The Division I Administrative Committee has approved the FBS Oversight Committee’s notification of transfer window dates. Moving forward, the DI football transfer window will be January 2-16. In cases of a head coach change, student-athletes will have a 15-day consecutive window beginning five days after a new coach is hired or announced. Student-athletes whose coaches have already departed are grandfathered in under previous rules. Yahoo’s Ross Dellenger: “Important change and language here: Players whose head coaches have departed get a 15-day portal period five days *after* a new coach is hired.” (link, link)

The Big Ten is considering an investment from the California Public Employees’ Retirement System (CalPERS), according to Front Office Sports’ Amanda Christovich, who reports: “At this point, the Big Ten has put together a proposal for member schools outlining what private capital investment would look like and what investors are in contention—something university presidents would have to approve.” A source adds that up to four firms could invest in the league, and Christovich notes: “Three private-equity firms are in contention, the source said: Apollo Global Management (which just launched a sports-focused fund), Sixth Street Partners, and Ares Management. … The proposal may include CalPERS investing in the Big Ten as a co-investment alongside any or all of the aforementioned PE firms. (In such a deal, CalPERS would invest in the Big Ten entity alongside a PE firm for a minority stake and less control and lower fees.) Pension funds, including CalPERS, have participated in more co-investments recently. It also has a relationship with at least two of the funds courting the Big Ten: In 2024, CalPERS listed investments in Apollo and Ares funds. Or CalPERS could invest directly into the Big Ten on its own. If any such deal goes through, it would create an interesting dynamic for CalPERS: Some employees of UCLA, one of the Big Ten’s members, are eligible for reciprocity agreement with CalPERS for their retirement funds (they can move their retirement funds from those offered by the UC system to those offered by CalPERS). CalPERS declined to comment for this story.” (link)

More from ACC Commissioner Jim Phillips from the league’s Tipoff event. Phillips asserts the league is all-in on rev share: “To the testament of we have added 854.14 in new scholarships. You think about that. 457 on the women's side, okay? That ends up being about a 53% overall number. So the ability now to not have restrictions on Olympic sports and not having some of the challenges that we faced before where you haven't been able to give a person a full scholarship – you know, there were partial scholarships in a lot of those Olympic sports. It really is a testament. When you think about that, that equates to, I don't know, $70M or so in new expenses for our programs. I'm incredibly pleased about that, but that's been the ACC.” On the decision to reduce the conference hoops schedule from 20 to 18 games, and when asked whether he foresees that being in place for the next few years: “I want to see it. I do. Because I’ve also challenged our coaches to use those two additional games to help themselves look like a tournament team. And you get to decide that. I don’t want to be overly prescriptive about that from a league office because some of the coaches are walking into maybe a rebuild, so they may not need to schedule a top 10 or top 15 team, but others are having the ability to schedule a very premier opponent. And what I would say is the best you can do is .500 in games 19 and 20 because you’re playing each other, so that’s the best you can do across 18 schools. This gives our ADs and our coaches the freedom to really use that 19th and 20th former ACC game to help themselves look the part when it comes to Selection Sunday.” (link, link)

Summit League Commissioner Josh Fenton visited with The Field of 68 and had this to say about potential NCAA Tournament expansion: "Can we enhance it? Yes, I think we can enhance it. I’m certainly of the camp that I think expanding the men’s and women’s tournaments to provide more opportunity for a few more teams is a good thing. I’ve said in the past that the business model has to work. You’ve heard from [NCAA Senior VP of Basketball] Dan Gavitt and people at the NCAA that they’ve been working on the business model with media partners, CBS and Turner. I think we’re going to get to a conclusion here, however we get to a conclusion, where expenses can be covered, unit values won’t go down and the business model can be set up to be successful. Then, we can provide more opportunity to a few handfuls of teams who wouldn’t get in otherwise under the current situation.” (link)

Big Ten Chief Medical Officer Jim Borchers sits down with SBJ’s Ben Portnoy and discusses how NIL and revenue sharing are changing the way athletic trainers operate. Borchers explains that the profession “used to be very relationship-driven. You went to your institution. You felt like you were going to be taken care of there. Now, very much, we see in professional sports, that relationship is transactional, and the medical staffs are seen as an agent for the institutions. Now agents and other representatives are having medical opinions much more often from outside influences, which makes the job more difficult. Having to deal with those things is new to college athletics, and introducing a lot of new situations that otherwise, before weren’t nearly as prevalent.” Borchers also adds: “Where are institutions going to go when someone claims that they have a doctor somewhere, that they have a medical condition and they can’t participate and they won’t and there’s a disagreement with the institution’s medical staff? There’re ways to handle that when you’re in an employment agreement, but that’s not where we are in college athletics.” More. (link)

