A group of Senate Democrats, including Cory Booker (D-NJ), Richard Blumenthal (D-CT), Chris Murphy (D-CT) and Bernie Sanders (I-VT), has sent a letter to Senator Ted Cruz (R-TX), chair of the Senate Commerce Committee, imploring him to reject the “broad antitrust exemption” for the NCAA contained in the proposed SCORE Act. They write: “This antitrust exemption is the top priority for the NCAA because it would permit coordination between the NCAA and its member institutions in ways that primarily serve their own financial and competitive interests. It’s no surprise that the NCAA is asking Congress for antitrust immunity: The NCAA keeps losing in court because of its repressive rules that harm athletes.” Sportico’s Daniel Libit: “The letter arrives as Cruz is expected to soon advance the SCORE Act in the Senate. The Republican-led bill, which was first introduced in the House in July, is widely expected to fall short of the 60 votes needed to overcome a Democratic filibuster. … With autumn settling in and the Senate mired in a standoff over the nation’s second-longest government shutdown, any remaining hopes for a college sports bill passing in 2025 have all but vanished. Amid the political deadlock, Democrats seem determined to close out the year as the party most visibly aligned against the NCAA.” (link)

The Athletic’s Chris Vannini reports the “Mountain West has filed a response claim to the Pac-12 in their ongoing lawsuit, denying the Pac-12's claims and arguing that the Pac-12's poaching was planned to hurt the MW.” From the filing: “The causal chain is direct. The Pac-12 targeted known contractual relationships, offered contingent financial inducements to prompt withdrawal and nonpayment, and deployed conflicted insiders to destabilize the MWC. The Departing Members then breached and disrupted their MWC agreements. As a direct and proximate result, the MWC has suffered, and continues to suffer, substantial damages in an amount to be determined at trial. The MWC seeks judgment against the Pac-12, including compensatory damages, attorneys' fees, and all other relief the Court deems appropriate.” The Pac-12 responds: “As anticipated by the Pac-12 Conference (Pac-12), the Mountain West Conference (MWC) filed counterclaims today following its unsuccessful efforts to dismiss the Pac-12's case. The MWC's filing does not change the fact that its poaching penalties are unlawful restrictions on fair competition and invalid under basic contract law. We remain confident in our position and focused on advancing academic excellence, athletic achievement, and the tradition that has defined the Pac-12 for more than a century." (link)

Vanderbilt AD Candice Lee Q&As with the Vanderbilt Hustler student newspaper and says of plans for an indoor practice facility that “we absolutely understand that we have to meet the needs that our football program has from an operational standpoint, so that includes updated practice facilities. That includes [the] weight room. We’re focused on that right now. So, at the appropriate time we’ll talk about that, but we’re focused on that — it’s a priority.” Lee also discusses how Vandy distinguishes itself in the NIL space: “We are actively building an infrastructure that can assist our student-athletes with identifying credible third-party NIL deals. Now, you are actually able to get more involved with that [as a result of] the House ruling. We’re calling [our infrastructure] Anchor Advantage, and it’s quietly launching in pieces and will be ready to officially launch soon. I can’t say what other institutions are doing, but what’s important to us is that we’re going to help our student-athletes build brands. Then we’re going to help them monetize those brands and do it in a way that is consistent with who they are and their values. The strength of Vanderbilt’s brand and the resources available in Nashville, we think, will create an advantage for our student-athletes.” Full conversation. (link)

Freshly minted USF AD Rob Higgins joins the Higher Ed Athletics podcast to discuss his vision for the Bulls, progress on the new football stadium, university alignment and lots more. Higgins explains that he rejects buzzwords and lays out a step-by-step, “no shortcuts” blueprint for building USF Athletics from the inside out: “We do not talk about potential around here. We’re not going to take shortcuts or skip a step; the work starts inside these walls. The goal is to win the building first – get everyone aligned and believing – before we try to win the campus, the community, and the country.” Higgins adds: “We really are going to focus here in the building – however long it takes, two weeks, two months, a year – to make sure all 400 team members are pulling in the right direction and fully bought into the culture and the vision. Then we move to the campus and pour back into it more than it pours into us, then to the community, and once those are right, we go national.” Higgins frames the on-campus football stadium as both a campus centerpiece and a regional venue that fills a crucial size gap. It’s 35,000 seats, and it will be done in 23 months – September of 2027. It’s going to be the heart and soul of our campus, a true game-changer for the university and the region. … There’s progress happening around the clock—hundreds of people working on it. When I can’t hear the banging of the steel at night, it still happens in my head, because the push doesn’t stop until we open those doors.” Lots more. (link)

