Yahoo Sports’ Ross Dellenger reports a University of California pension system investment fund is in negotiations to infuse about $2.4B in immediate cash into the Big Ten and its 18 schools to create a subsidiary, Big Ten Enterprises. Those with knowledge of the negotiations spoke anonymously on the potential 20-year agreement with the investment fund, better known as UC Investments, a $190B entity responsible for managing the system’s portfolio. A decision is expected in a matter of days with UC Investments set to “finance the potentially groundbreaking deal with the league to deliver an average of $140M to each of the conference’s schools in up-front payments.” Any decision would have to be unanimous. Dellenger continues: “All schools will receive at least $100M in up-front, one-time payments with several programs’ payouts exceeding $150M. … Eight-figure bonuses to schools are also expected in fiscal year 2037, when the Big Ten’s deal with TV partner FOX is scheduled to end, likely triggering a significant media rights fees increase. [...] How the pension fund receives a return on its seed capital is clear. UC Investments earns the annual cut of distribution plus an ability to sell its portion of the league after a 15-year ‘hold,’ when it is prohibited to sell. [...] The distributions for UC Investments could be significant and benefit hundreds of thousands of former state public university employees as part of the pension fund. This year, Big Ten’s 12 legacy schools are expected to earn about $75M each in conference payouts, a number that could rise as high as $90M under the current TV contract.” More. (link)

JohnCanzano.com’s eponymous publisher visits with Oregon AD Rob Mullens who had this to say about how cautious schools and conferences need to be related to exploring private equity investment while maintaining student-athlete higher education: “The college athletics landscape has shifted significantly over the last few years. And we all are pursuing every opportunity to modernize the operation in every way possible. And I just appreciate the leadership of [Big Ten Commissioner] Tony [Petitti] to make sure that the Big Ten stays at the forefront. They’re student-athletes first. And of our 500 student-athletes, the majority of them are going to do everything they can to take advantage of their NIL and to prepare to play professionally, but are likely going to be in a profession other than their sport. It has become much more complicated, and you’re looking for ways to modernize the commercialization. So, yeah, you would proceed very cautiously with anything that you’re doing new. But probably equally important is to be very thorough in your review because you do want to make sure that you can compete. Right now, the game has changed over the last few years. It’s largely about resources, and you need the resources or at least a baseline of resources to compete at a high level. And that’s very difficult.” More from Mullens. (link)

Dellenger stays on a heater, reporting leaders of 31 of the 32 Division I conferences are expected to send Congress a letter today in support of the SCORE Act with the Ivy League not expected to sign. From the letter: “We believe we are on common ground not just among each other, but with members of both parties in Congress as well as the American public in our desire to have college sports return to a state of stability. We believe this because our model produces class upon class of citizens and leaders, in many cases to student-athletes who but for their athletics ability would not be able to attend college. In addition, funding and training provided by our institutions is the primary source for the U.S. Olympic pipeline. We urge you to pass the SCORE Act and look forward to continuing to work with you to develop and secure legislation that best serves the long-term interests of college sports.” Full letter. (link)

North Texas AD Jared Mosley has proposed a 40% student athletic fee increase that, if passed, would roll out in increments over four years, with the fee starting at $20 before gradually increasing to $25. Mosley: “There are disparities, and we are trying to close the gap so that we can continue to remain competitive and leverage this platform of athletics, which basically [...] shines a bright light on everything. I just think with the landscape of college athletics, when you look at Texas State and UTSA [...], they have a built-in advantage from a funding standpoint currently that we would like to close that gap.” Per North Texas Daily’s Alejandra Osegueda, in order to implement a tuition fee of at least 10%, it must first be approved by a majority vote of the student body. The SGA would first create a piece of legislation that senators vote on to decide whether or not to organize a student body election, which could occur as soon as next month. (link)