Georgia Tech AD Ryan Alpert met with the Georgia Tech Athletic Association Board of Trustees on Tuesday, and the Atlanta Journal-Constitution’s Chad Bishop reports: “Alpert spoke in detail about he and his staff’s focus on generating revenue and fan engagement. … He also showcased a strategic business model for the GTAA to focus on moving forward. That model included looking for ways to increase funds in the athletic departments, self-generated revenue, philanthropy, the Alexander-Tharpe Fund, philanthropic scholarship support, licensing and merchandise, sponsorships (where Alpert noted Tech is not where it needs to be), tickets sales, unique revenue opportunities (like the Chris Brown concert that was held at Bobby Dodd Stadium on Friday) and investments in NIL. Alpert also touched on Tech football’s increased viewership numbers which are already at more than 10M viewers after the Jackets’ first five games of the season. That’s close to half (21.4M) of what Tech had for the entire 2024 season.” On the facilities front, Alpert noted the Fanning Center at Bobby Dodd Stadium is still on track for completion in late March or early April, and the department has hired architectural firm Ewing Hull and general contractors Barsfield and Gorrie to help facilitate the ongoing renovation plans for Bobby Dodd Stadium. McNeese State has inked a 15-year, $4.5M naming rights deal with Townsley Law Firm to rename the Legacy Center as Townsley Law Arena. Cowboys AD Heath Schroyer: "The Townsley Law Arena is one piece of a strategic plan [McNeese President] Dr. [Wade] Rousse and I put together years ago. He believed, as do I, that when an institution is fiscally reasonable and strategic in their investment of college athletics it will positively affect enrollment and retention, which elevates our community and region. Indiana State AD Nathan Christensen notes the Sycamores’ Investor Society now has over 60 members. Membership begins at $25K and can be pledged over a period of up to five years. Also from Christensen: “We're also finalizing our Athletics Facility Master Plan in collaboration with Indianapolis based firm RATIO. This plan is focused on enhancing the student-athlete experience and identifying new opportunities to generate revenue for our department. Boise State and Idaho State have agreed to a 2030 football matchup in Boise. Broncos AD Jeramiah Dickey: “We appreciate Pauline Thiros, Idaho State Director of Athletics, and the Bengal football program for helping make this matchup happen. … I can’t say enough about Pauline. She’s an elite athletic director and does a great job representing her institution and really have enjoyed getting to know her over the course of my time here at Boise State. And just grateful to be able to lock arms and partner. She loves this state as much as I do.” Thiros adds: “I think once we found a date, it took us maybe three days to actually just get everything through our legal departments. We didn’t have to split many hairs at all. … [Dickey] is a great partner. We love our relationship with Boise State, and I’m so glad to get this game on the schedule.” (link)

Vanderbilt-Alabama was the most-watched football game of the weekend, delivering 6.4M viewers to ABC. Miami (FL)-Florida State was next at 6M (also on ABC), followed by Wisconsin-Michigan (4.627M on Fox) and Texas-Florida (4M on ESPN). Michigan State-Nebraska brought in 1.5M viewers to FS1. ABC is averaging 6.9M viewers through the first six weeks, marking the network’s best ever start to a college football season. In remarks during today’s ACC Tipoff, Commissioner Jim Phillips explained why the conference is in favor of the SCORE Act & noted there is “language in the SCORE Act about degree completion, and it's beyond just completion after their eligibility is over. It's come back to school. If you haven't finished, for whatever reason, come back to school. We're going to pay for that. Medical care post-eligibility, which we have not had, right? Some schools have done it, but not across the board. This is across Division I. … If we don't get the SCORE Act or something very similar to the SCORE Act, I'm just stating there is trouble for college sports at a time when we're trying to modernize it and we're trying to settle it down. So we need to continue to push forward on that. At the end of the day we've talked in here before about it's disappointing that we've had to go to Washington D.C. to help us, because we've been – and I take responsibility – we've been off stray in some of our decisions in the past and it's tough now to have to go to D.C. to get some of those things done, but that's where we find ourselves.” Phillips also points out that “we're coming off a year where we've generated more revenue than we ever have. I believe we'll reach over $800M this year. Made over $700M this year. $800M is the goal or more next year. We've got the viewership incentives. We've got the incentives for performance. We'll start now getting schools in the $50M mark or so. That's advancement.” (link)

