The DI Board of Directors on Tuesday voted to delay the effective date of a rules change to allow student-athletes and athletics department staff members to permissibly bet on professional sports. The rule change now will not take effect until November 22. The DI legislative process allows a rule change to be rescinded within 30 days of becoming final if two thirds of the division's members submit an electronic request supporting rescission. Because that rescission window extends to November 21, the board determined an effective date after that window was appropriate. (link)

Meanwhile, Major League Baseball is working with gambling companies to ban "micro prop" betting, according to Ohio Governor Mike DeWine, who says: "These micro prop bets are just very dangerous. They're really a great threat to the integrity of sports. And they can occur in baseball, but they can also occur in other sports as well. And they do occur in other sports as well.” The MLB commissioner's office told DeWine they "thought they had an agreement" with all of the sports gaming companies, except for one, to ban the bets, and DeWine explains the ban would only impact the MLB and not other professional sports leagues. He also noted he would hold off on pursuing any state regulatory action against micro prop betting until he hears back from the MLB Commissioner Rob Manfred after the World Series. (link)

Ivy League Executive Director Robin Harris visited with The Field of 68’s Rob Dauster and Jeff Goodman and had this to say about the relationship between the Ivy League and NIL: “We absolutely support real, legitimate NIL opportunities for our student-athletes. We believe we have student-athletes that are incredibly well-equipped. If they want to be entrepreneurs or engage with brands, to promote those brands. To engage in research projects and then promote themselves as an athlete inventing a product. We’ve had examples of that in the past where it was actually NCAA rules that prevented our athletes from taking advantage of their incredible skillsets. We have many examples in today’s climate of NIL where we have student-athletes who are engaged in legitimate, real NIL activities that I think we all had in mind when the rule changed in 2021. With that said, we do not support pay-for-play. That’s been what ‘so called’ NIL has become in many examples. It will be interesting to see what happens now that we have the finalized House settlement, with the CSC and the clearinghouse. How do they manage what I would call fake NIL? More from Sun Belt Commissioner Keith Gill on the league’s hoops strategy: “Scheduling continues to be more of a challenge. We are currently looking for ways to play better games. That’s why the MAC-Sun Belt Challenge is so important for us. That allows our best teams to get good games. It’s hard to find good games, but it’s also hard to find good home games. That’s why we’re exploring whether or not we should move from an 18-game schedule to a 20-game schedule. I don’t know that we will do that, but part of it is about how do we get more good games? Celebrating the $1.4M renovation of Track & Field’s Ingram Field, Navy AD Michael Kelly remarked: “This shows the kind of investment that we as the Academy are making in our various facilities. For our track program to be able to have one of the best indoor facilities in the country in Wesley Brown [Field House] and now to come out here to Ingram Field and put a brand new, state-of-the-art surface on this outdoor track. It’s just phenomenal. You can tell the joy in our athletes’ faces, and we know it’s not only going to be a point of pride for them, but obviously, help their performance as well. It’ll allow us to host various meets, so it’s just another standard of excellence, and our track program deserves it with all the success they’ve had in recent years. When you’re at the top, that’s when you really have to invest and continue to find ways to have the discipline to get one percent better every day. You can’t rest on your laurels. … To expect to win, you have to prepare to win. To prepare to win, you have to be able to provide our coaches and athletes with what they need to succeed.” (link)

