The College Sports Commission has launched its anonymous tipline in partnership with RealResponse. CSC CEO Bryan Seeley: “This anonymous tipline provides an essential tool for identifying potential rules violations, gathering additional information and ultimately enforcing these new rules. We’re committed to robust enforcement of the rules while protecting those who come forward with useful information.” RealResponse Founder and CEO David Chadwick: “With the House settlement reshaping the college sports landscape, new opportunities and challenges have emerged, making integrity and accountability more important than ever. This partnership ensures there is a safe, trusted channel to report potential rules violations. We’re proud to help the CSC protect fairness, maintain a level playing field, and give every stakeholder the confidence to speak up when rules are at risk of being broken.” (link)

Accordingly, check out the CSC’s new anonymous reporting page. (link)

More from Seeley to the AP’s Eddie Pells: “There are some deals that are submitted to NIL Go, certainly a minority of deals, that are problematic. They either have errors in data entry, or indicators of (forbidden) pay for play. There is heightened review of those deals and heightened review takes time. That is not a bug in the system. That’s a feature of the system.” (link)

The Division I Administrative Committee adopts a proposal permitting student-athletes and athletics department staff to bet on professional sports. The rule change must be approved by all three NCAA divisions with Division II and III expected to consider the proposal during their respective October meetings. If approved, the rule would then go into effect on Nov. 1. The NCAA’s prohibition on collegiate sports betting, and sharing information about college competitions with other bettors, remains in place with the committee also noting the action is not an endorsement of sports betting, particularly for student-athletes. The rule change was also supported by the Division I Student-Athlete Advisory Committee, which requested that the change come with continued and enhanced education and support for college athletes to prevent problem gambling among student-athletes. (link)

Kansas State AD Gene Taylor reacts to the NCAA Administrative Committee’s vote to remove restrictions on student-athlete and staff pro sports gambling by remarking: “What are we thinking? This makes no sense to me. Let’s hope the leadership at DII and DIII think this through a lot more and vote not to pass this.” (link)

The DI Administrative Committee has also introduced a proposal that would modify rules for commercial logos on student-athletes' equipment, uniforms and apparel for non-NCAA championship competition. Under existing rules, the only commercial logo permitted on student-athletes' equipment or apparel during regular-season games is the logo of the equipment or apparel manufacturer. If the proposal is adopted, schools could place two additional commercial logos on uniforms and pregame/postgame apparel during non-NCAA championship competition. Furthermore, one additional commercial logo would be permitted on equipment used by student-athletes. The committee directed the playing rules committees and subcommittees to review the proposal and make sport-specific recommendations on national standards for placement of commercial logos. A final proposal is expected to be considered for a final vote in January. If adopted in January, rules changes for apparel and equipment would be effective August 1. The Administrative Committee also renamed itself and will be known moving forward as the Division I Cabinet. (link)

Stanford has received a $50M gift from former Cardinal football student-athlete and longtime major donor Bradford M. Freeman, according to ESPN’s Pete Thamel, who notes its the largest individual gift in Stanford football history outside of facilities and an unusually large one for an individual program as most donations of that value are normally tied to buildings or facilities. In honor of Freeman’s gift, both a Stanford Stadium tunnel and gate will be named in his honor. (link)

USA Today has updated its list of the highest paid Football HCs around the industry, starting with Georgia HC Kirby Smart ($13.28M) and followed by Ohio State HC Ryan Day ($12.57M), USC HC Lincoln Riley ($11.53M), Clemson HC Dabo Swinney ($11.44M), Texas HC Steve Sarkisian ($10.8M), Oregon HC Dan Lanning ($10.4M), Alabama HC Kalen DeBoer ($10.25M), LSU HC Brian Kelly ($10.17M), North Carolina HC Bill Belichick ($10.1M), and Ole Miss HC Lane Kiffin, Kentucky HC Mark Stoops, Missouri HC Eli Drinkwitz and Tennessee HC Josh Heupel ($9M) in the top 10. Despite the addition of up to $20.5M in new expenses, coaches’ salaries continue to increase, and USA Today’s Brent Schrotenboer, Steve Berkowitz and John Heasly wonder where the money is coming from. In Colorado’s case, the answer is “TBD.” The trio writes: “USA Today Sports has submitted several requests to Colorado since May for records that show the athletic department’s revenue and expense estimates for the current fiscal year. In response, Colorado said it didn’t have documents responsive to these requests. The university then provided a document on September 10 that shows estimated expenses for the current fiscal year at $164.9M, about $24M more than the estimated expenses for fiscal year 2025 and $27M more than fiscal 2024. Most of that increase can be attributed to football expenses and the new $20.5M cost for players…but Colorado said it doesn’t have anything to provide in writing that spells out where it’s getting the money to pay for that and [Football HC Deion] Sanders’ new contract.” CU in a statement: “Due to new opportunities presented by the House settlement, the budget for FY26 has required extensive conversations with our campus partners as well as our Board of Regents. CU Athletics is preparing for House implementation with a singular focus on revenue generation, which includes donations, multi-media rights, outside events and other sources, particularly the immense ancillary benefits the university receives thanks to head football coach Deion Sanders.” (link)