Representative Michael Baumgartner (R-WA) has introduced the “Protect College Sports from Private Equity and Foreign Influence Act” (PROTECT Act) aimed at “blocking private equity deals with athletic departments or conferences,” according to Front Office Sports’ Amanda Christovich, who notes the bill attempts to block hedge or foreign sovereign fund deals by amending “the Higher Education Act of 1965 to say that no school or conference could sell an ownership stake or transfer ‘profit, net-revenue, or gross revenue’ to a sovereign wealth fund, private equity fund, or hedge fund. (That includes outside entities created to spin off assets like media rights or real estate.) It also prohibits any type of deal that ‘grants such firm or fund control rights over athletics decisions, institutional branding, scheduling, personnel, or student participation.’ Other financial agreements, like donor gifts, bank loans, public bonds, or vendor contracts would still be allowed.“ Lots more. The SAFE Act is “as notable for what it omits as for what it includes,” writes Sportico’s Daniel Libit and Michael McCann, who posit the Democrat-sponsored legislation “steers clear of the two most pressing and controversial issues in the college sports reform debate: whether the NCAA and other college sports governing bodies should be inoculated from future antitrust litigation; and whether college athletes should be entitled to collectively bargain.” U.S. Senator Maria Cantwell (D-WA): “Collective bargaining certainly would be one way to manage the system, but this is where we are today.” Former National Labor Relations Board General Counsel Jennifer Abruzzo, who “forcefully advocated for recognizing college athletes as employees” during her tenure, argues taking a passive collective bargaining approach is misguided. Abruzzo: “Leaving it to the play of economic forces will create chaos, in my opinion. It’s got to be full robust collective bargaining rights, not whatever may be cherry-picked by schools (as in) their players’ best interests,” and only Congress can ensure that. Libit and McCann note “Democratic sources say that the three senators’ decision not to codify collective bargaining rights in writing largely recognized the reality that the college sports market has increasingly come to embrace the concept—if not, the coinage—on its own,” before adding “the chances of the SAFE Act actually passing this GOP-dominated Congress are next to nil.” More. NIL Wire’s Kyle Rowland observes the College Sports Commission “might be the only organization with a lower approval rating than Congress,” adding “athletic directors and administrators are mostly exasperated about the group’s inability to ‘operate within a flawed framework and environment.’” With several major conference collectives now openly bypassing the NIL Go clearinghouse and House (settlement) rules, one Group of 6 AD told Rowland the CSC is “probably a long shot because it appears the P4 is resisting much of what they put forth.” Noting the irony that the CSC was the power conferences’ idea, Rowland mentions belief that current deal approval lag time issues will improve as NIL Go’s headcount scales over time. Some ADs might not be so certain of that, however, as one AD tells Rowland the CSC is full of “smart people, but set up to fail,” while another cites “frustration and exhaustion” with the group. Texas Tech unveils a new suite of athletics-specific marks, including a modernized Double T logo, that will adorn all Red Raiders Athletics uniforms starting in the 2026-27 academic year. TTU AD Kirby Hocutt: “This multi-year project will propel our athletics brand further into this new era of college athletics where Texas Tech will continue to lead at a national level." Efforts to modernize the Double T logo were launched following a LDWW brand audit and coincided with the start of a new 10-year agreement with Adidas in July 2024 to serve as TTU’s footwear, uniform, apparel and accessory partner. In addition to Adidas, Texas Tech Athletics also partnered with Torch Creative to develop new secondary marks and Raider Red caricatures, while the rearing Masked Rider can also be paired with the modernized Double T to form one of Texas Tech's two new tertiary marks. Included in the two-story building are a locker room with a living room-style space with couches, televisions and video games, personalized lockers grouped by position, a bathroom that includes a barber shop chair for haircuts, a new equipment room with a modular wall-mounted shelving system that forms a floor-to-ceiling storage wall and spaces for coaches, including their own locker rooms, a large conference room for staff meetings and positional meeting rooms. ➤ Northwestern State has installed three total new Watchfire high-resolution video scoreboards at a pair of its athletics facilities. As part of renovations to the University’s baseball stadium, Brown-Stroud Field, the school added a 10mm LED video scoreboard measuring 17 feet tall-by-40 feet wide, providing video replays, player statistics, and sponsorship opportunities. Inside Prather Coliseum, home to the Demon Women’s Volleyball and Men’s & Women’s Basketball teams, two new videoboards have been installed, measuring 9 feet-by-16 feet and 15 feet-by-25 feet with 3.9mm pixel pitch.
