 states legalizing it and anybody who has a phone being able to bet from any place they want and two-thirds to almost three quarters of all people between the ages of 18 and 22 betting on sports,” there a chance to do something about that. The NCAA, he continues, needs to “create a program that we hope we're going to get everybody to endorse around helping [student-athletes] develop the tools and techniques (athletes are) going to need to deal with this stuff.” On championship rights, Baker remains tight-lipped, noting: “I think there are huge opportunities here. But I would never dream of giving anybody who might be waiting to hear anything from me about where I think the biggest and best play's going to be until we actually get into the brass tacks of negotiating something. … But we dramatically underperform across a whole bunch of other revenue raising opportunities…and those items are going to get a lot of attention from us over the course of what I would describe as the next four to six months.” (link)

The Big Ten has released opponents for the 2024 and 2025 seasons, using the Flex Protect Plus model, which includes permanent opponents and “two-play” opponents who will play home-and-home those two years. The guaranteed annual protected matchups are Illinois-Northwestern, Illinois-Purdue, Indiana-Purdue, Iowa-Minnesota, Iowa-Nebraska, Iowa-Wisconsin, Maryland-Rutgers, Michigan-Michigan State, Michigan-Ohio State, Minnesota-Wisconsin, and UCLA-USC. The other two-play opponents for each member institution will change every two years. Game dates for 2024 will be announced later this year. (link)

The Big 12 announces the launch of Big 12 Mexico, the league’s “first international extension that will see Big 12 men's and women's basketball, women's soccer and baseball games held in Mexico. Big 12 Mexico's first contest will be a men's and women's basketball matchup between Kansas and Houston, held in Mexico City at Arena CDMX in December of 2024. Following the launch of Big 12 basketball in Mexico, Big 12 women's soccer and baseball will participate in exhibitions against clubs from the region.” Additionally, as previously reported by ESPN’s Thamel, the Big 12 will explore establishing a football bowl game in Monterrey, starting in 2026. link)

Southwest Sports Partners CEO/former Southland Commissioner Burnett talks about his company’s newly launched Lone Star NIL program, which focuses on NIL deals at a state level, and tells On3’s Prisbell that most student-athletes in Texas are aware of and eager to participate in NIL opportunities but remain underserved. “Somewhat parallel with this is that you’ve got people, parents, students, coaches, others interested in athletics that are just insufficiently educated [on NIL]. They hear about it. They don’t know what it is. And I also see a very robust Texas business community sitting on the sidelines.” Burnett also believes Lone Star NIL could help with player retention, potentially tipping the scales in dissuading some players from leaving. “Because they’re hearing about a definitive NIL deal and think there’s a great deal for them, they shop that around. Some of that gets to that area of it’s not supposed to be that way, and they’re not supposed to do this. That’s what’s happening. You can’t deny that.” More from Burnett. (link)

The New York Senate has passed amended NIL legislation nearly identical to that which was recently passed in Oklahoma. Like the Sooner State’s bill, the New York bill prohibits athletic associations, conferences or other organizations from penalizing universities for participating in NIL. The bill now awaits Governor Hochul’s signature. (link)

Colorado Governor Polis has signed into law the state’s NIL bill, which allows universities to facilitate and solicit deals for student-athletes. The bill also “allows 501(c)(3) entities legally separate from the university to enter into NIL deals. This would include athletic foundations,” according to Kennyhertz Perry attorney Winter. (link)

The Penn State-focused collectives Success With Honor and Lions Legacy Club have merged into a new entity called Happy Valley United. The newly consolidated collective will be staffed by a full-time team and led by a CEO to be named later. Nittany Lions AD Kraft: "Both groups have been great supporters of our NIL efforts to date, but this merger was an important step in our ever-changing collegiate athletics landscape. It was imperative for these two powerful collectives to join forces to provide a large breadth of NIL opportunities for student-athletes in all 31 of our sports programs to continue to push us forward." Georgia Southern has received a “transformational gift” from the Rotary Corporation, which is run by the Nelson family. From GSU’s release: “The arena playing court at the Jack and Ruth Ann Hill Convocation Center, as well as a future baseball premium area (baseball project pending Board of Regents approval), will be named in honor of this substantial gift.