West Georgia is “learning what it means to climb” during its move from Division II to Division I athletics writes KC Smurthwaite for HERO Sports. Wolves AD Jason Carmichael doesn’t sugarcoat the challenge: “This job isn’t for everyone. But if you like being tested, if you want to help build something from the ground up, this is the place. [...] Our goal has been to reach the median across our peer set — schools like North Alabama, Austin Peay, Central Arkansas. We’re not trying to sprint. This is a 10-year move, not a 10-month one. [...] We’re just saying it out loud now. This is West Georgia territory. We know there are Auburn and Georgia fans here — even some of our alums are. However, we tell them that your investment here is ten times more impactful than at those schools. If you want what you see in Athens ten years from now, plant the seed here today. [...] This job isn’t easy. It’s not supposed to be. But when you’re part of building something — when you can see the altitude gain — that’s what makes it worth it.” More. (link)

SBJ’s Austin Karp reports DAZN has a new muitl-year agreement to distribute Fox Sports and Big Ten Network to markets outside the U.S., starting immediately during football season. The deal covers the Big Ten Football Championship and all conference football games, followed by a number of men’s and women’s basketball games and BTN studio and shoulder programming. Also included are football games from the Big 12 and Mountain West, and basketball games from the Big 12 and Big East. With some blackout exceptions, most games will be exclusive to DAZN with Big Ten games on NBC/Peacock in the U.S. unavailable in the Caribbean, Big Ten games on CBS in the U.S. unavailable in Bermuda and Fox games from the Big 12, Big East and MWC unavailable in Latin America. Texas Tech Board of Regents Chair Cody Campbell reportedly remarked during yesterday’s Knight Commission meeting that commissioners had acknowledged to him “privately” that they know a modification of the Sports Broadcasting Act would generate more revenue, “but I don’t want to give up control of my own media-rights negotiation.” According to SEC Commissioner Greg Sankey, those discussions have never happened: “I have never stated – publicly or privately – that pooling media rights would increase revenue, nor do I believe that it would. His misrepresentation of my position raises serious concerns about the accuracy of his other claims. ... His comments reflect a fundamental misunderstanding of the realities of college athletics.” Sankey adds: “My responsibility lies with the institutions I serve and the student-athletes on our campuses. Mr. Campbell’s suggestion that commissioners are indifferent to the institutional level is both irresponsible and damaging to his own credibility.” Big 12 Commissioner Brett Yormark similarly remarked that “Cody is entitled to his own opinion, but not his own facts. I’ve never said pooling media rights will increase revenue. The only thing I have said is that hope isn’t a strategy. There are unintended consequences to amending the (SBA) that Cody and his team need to better understand. … Our decisions are rooted in collaboration, accountability, and a deep understanding of the institutional impact for student-athletes. The SCORE Act is the first step in solving the issues facing collegiate athletics.” (link)

Big Ten Commissioner Tony Petitti supports expanding March Madness and explains: “I think part of the motivation for the NCAA is a recognition with these larger conferences, you’re going to force teams to closer to .500 records in their conferences. What access do they have? I think overall, with the system we have now with large conferences, more access is better. … I think we tilt to the side that access is important and I just believe that as many teams competing for as long as possible for the right reward is the best place to be.” As far as how an expanded 72- or 76-team field would be formatted, Petitti says he expects the current system will “probably continue,” but the Big Ten’s preference would be for what Petitti referred to as “straight seeding,” with the early games being the lower-seeded teams. Sports Illustrated’s Kevin Sweeney: “In Petitti’s ‘straight seeding’ approach, the vast majority of one-bid league winners would have to beat one another for a spot in the main 64-team draw. Meanwhile, every Big Ten team selected would’ve passed straight through into the Round of 64.” Petitti: “We’re biased, [but] we think our teams will be seeded higher as the field goes in.” (link)

Big Ten Commissioner Tony Petitti also offers words of praise for Michigan State AD J Batt: “J has done a great job. He’s already contributing a lot. Given so much that’s going on, our athletic directors meet on a weekly basis and J has been participating. Obviously, he’s very experienced coming from (Georgia) Tech, so he’s really well regarded in the room.” Petitti also believes that when it comes to NIL Go: “I think people have to just respect the process. Look, I know there’s been some things that have been reported about the speed of deals and how things get cleared. But part of this is we want these deals to be scrutinized. All of the participants in the system want deals to be fair. So that takes some time, and we’re doing it for the first time. … It’s only gonna improve over time.” (link)