A North Carolina federal judge greenlighted notice to two classes of collegiate tennis student-athletes Monday in an antitrust lawsuit, ruling that a class website, targeted ads, emails, postcards and a press release were the most practical ways to spread the word in the on-going battle with the NCAA over tennis prize money. New ACC CRO Anthony Macri joins LMU AD Craig Pintens on the CRO.ticker Margins of Victory podcast and traces his non-linear career path from Jesuit school philosopher and high-school coach to overseeing sponsorships for the Memphis Grizzlies to his new role with the ACC. Macri contends that great sales and growth come from asking better questions, rigorous benchmarking, and long-term partnership design. “I think that sales is not about features and benefits and being able to explain why a customer should do a certain thing. It's about asking the right questions to get that potential buyer to say, ‘Huh, I hadn't thought about it that way.’ And then you go on a journey together. So the experience that I had in selling, I was able to go back and then teach myself how to sell. And as opposed to having it kind of indoctrinated in me that this is how you sell, I started to say, ‘Well, this is not how I talk to people. Let me think about the way I talk to people and how people will respond to that conversation and what kind of things have worked in the past and hopefully they would work in the future. Prominent Wisconsin supporter Ted Kellner affirms his support for Badgers AD Chris McIntosh and Football HC Luke Fickell, telling Badger Extra’s Jim Polzin: “I don’t get angst as a lot of people do. Do I wish we were doing better? Sure. Does Luke want to be doing better? Of course. But the decision on whomever we have at coach should reside only with Chris McIntosh, and I think he’s a very good athletic director. And I think things will be vastly different next year on a number of fronts as it pertains particularly to football.” Kellner, who was on the search committee that selected McIntosh, also says he is receiving glowing reports about McIntosh after reaching out to contacts at Penn State, USC, Oregon and Texas. “In talking to the people I did, they said, look, Chris is a known commodity, he’s a highly regarded commodity. If Chris McIntosh is not your guy and wants a job in athletics, he’ll have it within 12 months with other major schools. He’ll be the frontrunner. One guy said, 'Your pool of candidates probably isn’t as deep because people know that.' He said, 'Twenty feet down the hall is sitting one of the most highly qualified and deserving people to be an athletic director.' I know that comment was right in retrospect. … Chris McIntosh is smart, and he knows what he’s doing. And if I’m the boss or the overseer, our chancellor or whomever, Chris is smart and he’s good, and I believe that Luke Fickell is a good football coach.” (link)

Miami (FL) Deputy AD/SWA Rachelle Paul joins College.town's Maria Buckel from the 2025 Women Leaders Convention to discuss Paul's career path, which includes time as an AD at Saint Peter’s, the NIL/revenue-sharing scope of her role in in Coral Gables, Paul’s thoughts on changes to March Madness and more. Paul also talks about learning fast while operating steadily and explains: “I really just try to continue to stay educated on what’s happening and educated on what others are doing. I try to, even internally at the university, keep an open mind, and I’m hoping that the colleagues I work with – whether they’re above me in the department or below me positionally – feel empowered to come in and say, ‘Hey, listen, I heard this great idea,’ or ‘I’m thinking we could maybe do this,’ or ‘We’re in a really unique position; why don’t we think about this?’ … It’s important to stay relevant, but we’re all trying to figure it out, and I don’t think anybody really has the answer. It’s kind of just like, let’s throw things against the wall and see what’s going to stick. Anything is open and encouraged to kind of keep an open mind, but certainly the operations of the department need to continue to run.” (link)

Montana’s football victory over Sacramento State drew 190K viewers to ESPN2 on Friday night, while North Dakota State’s win over South Dakota State brought in 80K viewers to ESPNU on Saturday night. Hero Sports’ Sam Herder adds some context: “Good number for Montana-Sac State. The Idaho-Montana game on ESPN2 earlier this season drew 174K viewers. Last year’s [South Dakota State-North Dakota State] game on ESPN2 also drew 174K, which is why it was disappointing to see it on ESPNU this year, which naturally draws less eyeballs. Under Armour has launched Lab96 Studios, a new in-house content studio that will show off its brand and products in content that looks a lot more like traditional content. SVP of Global Brand and Americas Marketing Tyler Rutstein explains the goal is to do more to get in front of young Gen Z and Gen Alpha consumers — which, increasingly, isn’t with a traditional commercial injected into a TV program. “We’ve been sort of handcuffed by, ‘Do a 30-second spot. Do a 15-second spot.’ That no longer exists.” Under Armour isn’t abandoning traditional advertising, as Rutstein adds: “We can take a film that we might do that’s three to five minutes long and still find ways to inject it into your 60-second NFL commercial, right? That 60-second linear TV framework is just one part of a much larger content ecosystem. The starting point was once, ‘We need to create a great 60.’ Now it’s ‘How do we create a great film no matter the length?’ And and and if we need to tailor it towards linear TV, there are exact specifications, or there’s what you might need if you want to serve an ad from Instagram.” (link)