South Carolina Circuit Court Judge Daniel Coble has ruled that South Carolina must turn over some documents relating to its revenue-sharing agreements. The Gamecocks are not required to release the agreements themselves, but the ruling does require the school to release a confidential affidavit it submitted to the court. Lawyers for the school submitted the affidavit to argue that they had met their obligation under South Carolina’s freedom of information law when they said that they had no documents in response to open records advocate Frank Heindel’s request. Coble noted the affidavit contained no confidential or privileged information but did not compel the university to turn over another document, described only as an attachment. Instead, Coble ordered the university to provide a “general description” of the document to Heindel. In his order, Coble was clear that he was not prepared to rule on whether the university had met its obligation under FOIA in relation to Heindel’s original request. (link)

NCAA President Charlie Baker on today’s NBA gambling arrests: “We are grateful for federal law enforcement's efforts to stamp out illegal sports betting, and I am proud that the NCAA continues to have the most aggressive competition integrity policies in place. The Association has and will continue to pursue sports betting violations using a layered integrity monitoring program for over 22,000 contests, but we still need more states, regulators and gaming companies to help in this effort by eliminating risky prop bets to reduce opportunities for manipulation.” (link); In case you haven’t seen the news, Portland Trail Blazers HC Chauncey Billups, Miami Heat guard Terry Rozier and former Cleveland Cavaliers player and AC Damon Jones have been arrested as part of a pair of wide-ranging investigations related to illegal sports betting and rigged poker games backed by the Mafia, authorities announced Thursday. Senate Democrats are pushing back on NCAA lobbying efforts in support of the SCORE Act, reports Ross Dellenger for On3, who notes during an “hour-long virtual news conference on Tuesday, three Senate Democrats – [Richard] Blumenthal (D-CT), Maria Cantwell (D-WA) and Cory Booker (D-NJ) – as well as representatives of several professional players associations shot holes into the SCORE Act. Most of their issues targeted the legislation’s intention to ‘roll back,’ as they put it, freedoms for athletes by granting the NCAA antitrust protections to enforce its rules, most notably policies over player compensation (NIL) and movement (transferring).” Cantwell: “The SCORE Act is not what we think it is. It’s not the solution for the athlete.” Dellenger continues: “That said, the Republican-authored SCORE Act, which the NCAA supports, continues to gain momentum in the Republican-controlled House, and most expect it to be introduced onto the floor for a vote as soon as the federal government returns from its shutdown. In fact, most recent agreed-upon amendments to the legislation have appeased, at least for now, a group of House Republicans who had pushed back against the bill after public criticism of it from Texas billionaire businessman Cody Campbell.” Blumenthal: “I can pretty well guarantee the SCORE Act ain’t going to make it through the United States Senate.” More. Wisconsin Chancellor Jennifer Mnookin has ordered a review of "programs and policies associated with the student-athlete experience," Badgers AD Chris McIntosh said Wednesday at a meeting of the Athletic Board. Pete Miller, a former Athletic Board chair and faculty athletic representative who's a professor in the School of Education, was Mnookin's choice to lead the review, according to Badger Extra’s Todd Milewski, who adds: “The action came after five former Badgers women's basketball players filed a lawsuit against the university, former coach Marisa Moseley and former athletics administrator Justin Doherty in August. They said in the lawsuit — which added a sixth plaintiff in September — that Moseley subjected them to psychological abuse while she was their coach, and the school failed to protect them.” McIntosh told the Athletic Board that "our initial response to the court is due on or before December 8, and we are actively defending against those allegations, many of which lack full context or are simply false. If the litigation progresses in a manner that requires us to present the full factual record to the court, we will be ready and look forward to providing that information.” (link)