Is Georgia ready to strike a sponsorship deal for on-field logos between the hedges at Sanford Stadium? According to The Athens Banner-Herald’s Marc Weiszer, the answer appears to be yes. UGA Senior Assoc. AD for Marketing and Revenue Strategy Alan Thomas: “I don’t think there’s any doubt you’re going to see it in the future. The question is when will that be, who will that be? That is really all going to be determined by what becomes the right value and who the right partner is to structure the right deal.” Thomas says Georgia has a list of “potential partners” that would be a good fit for a football corporate on-field logo he envisions would go on the 25-yard line opposite the SEC logo. He also adds that such a deal could be tied into a more expansive deal to include radio advertisements and other venue signage, while estimating other current league deals could range from the “mid- to high-six figures and some places could be low seven figures,” annually. Nebraska Women’s Volleyball is set to reseat John Cook Arena, per On SI’s Lincoln Arneal. Arneal: “Renewal rates for season tickets are at 99%, which is practically unheard of in the industry. Only 20 people came off the wait list each year (when seats weren’t added), which left many interested individuals to turn to the secondary market. Athletic Department officials mentioned that families and younger fans are currently left out. … The reseat will also help generate more revenue for the Athletic Department. Currently, volleyball tickets and tied-in donations generate $4.5Min revenue. The expanded capacity and new donation levels are expected to generate around $8M, excluding increased general donations that individuals will make to enhance their donor rank. [...] With the reseat happening for the 2026 season, the process will move along quickly. In November, they plan to reveal the final design as well as the price level and donation levels for each seat. The Husker Athletic Fund donor level will lock on March 18, 2026. Donors and season ticket holders will be informed … of their selection date and time in April 2026. The actual seat selection process will start on June 8 and last until mid-July.” (link)

The Big Ten is considering an investment from the California Public Employees’ Retirement System (CalPERS), according to Front Office Sports’ Amanda Christovich, who reports: “At this point, the Big Ten has put together a proposal for member schools outlining what private capital investment would look like and what investors are in contention—something university presidents would have to approve.” A source adds that up to four firms could invest in the league, and Christovich notes: “Three private-equity firms are in contention, the source said: Apollo Global Management (which just launched a sports-focused fund), Sixth Street Partners, and Ares Management. … The proposal may include CalPERS investing in the Big Ten as a co-investment alongside any or all of the aforementioned PE firms. (In such a deal, CalPERS would invest in the Big Ten entity alongside a PE firm for a minority stake and less control and lower fees.) Pension funds, including CalPERS, have participated in more co-investments recently. It also has a relationship with at least two of the funds courting the Big Ten: In 2024, CalPERS listed investments in Apollo and Ares funds. Or CalPERS could invest directly into the Big Ten on its own. If any such deal goes through, it would create an interesting dynamic for CalPERS: Some employees of UCLA, one of the Big Ten’s members, are eligible for reciprocity agreement with CalPERS for their retirement funds (they can move their retirement funds from those offered by the UC system to those offered by CalPERS). CalPERS declined to comment for this story.” (link)

More from ACC Commissioner Jim Phillips from the league’s Tipoff event. Phillips asserts the league is all-in on rev share: “To the testament of we have added 854.14 in new scholarships. You think about that. 457 on the women's side, okay? That ends up being about a 53% overall number. So the ability now to not have restrictions on Olympic sports and not having some of the challenges that we faced before where you haven't been able to give a person a full scholarship – you know, there were partial scholarships in a lot of those Olympic sports. It really is a testament. When you think about that, that equates to, I don't know, $70M or so in new expenses for our programs. I'm incredibly pleased about that, but that's been the ACC.” On the decision to reduce the conference hoops schedule from 20 to 18 games, and when asked whether he foresees that being in place for the next few years: “I want to see it. I do. Because I’ve also challenged our coaches to use those two additional games to help themselves look like a tournament team. And you get to decide that. I don’t want to be overly prescriptive about that from a league office because some of the coaches are walking into maybe a rebuild, so they may not need to schedule a top 10 or top 15 team, but others are having the ability to schedule a very premier opponent. And what I would say is the best you can do is .500 in games 19 and 20 because you’re playing each other, so that’s the best you can do across 18 schools. This gives our ADs and our coaches the freedom to really use that 19th and 20th former ACC game to help themselves look the part when it comes to Selection Sunday.” (link, link)

