In remarks during today’s ACC Tipoff, Commissioner Jim Phillips explained why the conference is in favor of the SCORE Act & noted there is “language in the SCORE Act about degree completion, and it's beyond just completion after their eligibility is over. It's come back to school. If you haven't finished, for whatever reason, come back to school. We're going to pay for that. Medical care post-eligibility, which we have not had, right? Some schools have done it, but not across the board. This is across Division I. … If we don't get the SCORE Act or something very similar to the SCORE Act, I'm just stating there is trouble for college sports at a time when we're trying to modernize it and we're trying to settle it down. So we need to continue to push forward on that. At the end of the day we've talked in here before about it's disappointing that we've had to go to Washington D.C. to help us, because we've been – and I take responsibility – we've been off stray in some of our decisions in the past and it's tough now to have to go to D.C. to get some of those things done, but that's where we find ourselves.” Phillips also points out that “we're coming off a year where we've generated more revenue than we ever have. I believe we'll reach over $800M this year. Made over $700M this year. $800M is the goal or more next year. We've got the viewership incentives. We've got the incentives for performance. We'll start now getting schools in the $50M mark or so. That's advancement.” (link)

Representative Michael Baumgartner (R-WA) has introduced the “Protect College Sports from Private Equity and Foreign Influence Act” (PROTECT Act) aimed at “blocking private equity deals with athletic departments or conferences,” according to Front Office Sports’ Amanda Christovich, who notes the bill attempts to block hedge or foreign sovereign fund deals by amending “the Higher Education Act of 1965 to say that no school or conference could sell an ownership stake or transfer ‘profit, net-revenue, or gross revenue’ to a sovereign wealth fund, private equity fund, or hedge fund. (That includes outside entities created to spin off assets like media rights or real estate.) It also prohibits any type of deal that ‘grants such firm or fund control rights over athletics decisions, institutional branding, scheduling, personnel, or student participation.’ Other financial agreements, like donor gifts, bank loans, public bonds, or vendor contracts would still be allowed.“ Lots more. The SAFE Act is “as notable for what it omits as for what it includes,” writes Sportico’s Daniel Libit and Michael McCann, who posit the Democrat-sponsored legislation “steers clear of the two most pressing and controversial issues in the college sports reform debate: whether the NCAA and other college sports governing bodies should be inoculated from future antitrust litigation; and whether college athletes should be entitled to collectively bargain.” U.S. Senator Maria Cantwell (D-WA): “Collective bargaining certainly would be one way to manage the system, but this is where we are today.” Former National Labor Relations Board General Counsel Jennifer Abruzzo, who “forcefully advocated for recognizing college athletes as employees” during her tenure, argues taking a passive collective bargaining approach is misguided. Abruzzo: “Leaving it to the play of economic forces will create chaos, in my opinion. It’s got to be full robust collective bargaining rights, not whatever may be cherry-picked by schools (as in) their players’ best interests,” and only Congress can ensure that. Libit and McCann note “Democratic sources say that the three senators’ decision not to codify collective bargaining rights in writing largely recognized the reality that the college sports market has increasingly come to embrace the concept—if not, the coinage—on its own,” before adding “the chances of the SAFE Act actually passing this GOP-dominated Congress are next to nil.” More. NIL Wire’s Kyle Rowland observes the College Sports Commission “might be the only organization with a lower approval rating than Congress,” adding “athletic directors and administrators are mostly exasperated about the group’s inability to ‘operate within a flawed framework and environment.’” With several major conference collectives now openly bypassing the NIL Go clearinghouse and House (settlement) rules, one Group of 6 AD told Rowland the CSC is “probably a long shot because it appears the P4 is resisting much of what they put forth.” Noting the irony that the CSC was the power conferences’ idea, Rowland mentions belief that current deal approval lag time issues will improve as NIL Go’s headcount scales over time. Some ADs might not be so certain of that, however, as one AD tells Rowland the CSC is full of “smart people, but set up to fail,” while another cites “frustration and exhaustion” with the group. Texas Tech unveils a new suite of athletics-specific marks, including a modernized Double T logo, that will adorn all Red Raiders Athletics uniforms starting in the 2026-27 academic year. TTU AD Kirby Hocutt: “This multi-year project will propel our athletics brand further into this new era of college athletics where Texas Tech will continue to lead at a national level." Efforts to modernize the Double T logo were launched following a LDWW brand audit and coincided with the start of a new 10-year agreement with Adidas in July 2024 to serve as TTU’s footwear, uniform, apparel and accessory partner. In addition to Adidas, Texas Tech Athletics also partnered with Torch Creative to develop new secondary marks and Raider Red caricatures, while the rearing Masked Rider can also be paired with the modernized Double T to form one of Texas Tech's two new tertiary marks. ➤ Northwestern State has installed three total new Watchfire high-resolution video scoreboards at a pair of its athletics facilities. As part of renovations to the University’s baseball stadium, Brown-Stroud Field, the school added a 10mm LED video scoreboard measuring 17 feet tall-by-40 feet wide, providing video replays, player statistics, and sponsorship opportunities. Inside Prather Coliseum, home to the Demon Women’s Volleyball and Men’s & Women’s Basketball teams, two new videoboards have been installed, measuring 9 feet-by-16 feet and 15 feet-by-25 feet with 3.9mm pixel pitch. CollegeAD breaks down the details of new Ohio AD Slade Larscheid’s contract, which officially began on September 15, 2025, and runs through September 14, 2030, with the possibility of a two-year extension. Larscheid will earn an annual base salary of $365K and is eligible for a yearly salary raise based on performance and the university's raise pool guidelines. Bonus compensation will not exceed 20% of his annual salary. Should the Bobcats terminate the contract without cause, they will owe Larscheid the following: If terminated in Years 1-2: two years of remaining salary; if terminated in Year 3: 18 months of remaining salary; if terminated in Year 4: one year of remaining salary; if terminated in Year 5: any remaining salary. He will also be owed any incentives earned to date. Should Larscheid terminate the contract early for any reason, he would owe the same amounts based on the same timetable. (link)