USA Today’s Mark Giannotto, Steve Berkowitz and John Heasly explore some of the more elaborate front-office structures in college football as many schools race to bring in personnel from the NFL and business world to face the new NIL era. For example, Washington doesn’t have anyone with the GM title on HC Jedd Fisch’s staff, but Matt Doherty serves as Senior Director of Player Personnel. Long-time sports agent Cameron Foster was hired by UW AD Pat Chun on a one-year, $150K contract as Senior Director of Contacts and Cap Management to serve as “lead negotiator on revenue-share agreements.” The 33rd Team, led by former New York Jets general manager Mike Tannenbaum, was also brought in as an outside consultant and paid more than $155K with Fisch remarking: “We wanted to bring in somebody that had no real motives, nobody really connected to our program substantially, but also somebody that can help guide (Doherty) and myself in making some critical financial decisions as we're now budgeting close to $15M or more to take care of players.” At Indiana the set-up is far more simplistic with Curt Cignetti serving as both the GM and HC. Cignetti: “I'm a control freak. I'm organized, I'm good with numbers. My name is on this. I spent a lot of years getting to this point, I'm the best one to do it.” Much more. (link)

Meanwhile, Stanford Football GM Andrew Luck is “paving a new road with supreme power over football,” writes USA Today’s Matt Hayes, who notes Luck “has a mandate from Stanford president Jonathan Levin to do what must be done at all levels of the program. From player procurement, to personnel (hiring/firing coaches), to fundraising and all the way down to the nitty-gritty of working with campus partners so that everyone on The Farm is aligned and on the same page.” Luck: “College football started changing and Stanford wasn’t accepting it. We’re not only going to accept it, we’re going to change the whole organizational structure.” It was Luck who made the call to fire HC Troy Taylor and bring on Frank Reich as Interim HC with Hayes observing: “No other general manager in college football has that power. [...] Luck believes there’s a group of elite high school players (and portal players) who still want the academic experience and the ability to earn off their name, image and likeness. It’s his job as general manager to find those players and convince them Stanford is the best move for their futures.” More. (link)

Furman is ready to unveil its newly renovated Timmons Arena after a $40M update and SBJ’s Bret McCormick explains: “The changes start at the curb, where the arena’s facade and front lobby were redone and received the addition of some glaring white Paladin eyes that illuminate at night, courtesy of Dimensional Innovations. DI also handled environmental graphics design and built a digital, interactive Furman athletics hall of fame viewable on a 30-foot video board in the arena’s lobby. Timmons Arena previously had just two sides of seating but now has a proper retractable seating bowl – Furman men’s and women’s basketball teams still practice there; maybe that project is next -- and a 360-degree traversable concourse. The venue’s back-of-house was reorganized for more efficient flow and audio and sound systems were overhauled, with new ribbon boards added. … The arena’s premium seating menu -- almost nonexistent previously – was boosted with eight private suites (144 seats on the suite level now), two party suites (24 people in each), a courtside club (for 72 courtside seat holders), and an additional flexible hosting space (with capacity for 100 and available as an add-on to any ticket) all added in the renovation designed by BetschAssociates. The suites run $15K annually, and the party suite $30K. That gives the arena 144 seats on the suite level. The renovation has increased Furman’s ticket revenue 300%, roughly 40% of which stems directly from premium seats.” (link)

Orlando’s Appearance Review Board unanimously approved plans for the redesigned Camping World Stadium with the Orlando Sentinel’s Laura Kinsler noting a new lighting package is serving as the “exclamation point” to the $400M project. Preliminary plans for the lighting package call for a programmable system that can light the stadium structure and incorporate downlighting to illuminate the metallic skin, causing a “lampshade” effect. DLR Group Lead Architect Ryan Freeland: “We know there’s an ambition to bring colored light throughout the city … but we also want to create an opportunity to illuminate the underside of the bowl, so there’s kind of a dynamic to the lighting sequence, and whether it’s the underside of the bowl, whether it’s the outer skin, and how that can start to create kind of this adaptive or programmable facade. So, depending on the event, … it can really kind of, again, carry that spirit of the event that it’s hosting.” Other components of the modernization project to the current home of the Cheez-It Citrus Bowl and Pop Tarts Bowl include new premium suites and amenities, updated building systems, code and fire safety updates to current standards and a retractable stage pocket in a section of the south seating bowl to attract more and larger music events. When completed, the redesigned stadium will seat 65K, while construction is expected to start early next year with a projected completion date of August 2027. More. (link)