The SEC is lobbying to have the NCAA rescind its recent decision allowing college athletes to bet on professional sports with league commissioner Greg Sankey describing the move as a “major step in the wrong direction.” Per Yahoo Sports’ Ross Dellenger, Sankey observes any concerns over the previous policy to prohibit athletes to bet on all sports should be addressed not “through a wholesale removal of the guardrails” but “careful refinement” of the policy. The reversal of the ban threatens the “integrity of competition” and makes athletes more “vulnerable” to exploitation. “What might begin as casual betting can quickly spiral into something far more serious. [...] The SEC’s Presidents and Chancellors believe the NCAA should restore its prior policy — or a modified policy — communicating a prohibition on gambling by student-athletes and athletics staff, regardless of the divisional level of their sport.” Dellenger adds: “The SEC’s letter highlights the most recent sports gambling scandal in the NBA, which shows that ‘even coaches and athletes with extensive oversight, education and support systems’ can get caught in conduct that compromises competition.” Sankey: “It is foreseeable that college athletes, with far fewer resources and far greater outside influence, can be involved in compromising circumstances.” (link, link - Full letter)

Miami (FL) AD Dan Radakovich provided an update on the Hurricanes’ to-be-built new athletic facilities, remarking: “As you look out onto Greentree Practice Field, the Soffer Indoor Practice Facility, there’s some steel coming up there for the expansion of that facility out to 100 yards along with a grand new weight room for that facility. Hope to have it done early this summer. … That’s our primary facility project right now. We did some things here (at Watsco Center) – the seats, an upgrade to the locker room, the coaches’ offices for men and women. We have a little project for student-athletes in baseball, a little locker room update there.” Radakovich also touched on the resources that have been proffered to basketball with NIL budgets doubling, commenting: “It is significant – we tried to do things to make sure we were competitive in the marketplace. We hope that those things move along, create great returns on the investment and we’ll continue to help our coaches move on with that part of their job as time moves on.” More from Radakovich. (link)

Here are some more details from the FBS Oversight Committee on modifying the transfer window for student-athletes whose coaches leave: “The NCAA Division I Football Bowl Subdivision Oversight Committee recommends the NCAA Division I Administrative Committee adopt legislation to modify the head coach departure exception that allows a student-athlete to enter the NCAA Transfer Portal during a 30-day period following the departure of a head coach. Specifically, to establish a 15-consecutive day notification-of-transfer period beginning five calendar days after the hire or the public announcement of a new head football coach. If a head coach is not hired or announced within 30 calendar days after the departure of the head coach, the 15 consecutive day window begins on the 31st day, provided the 31st day occurs after January 2. The head coach exception may not occur prior to the winter notification of transfer period (e.g., January 2, 2026). The 15-consecutive day window may not extend beyond June 30. … The modification of the head coach departure exception provides institutions and student-athletes clarity on the opening of the notification-of-transfer period. Many head coaching changes occur prior to the notification-of-transfer period and aligning the exception with the hire of a new head coach instead of the departure of a head coach provides student-athletes an opportunity to evaluate their options and future with the new coach before deciding whether to initiate the notification-of-transfer process.” (link)

How can the Sun Belt position itself to get multiple teams in the NCAA Men’s Basketball Tournament? Per the Daily News-Record’s Shane Mettlen, it's a problem easily identified, but harder to solve. Sun Belt Commissioner/NCAA Men’s Basketball Committee Chair Keith Gill: “It really is a problem for us to try to schedule the games that are best for us to try to build the best resume to get an at-large selection. My advice to our coaches and schools is to put together the hardest schedule you can put together where you can win 70 to 75% of your games. At the end of the day, we need all of our schools coming out of the non-conference with a winning record, because in some ways the NET is a flywheel once you get into conference play. It’s almost baked into the sauce. You’ve got to make your hay in the non-conference. [...] Scheduling continues to be more of a challenge. We are currently looking for ways to play better games. New Hampshire unveils a collaboration between the Granite State Collective and Tokns Commerce to introduce NIL solutions and announces the launch of the On to Victory Funds to establish a unified, forward-looking strategy to advance Wildcat student-athletes through both NIL opportunities and direct support. The On to Victory Funds are built through tax-deductible gifts to UNH Athletics, helping provide benefits such as cost of attendance and Alston funds. Game times for the NCAA Men’s Final Four, NIT semifinals and championship game and Division II and III title match-ups have been announced with men’s hoops action at three Indianapolis venues scheduled to take place over April 2-6. Action begins on Thurs., April 2 with the NIT national semis contested at Hinkle Fieldhouse at 7 and 9:30 p.m. ET on ESPN and ESPN2, respectively. The Men’s Final Four is set for Sat., April 4 with match-ups slated for 6 and 8:30 p.m. ET on TBS in partnership with CBS Sports, while the title game will be held on Mon., April 6 at 8:30 p.m. ET.