Summit League Commissioner Josh Fenton visited with The Field of 68 and had this to say about potential NCAA Tournament expansion: "Can we enhance it? Yes, I think we can enhance it. I’m certainly of the camp that I think expanding the men’s and women’s tournaments to provide more opportunity for a few more teams is a good thing. I’ve said in the past that the business model has to work. You’ve heard from [NCAA Senior VP of Basketball] Dan Gavitt and people at the NCAA that they’ve been working on the business model with media partners, CBS and Turner. I think we’re going to get to a conclusion here, however we get to a conclusion, where expenses can be covered, unit values won’t go down and the business model can be set up to be successful. Then, we can provide more opportunity to a few handfuls of teams who wouldn’t get in otherwise under the current situation.” (link)

Big Ten Chief Medical Officer Jim Borchers sits down with SBJ’s Ben Portnoy and discusses how NIL and revenue sharing are changing the way athletic trainers operate. Borchers explains that the profession “used to be very relationship-driven. You went to your institution. You felt like you were going to be taken care of there. Now, very much, we see in professional sports, that relationship is transactional, and the medical staffs are seen as an agent for the institutions. Now agents and other representatives are having medical opinions much more often from outside influences, which makes the job more difficult. Having to deal with those things is new to college athletics, and introducing a lot of new situations that otherwise, before weren’t nearly as prevalent.” Borchers also adds: “Where are institutions going to go when someone claims that they have a doctor somewhere, that they have a medical condition and they can’t participate and they won’t and there’s a disagreement with the institution’s medical staff? There’re ways to handle that when you’re in an employment agreement, but that’s not where we are in college athletics.” More. (link)

Georgia Tech AD Ryan Alpert met with the Georgia Tech Athletic Association Board of Trustees on Tuesday, and the Atlanta Journal-Constitution’s Chad Bishop reports: “Alpert spoke in detail about he and his staff’s focus on generating revenue and fan engagement. … He also showcased a strategic business model for the GTAA to focus on moving forward. That model included looking for ways to increase funds in the athletic departments, self-generated revenue, philanthropy, the Alexander-Tharpe Fund, philanthropic scholarship support, licensing and merchandise, sponsorships (where Alpert noted Tech is not where it needs to be), tickets sales, unique revenue opportunities (like the Chris Brown concert that was held at Bobby Dodd Stadium on Friday) and investments in NIL. Alpert also touched on Tech football’s increased viewership numbers which are already at more than 10M viewers after the Jackets’ first five games of the season. That’s close to half (21.4M) of what Tech had for the entire 2024 season.” On the facilities front, Alpert noted the Fanning Center at Bobby Dodd Stadium is still on track for completion in late March or early April, and the department has hired architectural firm Ewing Hull and general contractors Barsfield and Gorrie to help facilitate the ongoing renovation plans for Bobby Dodd Stadium. Don’t miss the latest edition of CRO.ticker, which hit inboxes yesterday morning and includes a look at how Topgolf is embracing its customers’ football fandom, how brands are approaching the use of AI images in campaigns, new facilities & revenue projects from the Miami Heat and Fulham FC, FIFA World Cup ticket fee hikes and more. Also in this issue: Mars Wrigley North America CMO Gabrielle Wesley offers some advice for marketers who are operating during a period of uncertainty: “There’s a lot of talk about resilience, but the scary thing about resilience is that you only develop it if something doesn’t work out. Resilience comes from falling down and figuring out how to get up again. We also hear about speed, yet the dark side of speed is that you can go fast in the wrong direction. Leaders have to not only fail fast but also quickly gather the learnings. When something goes wrong, I always ask, ‘What are we doing differently next time? What systems are we putting in place? What information will we need in advance?’ If we can get comfortable talking about why something didn’t work, we’re better positioned to succeed in the future.” Sign up now if you haven’t already! McNeese State has inked a 15-year, $4.5M naming rights deal with Townsley Law Firm to rename the Legacy Center as Townsley Law Arena. Cowboys AD Heath Schroyer: "The Townsley Law Arena is one piece of a strategic plan [McNeese President] Dr. [Wade] Rousse and I put together years ago. He believed, as do I, that when an institution is fiscally reasonable and strategic in their investment of college athletics it will positively affect enrollment and retention, which elevates our community and region. Boise State and Idaho State have agreed to a 2030 football matchup in Boise. Broncos AD Jeramiah Dickey: “We appreciate Pauline Thiros, Idaho State Director of Athletics, and the Bengal football program for helping make this matchup happen. … I can’t say enough about Pauline. She’s an elite athletic director and does a great job representing her institution and really have enjoyed getting to know her over the course of my time here at Boise State. And just grateful to be able to lock arms and partner. She loves this state as much as I do.” Thiros adds: “I think once we found a date, it took us maybe three days to actually just get everything through our legal departments. We didn’t have to split many hairs at all. … [Dickey] is a great partner. We love our relationship with Boise State, and I’m so glad to get this game on the schedule.” (link)