More from Texas Tech Board of Regents Chair Cody Campbell’s Q&A with Puck’s John Ourand, who asks Campbell to explain where there is an extra $7B to be made by pooling media rights at a time when networks are cutting costs. Campbell replies: “College athletics severely under-monetizes itself. Beyond football and basketball, we have all these other sports that people are interested in, like volleyball, women’s basketball, baseball, softball. People want to watch these sports. But when the schools sign over their media rights, they sign over the rights to every sport. So if a network chooses to not platform women’s basketball, for example, there’s no opportunity for that sport to grow fandom or viewership. The NFL dictates exactly which games are broadcast on which networks at what time. We could do the exact same thing with our women’s sports and Olympic sports, and actually grow those into sports that make money if we had more control over how things are broadcast. I’m not so sure that the media companies are going to be opposed to this. What they want is more live content.” (link)

On this week’s CRO.ticker Margins of Victory podcast, Colorado State AD John Weber joins Loyola Marymount AD Craig Pintens to discuss several topics, including CSU’s approach in the rev-share era. Weber explains that “for us, there aren’t enough expenses to reduce for us to get anywhere near that number…so for us, it’s going to be how do we generate more and more revenue with different streams? And it starts with our move to the Pac-12. That was an opportunity for us to uplift our brand…to build a conference in a way that I think can be very differential. … There are some revenue-generation opportunities there that may be unique to that conference. … We’ve got naming rights, we’ve got sponsorships that we can do…really special donor experiences, partnerships…it’s going to take a collection of a whole bunch of things to get to that number.” Weber adds that “I’ve been in the high-tech industry for nearly three decades. And by and large, I was a part of very disruptive organizations, very disruptive industries, disruptive companies, disruptive technology. And…if you look at college athletics right now, there’s a lot of parallels with what I’ve worked through in my private-sector career and what I’m doing now. It’s certainly a lot more public…but at the end of the day, most businesses are people businesses – it’s who you surround yourself with…the culture that you build.” For more, check out the full podcast. North Texas AD Jared Mosley explains that to mitigate any decline in football attendance, the Mean Green need to focus on season ticket sales – which count for every home game – and pulling the right levers to encourage fans to come out for every game. "There is a part of this like we've got to continue to chip away at growing the season ticket base because it does minimize the impact of a game like that. But two, we've got to figure out the solution to just get people to want to be here and step up." Mosley adds that it comes back to replicating the "behaviors that some of our most loyal donors are doing that have been a part of the solution" among the total alumni base. "At some point you’ve just got to say, 'Am I willing to support my school and be a part of an exciting time or am I just going to stay on the sidelines and continue to wait to jump in?’ And I think we're starting to see a lot of people jump in with us." Missouri State's move to Conference USA is showing early signs of success, according to Bears AD Patrick Ransdell, who says: "It's been a great start to the season, probably could not have really designed it to be a whole lot better. … Our social media has seen a massive increase, 67% increase in our Facebook and Instagram following. We've had 3.3M views on our Instagram over the past 30 days. The entire last year was around 7M." Ransdell also says the home football games have averaged 13,190 in attendance compared to "just over 9,000" last year. "We've seen an increase of about 3,500 fans per game so far this season. The most important and I think most exciting part of that is our students. Last year, through the first three games, was about 1,844. This year, it's been 3,232 – your average student attendance. … We've moved their tailgating location. That has seemed to work out really well and they're coming into the stadium more and more this year, which is really good.” (link)