Oklahoma Football’s struggles over the past three years “were a red alert that something had to change both on and off the field,” writes The Athletic’s Chris Vannini, who notes Sooners AD Joe Castiglione and school officials began a program structure overhaul to help HC Brent Venables that included a new offensive coordinator and quarterback duo, a top-rated transfer running back, a new GM, a bulked-up scouting department and a streamlined NIL plan. Vannini continues: “Oklahoma was run like most college football programs, it turned out, but it was time for something different. The common phrase around the sport these days of pursuing an ‘NFL model’ doesn’t mean just paying players. For Oklahoma, the evaluation’s recommendations went deep into specifics: Set more defined duties for staff. Change the tape grading scale for current players and prospects. Let actual scouts handle player identification.” Castiglione: “Just saying it isn’t going to accomplish it. It’s something that has to be done every minute of every day, every week, every month. There is a standard of excellence here we live to. [...] There are moments throughout the journey that test your resolve, test your belief, test your faith. Things happen, some out of our control, some of them we weren’t good enough. We have enough humility to accept it all and realize we had to be better. When you see the progress, you want to double down and work hard to keep this going.” More. (link)

Maryland AD Jim Smith is leaning hard into visibility and community-building to turn SECU Stadium into a true home-field draw, according to The Diamondback’s Michael Howes, who spent some time with Smith before the Terps’ football game against Washington on Saturday. Howes notes the new Terps’ CEO made appearances at tailgates and fan zones and is promoting tailgating, family programming and student-led traditions as pillars of a stickier game-day culture. Smith argues attendance follows belief – if fans think the Terps can win, they’ll keep coming – and is amplifying outreach on social and in the media. Smith also emphasized that lasting traditions at Maryland must come from students rather than administrators, and sees naming the student section as a first step toward building tradition. “A bunch of old guys and old women come up with an idea — it’s not as good as if the students come up with it themselves.” Smith has already won over one powerful supporter in Under Armour Founder Kevin Plank, who says: “He’s exactly what Maryland needed. He’s going to pull this athletic department together.” (link)

Rutgers Men’s Basketball HC Steve Pikiell calls new Scarlet Knights AD Keli Zinn a “breath of fresh air,” adding: “She wakes up in the morning thinking about the issues we have to try to solve. She comes in with a skill set. She’s a relentless worker. She’s in the office all the time. She’s really smart. She’s been very helpful in all areas. She’s aligned with the president, which I think is a first for us in this day and age, too. There’s so much going on in college athletics and so much is business related. She has a business mind and a business background. She’s trying to help solve some of the issues. They don’t solve everything because there’s some teams with unbelievable NIL budgets…[but] she gives us a chance in all those different areas to be good. So, very thankful for her. Her phone is always on, she’ll call me. She’s really been great. She’s hired some really good people, too. That kind of solves some of the things we’ve been lacking.” (link)

No longer able to run afoul of NCAA rules by betting on pro sports, student-athletes and coaches could still run afoul of states’ laws, writes Sportico’s Michael McCann, who notes that sports betting remains illegal in the nation’s two most populous states, California and Texas, and even among the 39 states that have legalized sports betting, many—including Arizona, Louisiana and Massachusetts—require bettors to be 21, which is older than many college students. Per McCann, there’s a logic behind allowing student-athletes the chance to bet on pro sports, if their classmates can do so, as treating them like their peers promotes fairness and equity. Attorney Alan Milstein: “For years, the NCAA has hassled college athletes who enjoyed doing what the rest of the college kids are free to do: have a DraftKings or FanDuel account and bet on professional sports contests that have no connection to the contests the college athletes engage in. Prohibiting college athletes from, say, betting on fantasy pro football would be no different than prohibiting them from playing Texas Holdem online or at a casino. Now they should reverse any sanctions they imposed on these athletes.” More. (link)

Washington football student-athlete Jacob Manu has joined many others in filing a lawsuit challenging the NCAA's eligibility rules. Boise State professor Sam Ehrlich: “He is challenging the Redshirt and Four Seasons Rules, seeking to play a fifth season within his overall Five Year Clock. As with (most of) the others, Manu's challenge is an antitrust claim, arguing in part that the redshirt rule limit of four games (plus playoff games) arbitrarily deprives the best players of their potential highest earning years.” (link)