Collegiate Sports Connect has compiled the football season ticket pricing maps for every school in the Power 4. The color-coded maps depict things like how much tickets cost in each section, seat types, whether a donation is required (and how much) and more. For the SEC, data indicates the average cost per seat on the home 50-yard line halfway up the lower bowl is $2,393. The most expensive of those seats is in Neyland Stadium, where Tennessee charges a total of $5,060, which consists of a $4K gift, $450 for the ticket, $150 license fee, plus the recently added 10% talent fee ($460). The least expensive is Vanderbilt, where the $645 cost includes a $295 gift and a $350 ticket. Diving deeper into the figures, the average cost of the least expensive season ticket option is $441, with Georgia offering the most expensive option ($810 = $250 gift + $560 ticket), while Missouri has the least expensive ($149 = ticket, no donation required). Half of the schools in the SEC require a seat donation/gift/contribution/etc. on every season ticket seat while half do not. (link)

Tarleton State has reinstated Men’s Basketball HC Billy Gillispie after reviewing an anonymous complaint. While the school has not revealed any details about the complaint, Texans AD Steve Uryasz says: “The welfare of our student-athletes is of the utmost importance to Tarleton State University and the Texas A&M System. How will the influx of international men’s basketball players coming to the U.S. during the NIL/revenue sharing era actually perform on the court? Per Hoops HQ’s Seth Davis, count Arizona Men’s Basketball HC Tommy Lloyd among the skeptics as he observes: “One thing I know about Europe is that just because someone had success over there doesn’t guarantee that they’re going to have success over here. I’ve had a lot of good players I recruited from Europe and I’m like, man, how did it not work for that guy? I don’t know if it’s just a different coaching style, different style of play, confidence, homesickness. There could be a lot of reasons. Plus, a lot of these international guys got a lot of money. So I want to pump the brakes on that because there could be a lot of disappointed people.“ More. (link)

The Washington Post’s Ben Strauss reports after ESPN/SEC Network host Paul Finebaum’s interview with OutKick’s Clay Travis “several people familiar with Finebaum’s situation offered competing views of what’s happening at the network. ESPN, one person said, has rotating schedules and could be looking for new talent to replace Finebaum in the event he actually leaves to get into politics. … Others found it beyond coincidence that the week after Finebaum had gone scorched earth on ESPN, he was suddenly less visible, especially during the heart of college football season.” Strauss also observes that “what several network insiders and political observers agreed on, though, was that Monday’s news cycle is a tough one for ESPN, which has desperately sought to avoid the political spotlight. Longtime South Carolina open-records advocate Frank Heindel has sued South Carolina to force the release of the Gamecocks’ revenue-sharing contracts with student-athletes – with their names redacted. After USC denied his initial FOIA request by labeling the contracts “scholastic records” under federal privacy law, Heindel last week filed a pro se lawsuit invoking a 2017 state provision that requires a court hearing within 10 days, something the Post & Courier’s Cindi Ross Scoppe contends could shut down the “abusive delay game that government entities use to run up costs and discourage people from suing for ignoring the clear language of the open-records and open-meetings law.” Heindel’s suit argues FERPA doesn’t cover employment-style contracts and, even if it did, records can be released once personally identifiable information is removed. It also contends USC can’t now switch to other exemptions because its denial cited only FERPA. Heindel says public universities’ payments “to anyone…including student athletes” are public records and wants transparency to assess fairness around clauses on injury, termination/clawbacks, discipline, and dispute resolution. Heindel has a series of winning FOIA cases over the last 20 years and argues that if the university wants secrecy, “they ought to go private.” (link)

TarHeel247’s Andrew Jones reports that facing mounting pressure, North Carolina relented Monday morning and posted on X about former Tar Heel & current New England Patriots quarterback Drake Maye, breaking what appeared to be a mandate for UNC’s social media accounts to ignore Maye’s on-field professional accomplishments as part of an ongoing feud between North Carolina HC Bill Belichick and the Patriots’ organization. A program source remarked: “We have content coming out from NFL players yesterday including Drake.” Per Jones, “the last time UNC's X account had tweeted a Maye highlight was September 14 when he scored a rushing touchdown in a win over the Miami Dolphins. [...] Since the last Maye clip tweeted by the UNC account, he has thrown four touchdown passes, run for another, passed for 748 yards, and had a big game Sunday night on national television. Yet, nothing from the Carolina Football X account.” (link)

Wells Fargo Securities equity analyst Steven Cahall, in a report this week, predicted ESPN’s DTC platform will have 1.5M to 2M subscribers by the end of the year and 32M by 2030 (10M from ESPN+, and 22M for Flagship). Cahall set a price target for Disney of $159 per share and tells Puck’s John Ourand: “Wall Street has underestimated the size of [the cord-never] market.” Ourand asked Cahall why he was feeling so bullish, and Call cited subscriber counts at both Peacock and Paramount+. “That says to me that there is a big universe of cord-cutters and cord-nevers that have some amount of interest in sports, and they haven’t been served up a product that fits that lifestyle. Everything has been based around the bundle, which has a really big paywall. That’s probably a habit that is changing with generations.” (link)
